    Surprise safety check takes trucks off road

    A safety inspection checkpoint on Route 28 near Waxpool Road Monday morning removed nine potentially dangerous trucks from the roads and cited 40 safety violations on other vehicles, according to a Loudoun County Sheriff’s Office spokesman.
    U.S. Rep. Frank Wolf (R-10th), Loudoun County Sheriff Stephen Simpson, and officials from the Federal Motor Carrier Administration, the Virginia Department of Transportation and VDOT were on hand for the five-hour inspection.
    “Most of the companies operating in this area do a good job,” Wolf said. “But there are some bad trucks out on the roads. We’ve seen some dangerous things today, things that could have ended up causing accidents if they were left on the road.”
    From 1990 to 2001 there were 108,820 truck-related accidents in Virginia, resulting in 1,593 deaths, according to Wolf’s office.
    “Some of the trucks we’ve seen have had bad brakes, multiple bad brakes on one vehicle, under-inflated or flat tires, all kinds of things,” Simpson said. “You can’t tell just by looking at the vehicle. It may look fine when it comes up in your rear-view mirror, but you don’t know if those brakes are working correctly or not.”

    Mosque vandalism suspects charged ... Obituaries Election Night Election night––any election night––is a time to celebrate. While we have been on the losing end of more election results than we care to remember, we continue to celebrate the system. This election night, as we join the nation in watching the returns roll across the screen, a few thoughts that appear to be political truths come to mind. The returns on the transportation sales tax increase seen to prove again that just about anything with the word “tax” in it is all but doomed to failure. We are surprised that the referendum received as many yes votes as it did, although it was heavily funded. Ironically, it may have received even more support had some commuters not been tied up in traffic Tuesday evening. It was not an embarrassing loss, and the margin may play a role in future political planning. The majority seldom volunteers to approve tax increases, regardless of the reasons. We consider the outcome another victory for this theory, not for those who do not want roads. A small segment immediately claimed the outcome was a victory for “smart growth,” which in this county means dirt roads. We strongly disagree. We could point out that Congressman Frank Wolf defeated a self-styled “smart growth” candidate and leave it at that. This would not be fair. The candidate lost because he was under-funded and unknown. It is doubtful that most voters even knew of his philosophy. For any chance, candidates who oppose incumbents such as Wolf and John Warner must be serious candidates. The sales tax increase was defeated by those who do not support any additional taxes, especially under these economic conditions. If there was a coalition among conservatives and a limited number of elitist no-growthers, it will not last beyond the night.

    Starting Points February 2004 Nonschool Use of School Facilities Introduction and Overview Most of Texas' public schools open their doors for after-hours use by the public. School districts that permit community use of their facilities do so as a public service, in recognition of the community's contribution to the public schools. Districts that permit such use need to consider a host of related legal and policy issues. A school district, like the owner of private property, may limit the use of its property. A district is not required to permit after-hours use of its property. Once a district has chosen to open its doors, however, the Free Speech Clause of the First Amendment to the United States Constitution may limit the district's ability to deny access to similar community groups based solely on their viewpoint or the content of their speech. School officials can open school facilities for community use—in legal terms, create a "limited public forum"—by opening facilities to the community for certain purposes through the policies or practices of the district or individual campuses. Ideally, a policy is adopted by the board and applies district-wide. But, if policy does not exist or is ignored, the practices of individual campuses can also open a limited public forum. To ensure uniform practices across the district, TASB recommends that districts adopt explicit board policy at GKD(LOCAL), which governs the nonschool use of school facilities by community groups. For information regarding the use of school facilities by noncurriculum related student groups, see policy FNAB and the Legal Principles section below.

    Happy February!  Hope you’ve enjoyed the balmy weather of the past few days.  What a treat to be able to get outside with the kids!    This month’s Moms’ Night Out will be on Tuesday, February 19 at 7:15pm at Bacchus Café in Leesburg.  Bacchus is a new, slightly upscale Italian restaurant with a great variety of appetizers, salad, pasts, meat and fish entrees and – a Moms’ Night Out requirement – awesome desserts.  R.s.v.p. to Sally Nanas at 703-406-2034 or sally.nanas@mindspring.com by February 18.  If your child or children are not yet elementary school age, here’s something to consider.  All three public elementary schools in our community have fundraising programs through their PTAs or PTOs, and even if you don’t have children in those schools, you can still help out.  No, there are no candy bars or gift wrap to buy – these fundraisers involve things that you probably already have in your pantry or fridge.  Horizon Lowes Island , and Potomack Elementary Schools all collect General Mills Boxtops (the little “boxtop” square can be found on plenty of products like GM cereals, Go-Gurt, and Trix yogurt).  Also, all three schools are part of the
