The West Virginia Board of Education is established in the West Virginia Constitution. The Board is vested with general supervision of the state's 834 elementary and secondary schools. Its 11 members include nine citizens appointed by the governor and two non-voting ex-officio members the State Superintendent of Schools and the Chancellor of the West Virginia Higher Education Policy Commission. The State Superintendent is a constitutional officer who serves at the will and pleasure of the board. Board members serve overlapping terms of nine years, and no more than five citizen members may belong to the same political party. The board meets monthly to determine the educational policies of the elementary and secondary schools and to establish the rules that carry into effect state law regarding education. The State Board of Education also has general control, supervision and management of the business and educational affairs of the West Virginia Schools for the Deaf and Blind. SUMMERS COUNTY SERVICE PERSONNEL STAFF DEVELOPMENT COUNCIL Rationale Subject to statutory provisions (18A-3-9) and West Virginia Board of Education Policy 5500.02 it is the responsibility of each county board of education to establish a Service Personnel Staff Development Council and to implement a comprehensive system of staff development for service personnel. Purpose Schools exist to facilitate student learning. An ongoing staff development program for all personnel is essential to enhancing student learning and should be based on staff needs to meet county and state goals. Principals of Operation

In accordance with statute any service personnel in concert with his/her immediate supervisor may develop an individual staff development plan to be used in implementing his/her staff development activities. Monitoring and Evaluation Substituting Workshops for Paid Continuing Education Days Any employee of the Summers County Board of Education may apply to attend staff development workshops in place of the last six hours of county sponsored staff development.
