The Wild World of Teacher Recruiting
Teacher Poaching: Districts, states compete for teachers in a wild game of Let’s Make a Deal! Included: Incentives to keep teachers. All’s fair in love, war, and hiring teachers? The situation may not yet be that extreme. But districts with numerous staff openings and the resources to recruit aggressively and pay generously often are reaching across state and district lines to find the teachers they need. And there is little other districts and states can do about it. "There is just no way to defend against it [out-of-state teacher recruiting] when you have no incentives to offer just instability and uncertainty," said Gene Evans, a spokesman for the Oregon Department of Education. State budget deficits have led to teacher layoffs and hiring freezes. "Right now, we’re a good place for other states to prospect."
FINANCIAL SQUEEZE
Oregon, like many states, is seeking to balance its budget; state officials are forecasting a $1.5 billion deficit next year, according to Evans. The bulk of education funding in Oregon (about 80 percent) comes from state money, not local property taxes, so the deficit has meant cuts in education funding. About 3,000 teachers may be laid off during this school year if the legislature does not find a way to increase revenues.

: Physical Education Characteristics Our major in Physical Education, with concentrations in teacher certification, athletic training and fitness/wellness, offers graduates a variety of career options. The teacher certification program prepares students for Kindergarten through 12th grade public school teaching with small classes and hands-on experience in public school classrooms. The athletic training program directly involves students in their career preparation by enabling students to develop professional skills in the training room and on the playing field based on the concepts and knowledge that they learn in the classroom.     West Virginia Commission on the Arts announces grant awards The West Virginia Commission on the Arts (WVCA) of the West Virginia Division of Culture and History awarded $3,162,730 to 126 applicant organizations and individual artists (list attached) at meetings held in June and September, 2002. Grant recipients are located in 35 counties of the state.
    To be eligible to receive grant funding, arts and community organizations, which may include museums, arts centers or galleries, and private schools must be non-profit with a 501(c)3 status. Public educational institutions, school boards, local or county government agencies and colleges and universities are eligible as well.
    In addition to the PDA program, grants were awarded for Arts in Education (AIE) projects, arts programming and staff support. The AIE program encourages the development of comprehensive arts programs that affect the educational environment for all students and community members in West Virginia. AIE grants include Artist in Residence, Special Projects and Touring Grants.
    Arts programming funds can apply to the Major Institution Support Program (groups with a minimum operating base of $1,000,000) as well as Mid-sized Arts Organizations (groups with budgets of $150,000 - $999,999). There is also a Re-granting, Touring, Performing Arts, Visual Arts, Media Arts, and Folk and Traditional Arts program which offer granting opportunities.
