TO RECEIVE $274,434 IN TECHNOLOGY FUNDING
Rockefeller-created Program "E-rate" Announces 1 st Round of Funding This Year
WASHINGTON, D.C. – Senator Jay Rockefeller (D-WV) announced today that schools and libraries are being awarded funding to assist them in obtaining and preserving access to the Internet. In 1996, Senator Rockefeller and Senator Snowe (R-ME) created what has become known as the E-rate program so that schools and libraries across America would have access to the Internet. These awards are the first in a series of funding to be announced this year. "Since 1998, the E-rate program has made Internet service available to the general public through libraries and schools. The state has benefited tremendously from this funding in the past, and I will continue to ensure the availability and flexibility of this program. E-rate has wired thousands of schools across the country, bringing us closer to achieving the goal of wiring every classroom to the Internet," Rockefeller said. In the first three years of E-rate funding, West Virginia received $24 million

Virginia Public School Authority The purpose of the Virginia Public School Authority (the "Authority" or the "VPSA") is to purchase local school bonds with any available funds including bonds issued by the Authority for such purpose. The bonds may be sold at public or private sale and for such price and on such terms as the Authority shall determine. FINANCIAL STATEMENTS VPSA Report on Audit: June 30, 2002 (PDF) BOND APPLICATION PACKAGE VPSA 2003 A Application Package BOND POLICIES General Pooled Bond Policy Stand Alone Policy VPSA PROGRAMS AND BUSINESS ACTIVITIES Pooled Bond Program The VPSA provides financing to localities through the sale of its bonds. With the proceeds of its bond issues, the VPSA purchases a "pool" of general obligation bonds from localities ("Local Issuers"). Each Local Issuer uses the proceeds for the purpose of financing capital projects for public schools. The goals of the VPSA's financing programs are to: provide market access to those communities which do not have ready access; provide low cost financing; and, maintain the high credit quality of the VPSA in order to ensure that the lowest possible interest rates are obtained. All local school divisions are invited to participate in the regularly scheduled pooled bond sales in the Spring and Fall of each year. Pooled bonds issued by the VPSA under its 1987, 1990 Insured, 1991 and 1997 Resolutions are secured by the payments on general obligation school bonds ("Local School Bonds") purchased by the Authority. The Local School Bonds are required to be general obligations of the Local Issuers backed by the Local Issuer's full faith and credit. Furthermore, in the event of a default of any Local School Bond, a "State Aid Intercept" provision provides for a diversion of all funds appropriated and payable to the Local Issuer by the Commonwealth to the holder of the Local School Bonds. The bonds of each resolution have additional security:

General Information
Among the original Schools contemplated in Mr. Jefferson's plan for the organization of the University of Virginia was "Law: Municipal and Foreign, Embracing the General Principles, Theory and Practice of Jurisprudence, together with the Theory and Principles of Constitutional Government." Accordingly, the Law School was established with the opening of the University in 1825 and has been an integral part of the University since that date. From 1825 until 1894, the course of study comprised the work of a single year. With the session of 1894-1895, the course became two years in length and continued as such until the session of 1909-1910, when the course was extended to three years. The Law School is now located on the North Grounds, along with the Graduate School of Business Administration and the Judge Advocate General's School. As of 1996 the student body is composed of 1,146 students from 50 states and foreign countries. They hold undergraduate or graduate degrees from approximately 251 colleges and universities. The teaching faculty includes over 60 full-time members who have been educated at this and the country's other major law schools and bring wide experience in education, private legal practice, and government service. Their offerings are supplemented by several dozen distinguished part-time lecturers drawn largely from private practice and government agencies as well as the bench.

Note: The following information is a reprint from: Keen, T. (Ed.) with Ford, N., Henry, J., and Cox A. (Consulting Eds.). (1996). Medication Administration. Guidelines for Specialized Health Care Procedures . Richmond, Va.: Virginia Department of Health. This reprint contains some updated information, which is contained within brackets: [ ] Prior to Administering Medication Medication Labeling. The final area that should be addressed prior to administering medication is labeling. The medication must be in its original container before it is given to a student. The pharmacist can divide the medication into two containers—one for home and one for school. The original container should be labeled with the student’s name, name of medication, directions for dosage, frequency to be administered, the licensed prescriber’s name, and the date the prescription was filled. Medications in plastic bags or other non-original containers are not acceptable.

(Information furnished by Max Meadows Residents) Nestled in the foothills of the Appalachian mountains of Southwest Virginia, lies the cozy little town of Max Meadows. In 1741, William Mack happened upon this beautiful valley and decided to settle here. The original name was "Mack's Meadows," but was later changed to Max Meadows Depot because of the railway which ran through the town. For many years, Max Meadows was the hub of Wythe County. It is still easily accessible due to its close proximity to two major interstate highways, I-81 and I-77. The Earliest Inhabitants The Shawnee and Iroquois Indian Tribes once occupied the banks of Reed Creek. This popular fishing stream frequented by deer and other wild animals, winds its way through the bottomland of Max Meadows. Archeological digs have been conducted along the creek with numerous finds. Visitors and residents can appreciate the relics of the past with numerous talks, exhibits, on-site digs and excavations from time to time. Max Meadows History Max Meadows was a bustling and thriving community during the period of time of 1891. A 150 ton blast furnace named "The Annie Lee Furnace" produced pig iron from the ore found nearby. It is located near the old "Shot Tower" and the nearest town is the county seat, Wytheville.

By Staff Pro-family school advocates scored a major victory in Virginia when the state Attorney General, Jerry Kilgore (R), ruled November 8 that Fairfax Country, a Washington suburb, cannot add "sexual orientation" to its school code. Meanwhile, in nearby Maryland, the Montgomery County Board of Education voted to remove restrictions on what teachers can tell their students about homosexuality, and approved use of a video for 10th-grade health classes that shows students how to use condoms. Culmination of Fairfax Battle The effort to add a homosexuality component to the northern Virginia county's school nondiscrimination code touched off an intense debate. Family groups, led by Concerned Women for America’s Culture and Family Institute, launched a grassroots campaign to stop the proposed change. As pressure mounted, the Fairfax County School Board delayed a vote and sought an official opinion from the attorney general on whether it was legal for a board to pass a "sexual orientation" policy. Kilgore cited Virginia’s Dillon Rule, which bars localities from exercising powers not granted to them by state law. The Dillon Rule earlier had been invoked to strike down a "domestic partners" law in Alexandria.

Community-based Ambulatory Clerkships in Internal Medicine
There is a national trend in undergraduate medical education to include a variety of clinical experiences for students with practicing physicians throughout the 4 years of medical school. An area of major emphasis in clinical education involves the clerkship year wherein students spend an average of 4 weeks with office-based general internists seeing patients and learning the skills of ambulatory practice. These rotations have become popular with students. They receive more direct mentoring from their attending physicians (interns and residents are usually not present) and they have the opportunity to directly interact with more patients than on the traditional inpatient service. They get to see a wider variety of clinical problems, to participate in the process of clinical decision making, and to appreciate the realities of modern clinical practice. All three medical schools in Virginia have ambulatory components as part of the medical clerkship. At
