STATEMENT ON NAEP 2001 GEOGRAPHY REPORT CARD DANIEL A. DOMENECH Superintendent of Schools, Fairfax County, Virginia;

The Geography Report Card NAEP is releasing today has some encouraging news. Since the assessment was first given in 1994, achievement has gone up in both the fourth and eighth grades, and all of the significant gains have been made by the lower-performing groups of students. As a result, the proportion of students reaching the Basic achievement level, set by the Governing Board in these two grades, has increased significantly. The proportion reaching Proficient, which shows "competency over challenging subject matter" in each grade, is unchanged. In 12th grade there has been no significant change either in the average score or in the proportion of students reaching any of the achievement levels. The achievement of every racial and ethnic group has stayed about the same even as there has been a substantial increase in the proportion of students from the two most disadvantaged minorities, Hispanics and blacks. The combined total of blacks and Hispanics in NAEP's 12th grade sample went up from 20 percent in 1994 to 25 percent last year, reflecting the change in the racial and ethnic composition of American high schools. The achievement gaps are still substantial. We are right to worry about them. We must do much more to eliminate them. But in geography there is reason to be encouraged by our efforts.

the 1995 English and Science Standards of Learning, and the 2001 Mathematics and History and Social Science Standards of Learning, the Virginia Department of Education has developed sample scope and sequence guides for English, science, mathematics, and history and social science in kindergarten through grade eight and in core high school courses. These sample documents provide guidance on how the essential understandings, knowledge, skills, and processes that are identified in the Standards of Learning, the Standards of Learning Teacher Resource Guides, or the Curriculum Framework may be introduced to students in a logical, sequential, and meaningful manner. These sample scope and sequence documents are intended to serve as general guides to help teachers and curriculum developers align their curricula and instruction to support the Standards of Learning. Each sample document is organized around specific topics to help teachers present information in an organized, articulated manner. Also included are correlations to the Standards of Learning for that curricular area for a particular grade level or course, as well as ideas for classroom assessments and teaching resources.

REQUIREMENTS OF THE STANDARDS OF ACCREDITATION FOR STUDENTS (This page was revised in September 2001.) High School Graduation Requirements I understand my child will have to pass Standards of Learning tests in order to graduate. How does this work? Are the tests the only requirements for graduation? High school students must take Standards of Learning tests, but the tests are not the only criteria for earning a diploma. Graduation requirements are addressed in the regulations of the Board of Education known as the Standards of Accreditation (SOA). The Board of Education’s 1997 revision of these regulations included a change in the high school graduation requirements; these regulations were most recently revised in September 2000. Beginning with the ninth grade class of 1998-99, a student must complete twenty-two standard credits for the Standard Diploma, and twenty-four standard credits for the Advanced Studies Diploma. Exact credits needed in each subject area are shown in the second column of the tables below. In addition, beginning with the ninth grade class of 2000-01, students must earn verified units of credit as well as standard units of credit. A verified unit of credit is awarded when, in addition to successfully meeting course requirements, the student passes a SOL test for certain courses in high school. 2. Geography and Strategic Importance of the Valley
The Shenandoah Valley is that portion of the Great Valley of Virginia that is drained by the Shenandoah River and its affluents. The Valley extends on a southwest to northeast bearing, from its headwaters north of Lexington to the Potomac River, a distance of about 140 miles. For convenience, the Valley can be said to extend from Lexington to the Potomac River, although the watershed in the immediate vicinity of Lexington drains south to the James River. The Shenandoah Valley is bounded on the northwest by North Mountain, the first range of the Allegheny Mountains, and on the southeast by the Blue Ridge, which separates the Valley from the Piedmont region and coastal plain of eastern Virginia. The distance from Washington to the Blue Ridge at Snickers Gap is about fifty-five miles; from Richmond to the Blue Ridge is about a hundred. At its widest, the Valley is nearly twenty-five miles across. North of the Potomac River, the Valley continues into Maryland and Pennsylvania with a similar configuration, but there it is called the Cumberland Valley, and the Blue Ridge is named South Mountain. The Shenandoah Valley encompasses two counties in West Virginia: Berkeley and Jefferson; and seven counties in Virginia: Frederick, Clarke, Warren, Shenandoah, Page, Rockingham, and Augusta. Highland County has been included in the study region because of its intimate association with Jackson's 1862 Campaign, even though it is beyond North Mountain. Berkeley, Jefferson, Frederick, Clarke, and Warren counties are referred to as the Lower (downstream) Valley; while the counties south of Strasburg are called the Upper Valley.

    Clinch River Valley, Clinch Mountain, and North Fork of Holston
    The Clinch River gets its start near Tazewell, in Tazewell County. Helping it gain strength are many small tributaries draining steep hollows and ravines of coal country in the Appalachian Plateau of northwestern Tazewell County and northwestern Russell County. Big Moccasin Creek and Little Moccasin Creek [ Fig. 12 (18)] drain the east side of Moccasin Ridge and the west slope of Clinch Mountain. The two creeks meet north of Gate City and cut through Clinch Mountain at Moccasin Gap, to join the languid North Fork of the Holston on its way into Tennessee and the Tennessee River.
    Fishing and Floating the Clinch River
    Known primarily for its stocked muskie ( Esox masquinongy ), the Clinch is
    also gaining a reputation for its stocked walleye ( Stizostedion vitreum ). Fish up to 9 pounds are showing up at scales. With an 11-inch to 14-inch slot limit, the river is improving as a smallmouth fishery.

More details about the Fair are available at http://www.wvssef.org 2003 WVAS Teacher of the Year Rob Beckwith Elkins High School Rob Beckwith was named Teacher of the Year for his ability to open students' minds and hearts to the study of living things. Scenes from the 2003 WVAS Annual Meeting Dr. Joe Manzo (Concord College Department of Geography) and Dr. Ronald A. Canterbury are pleased to announce a National Geographic Society funded project on the impacts of suburban sprawl on bird populations. The study will be conducted in the urban corridor between Charleston and Huntington, as well as control sites in Raleigh/Wyoming counties, West Virginia. The project will involve inquiry-based and experimental learning for high school students and teachers with the overall goal of building an ecological model. Dr. Robert Kreisberg was elected Treasurer and Dr. James Rentch was elected Secretary at the WVAS Annual Business, West Virginia University.
