Many of the United States provide some form of intermediate service centers to support educators who are working on state reform initiatives. In Illinois these are called Regional Offices of Education. In Michigan these are called Intermediate School Districts. In that case, ISDs have boundaries that overlap regular school districts and have their own taxing authority. In New York and Colorado these agencies are called BOCES which stands for Board of Cooperative Educational Services. Texas has 20 Education Service Center Regions. If you don't know how to access assistance from these agencies, click here to link to the Council of Chief State School Officers (CCSSO) which can connect you to the state board of education in your state. You should be able to find out there if such agencies are in your state. The only USA exception is Hawaii which has one school district for the entire state and so, the state provides the assistance directly.
In some countries, like Canada, the assistance for school improvement comes from provincial "ministries" of education. In other countries, like Singapore and Great Britain, the Ministry of Education is for the whole nation.

Vice Chancellor, Africa University Professor Rukudzo Murapa is currently the Vice Chancellor of Africa University. He holds a Ph. D. in Public Administration, Comparative Politics and Economics from American University in the USA. Before coming to Africa University in 1998, Professor Murapa worked with the United Nations Development and Support Services and was a Field Project Manager with the World Bank/EDI-UNEDIL. Prior to his appointment at the World Bank, Professor Murapa was Senior Management Specialist for the National Association of Schools of Public Administration and Affairs at the Southern Africa Development Coordination Conference, a position he held from 1984-1988. From 1979-1988, Professor Murapa was Dean of the Faculty of Social Sciences and Head of the Department of Political and Administrative Studies in the University of Zimbabwe.
In addition to the above, Professor Murapa has undertaken a number of short-term consulting assignments with several bodies including: UNESCO, UNICEF, UNDP, The World Bank, the Commonwealth Secretariat, USAID, and GTZ. The assignments include the condition of women and children in Zimbabwe (UNICEF), the evaluation of the UNDP Management Development Program (MDP) in Tanzania, Zambia and Zimbabwe. Professor Murapa has written extensive on issues of Development, Public Administration, Peace and Conflict Management in Africa.

West Virginia Board of Education Seeking Comments On Medication Policy Posted: March 15th, 2004
Charleston, W.Va. – The West Virginia Board of Education (WVBOE) wants to know what you think about the revised school medication policy.
The Board of Education Committee for Medication Administration submitted a new version of Policy 2422.8 during the March Board meeting in Charleston. This version of Policy 2422.8 replaces the original version placed on public comment in September 2003.
“We worked in collaboration with the West Virginia Board of Examiners for Registered Professional Nurses, the West Virginia School Nurses Association, parents, county boards of education, superintendents, building administrators, physicians and West Virginia Department of Education staff in an effort to develop a policy that our entire state could embrace,” said WVBOE Vice President Barbara Fish. “While full consensus was never reached, we believe Policy 2422.8 follows the letter of the law and is in the best interest of the children.”
The Medication Administration Committee looked at the laws and policies regarding school nurses and their licensure and determined that no law or policy specifies that only school nurses may administer non-prescription medications. As a result, the Committee recommended taking this responsibility from nurses in order to safeguard their nursing licenses. This new policy places the responsibility for administering non-prescription medication with the building administrator.

State of the Schools Address: Superintendent Looks to Future Posted: August 02nd, 2000
Charleston During a “State of the Schools” address presented today, State Superintendent Dr. David Stewart outlined his vision for the future of West Virginia public schools, discussed the state’s educational achievements and thanked teachers and other school employees for their hard work and dedication to children.
The State Superintendent delivered the annual address during a joint session of the West Virginia Education 2000 Workshops and the 25th Technical and Adult Education
Conference, which are being held this week in Charleston.
“Education in West Virginia has been successful because of the hard work of teachers, principals, central office staff, service personnel, parents, students,community members and our Department of Education staff,” Dr. Stewart explained to an audience of over 2,000 educators, community leaders, government officials and business leaders. “The entire educational team should be extremely proud of past accomplishments, but we should not lose sight that we must strive for continued, sustainable progress.”
During his address, Dr. Stewart discussed recent initiatives, including Project MERIT (Mathematics Education Reform Initiative for Teachers), a program to improve mathematics teaching in the middle schools; WV IMPACT (Implementing Model Practices to Assure Competent Teachers), a teacher quality enhancement program; Preparing Tomorrow’s Teachers to Use Technology, a comprehensive project to help teachers, teacher education students and college instructors utilize technology in teacher education programs; and Virtual School, a new initiative to use the Internet to provide additional course offerings to West Virginia students.

CHAPTER 3: DATA COLLECTION AND DATA DRIVEN DECISION MAKING Learning Organizations for Technology Integration (LOFTI)
LOFTI was initiated in response to a growing need in South Dakota to invest in professional development that would increase the technology skills of classroom teachers and help them find meaningful ways to use technology to enhance student learning. The goal and objectives of the project were grounded in the International Society for Technology in Education (ISTE) National Educational Technology Standards for Teachers published in 1997 and revised in 2000. http://lofti.tie.net/ During the first three years of LOFTI, the K-12 sites used a variety of methods to gather data regarding teacher performance relative to the ISTE standards. In order to standardize the data collected from K-12 sites for comparisons to be made, LOFTI launched the ISTE/LOFTI Teacher Profile (ILTP) Study. The study had two purposes: First, the data would be used to help shape the LOFTI project evaluation; and second, the results would be used for LOFTI project improvement and decision-making. In addition, project evaluators envisioned the study as a professional development experience for participants, helping them to develop skills and leadership capacity. http://lofti.tie.net/resources/Dissemination/iltp/iltp.htm

High school teacher Thomas G. Gill of Virginia Beach beat 50 other single men to win the Fox Network's Sexiest Bachelor in America contest last week. In an interview with Education World, Gill talks about how his students and colleagues responded to his title, plus his priorities and other interests. Gill, of Virginia Beach, Virginia, doesn't mind when people tell him he was not the handsomest guy among 51 contestants in Fox Network's Sexiest Bachelor in America pageant Gill, 29, who has taught Advanced Placement government at Nansemond-Suffolk Academy in Virginia Beach for the past five years, said he agrees he was not the best-looking bachelor but is pleased that his interview responses were well received. Gill also would like his victory to promote a broader view of what is sexy.
