he more you know about the special education law, the better. As a student at Virginia Tech, I learned about the law from Dr. Phil Jones. Dr. Jones was president of CEC in 1975, the year landmark special education legislation (P.L. 94-142) was passed. He had an instrumental role in the passage of 94-142. He explained the how's and the whys of special education law like no one else could. I'll never forget reading his book and figuring out through the notations and quotes that he was the one who spoke at the signing ceremony and shook President Ford's hand. I was so awed that being in his presence left me pretty tounge tied for about 6 weeks. During my time at Virginia Tech, I felt honored to be his student. Dr. Jones passed away in 1994 but left a legacy through his work and his students. If you are a person who benefits somehow from special education law, thank Phil Jones. IDEA 97 gives us the definitions of disabilities, LEA and SEA obligations and more. When faced with a problem, review these informative pages before you take action.     PERSONNEL MANAGEMENT A. General Instructions The standard form "Traveling Expense Account' will be used for all claims for traveling expense. All expenses shall be itemized in detail, and no items shall be designated as miscellaneous. Expense accounts must be signed by the employee and approved by the employee's supervisor before submission to the Treasurer's Office for payment. The Superintendent or designee shall approve all expenditures. Reimbursement for mileage and meals will be at a rate recommended by the superintendent and approved by the Board. B. Travel Within The County
      1. Travel within the county will be reimbursed at the designated rate when using privately owned vehicles. Detailed itemization of places visited and reasons therefore must be shown. 2. Members of the Central Office Staff (Professional and service employees) shall be reimbursed for their necessary travel expenses. All mileage is paid round trip from Kingwood except that a person leaving directly from his home for a work location will be paid mileage to or from his home or to or from Kingwood, whichever is lesser.

Generally All information regarding students and their families shall be collected and maintained under safeguards of privacy established by federal and state laws and regulations, school board policies numbers 5-31 and 5-66 this regulation and its subsections. Strict adherence is considered a condition of continuing employment by the school board. No statement in this regulation or its subsections shall be construed by employees as negating their responsibility for reporting child abuse or neglect cases as required by Code of Virginia, § 63.1-248.3 and school board policy 4-68. Rogers. Regardless of whether a species flies, swims, or crawls, it must have a healthy habitat, or home, to thrive. The Importance of Habitat
    Habitat is more than just the space an animal occupies. Within that space are food, water, and shelter, arranged so that the animal can travel with minimal exposure to predators, foul weather, and other dangers. Like a well-built home, a suitable habitat must serve all of these purposes throughout the year.
    The number of individuals of a given species that a habitat can support is called its "carrying capacity." This number fluctuates with the seasons, and a habitat generally supports more animals during the growing seasons than during the harsh days of winter. Carrying capacity will also change according to the age of the habitat's population. Finally, interrelationships between species influence carrying capacity for an area. The availability of prey species, for instance, affects the number of predators that can thrive.

    Member, Senate of Virginia October 30, 2000 You ask whether Virginia law permits an enrolled, full-time public school student to transfer credits from courses completed outside the school system when the school system offers similar courses. Because the General Assembly clearly has delegated the decision-making authority on this matter to the Board of Education, I have followed the practice of other Virginia Attorneys General of declining to render an official opinion pursuant to § 2.1-118, when the request requires an interpretation of a matter reserved to another entity, such as the Board of Education. Section 22.1-8 of the Code of Virginia vests the general supervision of the public school system in the Board of Education. Furthermore, § 22.1-16 permits the Board to "promulgate such regulations as may be necessary to carry out its powers and duties and the provisions of [Title 22.1]." Section 22.1-253.13:4(C) requires local school boards to award diplomas to students who earn the units of credit prescribed by the Board of Education, pass the prescribed tests, and meet such other requirements as may be prescribed by the local school board and approved by the Board of Education. Provisions shall be made for students who transfer between secondary schools and from nonpublic schools or from home instruction as outlined in the standards for accreditation.

    Washington, DC, February 17, 2004 The Council of Chief State School Officers (CCSSO) announces the members of its newly created Task Force on Special Education. This task force has been assembled in an effort to better understand the implications of federal regulations and other legislation aimed at helping students with disabilities learn to their potential, namely the Individuals with Disabilities Act (IDEA) and No Child Left Behind (NCLB). “Educators in every state in our nation want to improve the learning outcomes for student with disabilities,” said Terry Bergeson, Washington State’s Superintendent of Public Instruction and chair of the CCSSO Task Force. “We must take advantage of this opportunity to move away from our heavy emphasis on compliance to a stronger focus on higher learning and achievement levels for all students with special needs.”

    The Supreme Court of the State of Mississippi shall review the Mandatory Continuing Judicial Education Program five years from and after January 1, 2001. However, the Supreme Court is not precluded from considering the rules, organization and agenda, or any other matter of this program during this time period. [Amended January 11, 1996] Appendix
