I wrote the PROMISE Scholarship, worked to raise test scores throughout the state, and increased grant funding for college students. To improve efficiency, I would encourage joint purchasing by colleges, shared services as much as possible, and increased distance-learning opportunities. I would not advocate closing colleges as each of them are vital to West Virginia 's economic health. There is not too much education in West Virginia, and we must work to increase access to education and the efficiency of the system. Jim Lees (Democrat) Candidate Statement: I am pro-choice. I oppose the partial-birth abortion procedure. I define marriage as between a man and a woman and fully support the law in WV which so defines that relationship. Identifying Students with Disabilities Tazewell County Public Schools ensures that all children with disabilities, aged two to 21, inclusive, residing in Tazewell County have a right to a free and appropriate public education. Disabled children are those children who manifest one or more of the following impairments, and who, because of those impairments, need special education. The State of Virginia uses the following definitions: 1. Autism means a developmental disability significantly affecting verbal and nonverbal communication and social interaction, generally evident before age 3, that adversely affects a child's educational performance. Other characteristics often associated with autism are engagement in repetitive activities and stereotyped movements, resistance to environmental change or change in daily routines, and unusual responses to sensory experiences. 2. Deaf blindness means concomitant hearing and visual impairments, the combination of which causes such severe communication and other developmental and educational problems that they cannot be accommodated in special education programs solely for deaf or blind children.

As Carondelet's population was entirely Catholic for many years after its founding, the first attempts toward education were made by that faith. After the first parish was founded in 1824, a parochial school was established in due course. It had been continued until recently and occupied a building erected in 1926, adjacent to the Church of St. Mary and Joseph. Other parochial schools were those of St. Boniface, founded in 1860, and now occupying a building built in 1949, and St. Columbkille founded in 1872, and closed with abandonment of the parish in 1952. The girl's school at the Convent of the Sisters of St. Joseph began in 1836 and was supported after 1839 by public funds for teachers' salaries. This method continued until public schools were instituted following incorporation as a city in 1851. St. Trinity Lutheran Church's school was founded about 1860 and is now located at 517 Koeln Street. A school was organized by the Carondelet Evangelical Church in the 1870's but was closed early in the twentieth century. In 1871, the Carondelet School was built at 8221 Minnesota Avenue to serve the southern part of the community. This school was closed in 1975 and sold to a church group which operates it as the Gateway Day Nursery. Des Peres School, 6307 Michigan Avenue at Iron Street, was opened in 1873. The two story structure, in common with others of its time, had high ceilings and windows for satisfactory air and light. Each room was heated by a coal stove and drinking water was provided in buckets with dippers, in the hallways. Henry T. Blow's daughter Susan, opened the first kindergarten in America in Des Peres School soon after its opening through arrangements with William T. Harris, superintendent of schools. The school was closed in 1935, and is now used as a grocery warehouse.

The 45th annual Northern Virginia Regional Science and Engineering Fair will be held on Sunday, March 18 at Wakefield High School. Wakefield High School is located at 4901 S. Chesterfield Road in Arlington. Hundreds of exhibits from the many private, public and parochial schools throughout Arlington, Alexandria and Falls Church will be on public display in the boy's gym from 1 to 3 p.m. An awards ceremony will be held at 3 p.m. to recognize the achievements of the exhibitors. To qualify for the regional competition, entries at the local level were either winners or identified by judges to advance to the finals. Grand Prize winners at the regional fair will advance to the 2001 Intel International Science and Engineer Fair May 6 – 12 in San Jose, California.     WASHINGTON, D.C. – Senator Jay Rockefeller (D-WV) announced today that schools and libraries are being awarded funding to assist them in obtaining and preserving access to the Internet. In 1996, Senator Rockefeller and Senator Snowe (R-ME) created what has become known as the E-rate program so that schools and libraries across America would have access to the Internet. These awards are the first in a series of funding to be announced this year. "Since 1998, the E-rate program has made Internet service available to the general public through libraries and schools. The state has benefited tremendously from this funding in the past, and I will continue to ensure the availability and flexibility of this program. Parochial Schools: Out of Cities, Into the Suburbs Tim Cornell, Special to The Christian Science Monitor PHILADELPHIA Suburban waiting lists In Arlington, Va., the waiting list for the elementary schools runs into the thousands. In the Minneapolis suburbs, the archdiocese is building a major building every year, and still can't keep up with the demand. The growing enrollment may seem good, but the flood of students presents many problems. At Our Lady of Mercy, the parish set up trailers to house the extra students until it built a $4 million addition this year. But the school is still overfilled. "Parents complain about the class size, which is about 34," says Sister Virginia Pfan, the school principal. "We just don't have room for anyone else." The schools' popularity doesn't always stem from good facilities. Few schools offer computers in the classroom and many work with vintage science equipment. Students still sit in silent rows, and the schools stress that education is a result of individual effort.
