Most studies of this relationship were conducted between 1959 and 1979, were limited in scope, and usually used a small number of subjects in a limited geographical area. This study was designed both to update the existing research and to examine the relationship between library media programs and student achievement.
METHODOLOGY
Ideally, schools included in the sample for a study such as this would be selected on a random, stratified, or quota basis. None of these sampling designs was possible, because schools included in the sample had to have library media centers that responded to the 1989 survey of school library media centers in Colorado and had to use the Iowa Tests of Basic Skills (ITBS) or Tests of Achievement and Proficiency (TAP). These data were available for only 221 of 1,331 public elementary and secondary schools in Colorado during the 1988-89 school year. The study relied entirely upon available data about school library media centers and their school and community contexts to predict norm-referenced test scores.

INTRODUCTION
Many Virginia K-12 educators use the instructional resources found via shared educational tools, such as school and division-wide computer networks and the Internet. The increased use of such resources requires that administrators, teachers, library media specialists, students, and parents take steps to ensure that when used responsibly, these tools and the resources found by them are appropriate for use in K-12 instruction. In response to these concerns, schools or school divisions are required to establish guidelines for the appropriate use of computer networks. Such guidelines are generally called an Acceptable Internet Use Policy, or AUP. By definition, an AUP is a written agreement in the form of guidelines, signed by students, their parents and their teachers, outlining the terms and conditions of Internet use-rules of online behavior and access privileges. To assist school divisions, we have created an electronic "handbook" of resources. Since schools are at various stages of implementation in the use of computer networks, this electronic handbook does not prescribe a single Acceptable Internet Use Policy. Instead, it provides links to various sources of information that may be helpful to administrators, teachers, library media specialists, and parents in the development of a local AUP. The Internet is a virtual community based simply on courtesy and commonsense. A local AUP reflects the circumstances unique to the school or division, the electronic system used, and clearly defines what constitutes local responsible use of information networks.

INTRODUCTION
It is the mission of the school library media specialist to ensure that students are effective users of ideas and information (Kuhlthau 1993, 11). Dedicated library media specialists should make it their goals to understand that children and youth need access to information to find answers to problems, to pursue independent discovery of who they are and who they want to become, to obtain information that can assist them to overcome their weaknesses and enhance their strengths, and to allow them to build lifelong information-seeking patterns. Age should not be a barrier to the ability to access, receive, and utilize information. (Hooten 1989, 267) School media specialists have been presented with a challenge in obtaining their mission with the introduction of online catalogs into school libraries.

In the Mediagram's last issue an overview of the VEMA sponsored survey "The Status of School Library Media Specialists in Virginia" was printed. Dr. Linda Wilson, now retired Associate Professor in the Educational Media/Technology program at Radford University, administered this survey. With the end of the school year approaching and next year's budget in place it might be helpful in planning operational expenses to examine the following results to budgetary questions in the survey.

Considering the escalating cost of books and the additional funds needed for technology, it is
appalling to think there are even a small number of school libraries (10 respondents in this survey)
that operate with annual budgets under $1000.

    "Where Cubs Cuddle Up and Read" The Henry Clay Elementary Library consists of over 10,000 materials for use by teachers, students, and parents. Teachers have access to a variety of media to augment their classroom studies including: filmstrips, manipulatives, laser discs, videos, and multi-media kits. Parents have available to them the opportunity to check out books on active parenting as well as books for their children. The students at Henry Clay Elementary have access to the library throughout the week. All classes visit the library each week for a lesson on information skills, library use, and literature appreciation . They also have the opportunity to select books at this time. Parents may also elect to come with their child (students) during the day to choose a library book; this service is available whenever the library is not occupied by classes or meetings. The library celebrates occasions which encourage reading, including Children's Book Week in November, Hanover's Reading Month in January, and National Library Week in April. It supports the school's

    More than 50,000 students, or one-fifth of Chesterfield County's population, attend its 59 public schools. Chesterfield is among the 100 largest school districts in the nation, offering a full range of services to meet the needs of all students. Chesterfield voters approved a $174.8 million school bond referendum in November, 1996, that built new schools, added to and renovated older schools and provided new technology for classrooms throughout the county. The fact that the bond referendum passed by an 83 percent YES vote is striking evidence of the support the community shows for its public schools. Maintaining high academic standards in a safe and respectful environment for learning, promoting community involvement in schools, using new technology and being accountable for continuous improvement are the focus of Chesterfield's accountability system. Completion of the projects approved in the referendum will advance the school system’s position in many of these areas.   Bond funding, supplemented with general fund revenues has allowed the county to deliver the improvements desired by the citizens.
