Transportation Department "BUSTER" Program National Recognition Bus Safety Programs ... Bus Safety Tips School Bus Transportation Ohio County Schools operates 33 regular buses and 5 buses for special needs students. Drivers receive 30 hours of classroom training, complete first aid training, C.P.R., defensive driving, and pass a written driving examination given by the WVDE, Office of Transportation. All transportation employees must pass a yearly physical examination. All drivers and mechanics are subject to drug and alcohol screening. All Ohio County Schools buses are equipped with video monitoring housings in which a camera can be installed, a two-way radio system, and cellular phones. Ohio County School Bus Drivers Recognized Nationally Ohio County Schools bus drivers have been recognized nationally for driving without a preventable accident for a 12 month period over the last two years. Thirty-three Ohio County Schools bus drivers have garnered recognition for their commitment and dedication to safety. These 33 drivers were part of the Ohio County Schools transportation team that drove over 700,000 miles taking 5,200 students to and from school safely each day. Ohio County requires each bus driver to make daily safety checks of their vehicles. Additionally, statewide inspections of vehicles are conducted two times each year; while Ohio County Schools own staff of mechanics makes monthly maintenance inspections.

PHYSICAL CHARACTERISTICS West Virginia geographically belongs to the Mississippi Valley, and the principal rivers, which are the Sandy, Guyandotte, Big and Little Kanawha, and the Monongahela, with its tributaries the Youghiogheny and Cheat, are tributary to the Ohio River, which flows for 300 miles along this state. RESOURCES Agricultural The production and value of leading crops in 1910 were as follows: hay, 810,000 tons, value $12,150,000; corn, 23,290,000 bushels, value, $16,226,000; wheat, 5,125,000 bushels, value, $5,228,000; oats, 2,520,000 bushels, value, $1,260,000; rye, 155,000 bushels, value $140,000; buckwheat, 575,000 bushels, value $443,000; potatoes, 3,772,000 bushels, value, $2,527,000; tobacco, 12,800,000 lbs., value, $1,318,000. The fruit crop aggregated over $1,000,000 in value. Stock raising is also an important industry. Mineral West Virginia is richly endowed with a high grade of oil or crude petroleum. During the year 1909 the production was 10,745,092 barrels, valued at $17,642,283. This state is also very rich in high-grade coal, containing every variety except anthracite; during 1909 there were 51,466,010 tons mined, thus ranking second, after Pennsylvania, in the production of coal; coke was produced to the amount of 2,637,132 short tons. In 1908 the production of natural gas was valued at $14,837,130; and in this year the clay products amounted in value to $3,261,756. Manufactures There are a number of manufacturing industries within the state, most of which are located along the Ohio River. In 1907 there were 2150 manufacturing establishments, with a combined capital of $41,175,913, turning out a product valued at $94,584,091, and employing 45,871 persons whose annual wages were $24,268,502. The leading industries in this year were iron and steel, thirteen plants, product valued at $20,095,000; lumber and planing mills, product valued at $10,359,615; coke, product valued at $5,074,403; glass, $6,322,223; leather and harness, $6,623,567; machinery and castings, $6,521,374; brewing and distilling, $2,650,895; flour and feed, $2,664,012; pottery, $1,826,745; wood pulp and paper, $1,735,967; brick and tile, $1,064,710.

Other Local Projects Funded in Catch-All Bill
Washington, D.C., December 18 — The final catch-all appropriations bill that Congress approved late Friday for fiscal year 2001 includes $925,000 for Marymount University in Arlington to launch an innovative program designed to provide technology training to teachers in the Northern Virginia area. Eighth District Congressman Jim Moran, who has made funding the program a high priority throughout the year, said the University’s "Educator to Educator Initiative" was designed to provide teachers at collaborating schools with the resources, materials and technical assistance they need to enrich classroom teaching in computers and technology. "One of the most crucial educational challenges facing America today is providing our teachers with the latest, most-effective training in computers and educational technology," Moran explained. "We have to recognize that a computer in every classroom doesn’t do any good unless there is a fully-trained, computer literate teacher in the classroom as well."

Gilmore's Conservative Views Apparent

Sunday, October 26, 1997; Page B01 For more than 30 years, the attorney general's office in Virginia had a simple answer when asked whether it was legal for public school buses to provide transportation for children attending parochial schools: It would be unconstitutional. But Jim Gilmore changed that. "I am of the opinion that the prior opinions do not accurately state the current law," Gilmore, then the attorney general, wrote in 1995, responding to a question posed by a conservative Republican legislator. "It would not be a violation of the Virginia Constitution . . . to provide public school buses for transporting students to both public and private schools, even when some of those private schools are sectarian in nature." Although the turnaround delighted some of Gilmore's most ardent supporters, critics saw it as yet another example of how the politically ambitious attorney general now the Republican nominee for governor had allowed his ideological views to shade his view of the law. His tenure as attorney general was filled with similar controversies involving issues such as air pollution and cigarettes. At the same time, Gilmore, 48, has been praised for his leadership and nuts-and-bolts management of the attorney general's office. He is credited with helping to push through a slew of tough-on-crime laws. He reorganized the 270-person office in a way that most agree improved morale, strengthened operations and de-emphasized political patronage in hiring outside lawyers.

