MANDATORY CLE IN WEST VIRGINIA Rules and State Bar By-Law Amendments Effective July 1, 1986 2. CONTINUING LEGAL EDUCATION COMMISSION. There is hereby established a Continuing Legal Education Commission ("Commission") to administer the program of mandatory continuing legal education established by these rules. 2.l The Commission shall consist of nine members, at least seven of which shall be active members of The West Virginia State Bar. It will elect its own chairperson. 2.2 Members of the Commission shall be appointed by the Board of Governors of The West Virginia State Bar, and confirmed by the Supreme Court of Appeals. Any vacancy occurring on the Commission shall be filled by the same appointment procedure. Members shall continue to serve until their successors are appointed and confirmed notwithstanding any age restrictions. 2.3 At least three members of the Commission shall be under the age of 36 or admitted to The West Virginia State Bar for less than ten years. 2.4 Of the members first appointed, three shall be appointed for l year, three for 2 years and three for 3 years. Thereafter, appointments shall be for a 3-year term. No member may serve more than two consecutive 3-year terms. Terms shall expire on June 30 of the applicable year.

    February 25, 1993 PREAMBLE Article VIII, Section 1 of the Virginia Constitution delineates the General Assembly's responsibility for education as follows:
    "... shall provide for a system of free public elementary and secondary schools for all children of school age throughout the Commonwealth and shall seek to ensure that an educational program of high quality is established and continually maintained." Section 2 of Article VIII requires the Board of Education to prescribe ". . . Standards of Quality for the several school divisions. . ." Standard 1 of such Standards of Quality, as enacted by the General Assembly, requires each school division to "...conduct a program acceptable to the Board of Education for the early identification of gifted and talented students." It is further stated that "...each school division shall offer appropriately differentiated instructional opportunities in accordance with guidelines of the Board of Education for identified gifted and talented students." The requirements which follow set forth procedures for the development and operation of division-wide special services for gifted students. These requirements, when coupled with the Virginia Plan for the Gifted, provide guidelines to meet the aforesaid statutory requirements.

    Scholarship § 127-2-6 Scholarship A student is required to do passing work in the equivalent of at least 20 periods (four subjects with full credit toward graduation) per week. Failure to earn passing marks in four full credit subjects during a semester shall render a student ineligible for the following semester. A semester course that constitutes 8100 minutes of instruction (block schedule) will count as two subjects. The student may select four full credits from any area of the curriculum offered by the school. If a student is taking a multiple period subject, such as block or vocational courses for a full morning or afternoon, it may be counted as more than one subject. The number of subjects counted will be equal to the units of full credits given. If a student has been declared ineligible according to the standards outlined above, the student may attend summer school and have eligibility reinstated if the student meets the standards at the conclusion of summer school. If a student has been declared ineligible according to the standards outlined above, the student may have eligibility reinstated at midsemester if the student is meeting the standards at that time.

    Honor System The Honor System is one of the University's oldest and most venerated traditions. Based on the fundamental assumption that anyone who enrolls at the University subscribes to a code of ethics forbidding lying, cheating, and stealing, the Honor System allows students the kind of personal freedom possible only in an environment where respect and trust are assumed. For more than 150 years students have administered this system at the University. Although the Honor System applies to students enrolled in courses and programs through Continuing Education at off-Grounds locations as it does to students on Grounds, some procedures for administration of the system to Continuing Education students differ from those governing regular full-time students.     General Regulations
    Admission Application for admission to the courses and programs of the Division of Continuing Education should be made at the office of the Regional Center where the student plans to study, or at the Division's main offices in Zehmer Hall. Registration Registration should be completed prior to the first meeting of the class. This includes completing the registration/receipt form and biographical data form, and paying all tuition and fees. Registration is not complete and transcripts are withheld until all tuition and fees are paid. In special circumstances, and with permission of the center or office director, late registration may be allowed upon payment of a late registration fee. The University of Virginia Division of Continuing Education reserves the right to modify, withdraw, or make substitutions for any of the courses announced, or to change instructors. Connecticut judge, No person in the United States shall, on the basis of sex, be excluded from participation in, be denied the benefits of, or be subject to discrimination under any educational programs or activity receiving federal financial assistance. From the preamble to Title IX of the Education Amendments of Civil rights laws have historically been a powerful mechanism for effecting social change in the United States. They represent a national commitment to end discrimination and establish a mandate to bring the excluded into the mainstream. These laws ensure that the federal government delivers on the Constitution's promise of equal opportunity so that every individual has the right to develop his or her talents. Title IX of the Education Amendments of 1972 bolsters this national agenda and prohibits sex discrimination in federally assisted education programs. Modeled on Title VI of the Civil Rights Act of 1964 prohibiting race, color, and national origin discrimination, it was followed by three other pieces of civil rights legislation: Section 504 of the Rehabilitation Act of 1973 prohibiting disability discrimination; the Age Discrimination Act of 1975; and Title II of the Americans with Disabilities Act of 1990 prohibiting disability discrimination by public entities.
