VIRGINIA PUBLIC SCHOOL AUTHORITY General Pooled Bond Policy of the Authority TABLE OF CONTENTS PURPOSE LEGAL AUTHORITY APPLICABILITY FINDINGS ... EFFECTIVE DATE PURPOSE This Policy is issued in the interest of making available to all counties, cities and towns of the Commonwealth attractive credit terms and financing arrangements for financing capital projects for primary and secondary public schools and that such terms and arrangements are in the best interests of the Commonwealth as a whole. This Policy is intended to supplement other policies, regulations, and directives issued by agencies and officers of the Commonwealth having administrative responsibilities for financing capital projects for primary and secondary public schools. LEGAL AUTHORITY This Policy is established pursuant to §22.1-171 A(5) of the Code of Virginia. APPLICABILITY This Policy shall apply to all Local Issuers proposing to sell and issue, to the Authority, Local School Bonds for the purpose of financing capital projects for primary and secondary public schools except those Local Issuers that submit applications that are accepted by the Authority for, or are assigned by the Authority to, Stand Alone Bond issues. FINDINGS The Virginia Constitution directs the General Assembly to "provide for a system of free public elementary and secondary schools for all children of school age throughout the Commonwealth, and [to] seek to ensure that an educational program of high quality is established and continually maintained." (Virginia Constitution, Article VIII, Section 1)

Virginia's governors and wanna-be's compete now to be known as supporters of education. It was not always that way. Though a state Literary Fund was established in the early 1800's, it was not until the North forced Virginia to adopt a new state constitution that a free public school system was established for all Virginia students. It was not until the civil rights movement and Title X that all races and genders would receive equal treatment in the public schools According to the National Association of College Stores , there are about 15 million college students, attending 4,000+ colleges and universities in the United States - 10% with enrollments greater than 10,000, in the United States.

Written by by John Divine for the Waterford Foundation The history of education in Waterford did not begin with the present school system. When the Commonwealth of Virginia established free schools in 1820, the children of Waterford had benefited from private schools for more than half a century. Waterford was basically a Quaker community and The Society of Friends was always conscious of the value of a good education for the children of its members. In providing for their own they did not exclude those of other faiths from their schools. Today there stand in Waterford buildings that have served the community as places of education, both public and private. Although documentation in some cases is meager we will attempt to construct a brief history of each school from known facts and local legend. The Friends Meeting House School (Loyaly Road)
The brick structure standing to the east of the Meeting House was built in 1805-06. John Williams (1771-1840), prominent Quaker and local business man, disbursed the funds and had general supervision of the construction. Jacob Divine, a local stone and brick mason, was the builder. Joseph Hough was a teacher in this school at one period of time. Hough later left Waterford to settle in Newton, Iowa, where his descendent

Virginia Schools Cut Math Classes to Increase Lottery Sales
The Virginia Department of Education is systematically reducing math education throughout the state in an effort to boost sales of lottery tickets. "Our decision to reduce the math requirements must be understood in the broader context of the Virginia Education System," said Superintendent Jo Lynn DeMary. "Overall, I believe we have acted appropriately to preserve the education system as a whole." The Virginia State Lottery was approved by voters in 1987. The use of the proceeds has changed over time. In 1989, lottery proceeds were dedicated to capital construction projects. From 1990 to 1998, the lottery proceeds were transferred to the state’s General Fund. Starting in 1999, a state budget amendment sent lottery proceeds to local public school divisions to be used solely for educational purposes. In the year 2000, more than 80% of Virginia voters said yes to the creation of the State Lottery Proceeds Fund. The measure, now a permanent part of Virginia's Constitution, directs all Virginia Lottery profits be used solely for educational purposes. "The Lottery provided over $375 million in support for our education system last year," said DeMary. "We cannot afford to see this source of support shrink due to lack of participation. Unfortunately, this meant that certain sacrifices were necessary."

We also strongly urge that existing state sources of K-12 education funding be preserved. Discussion of priorities and recommendations on other significant issues We offer the following discussion of these main priorities, and make additional recommendations for positions on other significant issues. STANDARDS OF QUALITY FCCPTA supports a significant increase in state education funding, so that the state fully funds its share of the actual costs of meeting the Standards of Quality (SOQ).