Maybe when your childhood memories include waking up at midnight to a burning cross on your front lawn, you're not going to let a Teddy Kennedy or Eleanor Holmes Norton intimidate you. Just ask Virginia Walden-Ford. As executive director of D.C. Parents for School Choice, the 52-year-old Mrs. Walden-Ford played a pivotal role in the landmark vouchers bill that just passed Congress. She did that with a public campaign that pushed one uncomfortable fact to the fore: How many of the Congressmen and Senators fighting hardest against school choice for black and Latino children choose private schools for their own little darlings. But the willingness to spread a little discomfort shouldn't be all that surprising coming from a woman whose father was the first African-American administrator in the Little Rock school district and who herself graduated from the same Central High that was home to the Little Rock Nine. "I was called 'nigger' most every day and I begged my father begged him to let me go back to an all-black school," she says of her high school experience. "But daddy wouldn't let me quit, and I learned that I was supposed to stand up and fight.

VIRGINIA SCHOOL ENTRANCE LAWS
§ 22.1-1. Definitions. As used in this title unless the context requires otherwise or it is otherwise specifically provided: "Board" or "State Board" means the Board of Education. "Division superintendent" means the division superintendent of schools of a school division. "Elementary" includes kindergarten. "Elementary and secondary" and "elementary or secondary" include elementary, middle, and high school grades. "Governing body" or "local governing body" means the governing body of the county, city, or town responsible for appropriating funds for such locality. "Middle school" means separate schools for early adolescents and the middle school grades that might be housed at elementary or high schools. "Parent" or "parents" means any parent, guardian, legal custodian, or other person having control or charge of a child. "Person of school age" means a person who will have reached his fifth birthday on or before September 30 of the school year and who has not reached twenty years of age on or before August 1 of the school year. "School board" means the school board of a school division.

Coaches § 127-3-6 Coaches A member of a school faculty, substitute teacher or student teacher, with or without West Virginia Department of Education Authorized Certification, within a public, private, or parochial school system shall be allowed to coach an athletic team. Also, an authorized certified individual may coach if he meets all of the requirements in 6.5 of this rule. A member of a faculty shall be considered one who is a full-time teacher as defined by the West Virginia Department of Education. A member of a faculty in one school may coach in another school provided that it meets with the approval of the said county board of education or two different county boards of education. A substitute teacher is defined as a person who has met the licensure requirements as specified by the West Virginia Board of Education and has been approved as a substitute teacher of that county board of education, private, or parochial school. An authorized certified coach must meet the following requirements: The coach is employed under a contract with a county board of education which specifies a rate of pay equivalent to the rate for professional educators who accept similar duties as extra duty assignments and which provided for liability insurance associated with the activity.

October 31, 2003 Issue Presented You ask whether enrollment of a student in a private learning program satisfies the requirements of Virginia’s compulsory attendance statute. In the alternative, you inquire concerning the requirements for a program to qualify as a "school" under the compulsory attendance statute. Response Virginia law does not define "school" for purposes of the compulsory school attendance laws. Accordingly, it is my opinion that whether a particular organization is a "private, denominational or parochial school" within the meaning of Virginia’s compulsory attendance statute is a factual determination. For many years, Attorneys General have concluded that § 2.2-505, the authorizing statute for official opinions of the Attorney General, does not contemplate that such opinions be rendered on matters requiring factual determinations, rather than matters interpreting questions of law. Background You relate that several parents in Fairfax County have removed their children, who are special education students, from the Fairfax County Public Schools and have enrolled them in private learning programs. You advise that some of these programs do not offer a "full" curriculum or permit a parent to enroll a child in a specific part of the program. You note that while some of these organizations provide extensive educational services, they are not "schools." You relate that other programs provide fewer services but claim to be "schools." You also relate that some of these programs are not certified or accredited as "schools" by the political subdivision in which they are located or by regional accrediting bodies. You do not state whether the Board of Education has licensed the private learning programs as "schools for students with disabilities,"

A Brief History of the Diocese of Wilmington The Diocese of Wilmington was established in March of 1868 by Pope Pius IX under the leadership of its first Bishop, the Right Reverend Thomas Andrew Becker, D.D. It comprised at the time the entire State of Delaware, the nine counties of Maryland and the two counties of Virginia east of the Chesapeake Bay. These areas constitute the geographic area known as the Delmarva Peninsula. In 1974, Pope Paul VI transferred the Virginia territory of the Diocese of Wilmington to the Diocese of Richmond after the construction of the Chesapeake Bridge-Tunnel improved convenient travel between the Eastern Shore counties of Virginia and the mainland.
When Richmond, Virginia native Bishop Becker was consecrated in August of 1868 as the first Bishop of the Diocese of Wilmington, he had a somewhat discouraging list of resources: eight priests, 18 churches, an orphanage, academy for girls and parochial school, all conducted by the Daughters of Charity at St. Peter, Wilmington; parochial schools at St. Mary, Wilmington and St. Joseph, Brandywine Banks, conducted by the Sisters of St. Joseph, who were immediately recalled to Philadelphia by Bishop James Wood upon learning of the establishment of the new diocese.
During his 18-year stay, Bishop Becker witnessed an increase in the number of priests almost three-fold and he doubled the number of churches, concentrating on rural areas. He also established an orphanage and academy for boys, an academy for girls and two additional parochial schools.
