The Environmental Education Resources Directory is a guide to environmental information and educational resources in Virginia. More than 300 educational resources are listed. Though this directory is designed to be used mainly by educators, it also is useful to the general public. A variety of organizations were asked to contribute information about materials and programs available to Virginians about the Commonwealth's resources. These entries reflect their responses but do not represent all the environmental education resources that are available. Because this material comes from a broad range of sources, the value of the information is up to the judgment of individual users.     DEBATE ENDS; BUDGET PASSES
    "The General Assembly ended nearly four months of bitter debate about tax policy and spending priorities Friday, passing a two-year, $59.7 billion budget that will substantially increase state funding of public schools [and] colleges.... The new budget will increase state support for public schools by $1.5 billion, or 18 percent The spending plan also increases state support for public colleges by more than 10 percent, reversing three consecutive years of cuts that forced institutions to increase tuition rates and reduce course offerings . The additional funding will also cover faculty salary increases and provide new dollars for research. PUBLIC EDUCATION
    - $1.5 billion to cover costs associated with enrollment growth and new minimum program standards, such as elementary resource teachers and daily planning periods for middle and high school teachers.

    The general studies curriculum is designed to assure that each graduate of West Virginia Wesleyan College has achieved a broad educational foundation that includes meaningful engagement with the major areas of human inquiry. Students have a great deal of choice in selecting specific courses that satisfy the requirements below and are urged to satisfy some requirements by electing upper-division courses (300-level).     Students organize for Women's Health: Medical Ed on Abortion
    by Amy E Hedges, MSII Abortion is one of the most common outpatient surgical procedures among US women. Each year, over one million women have abortions. Despite this need there is a severe shortage of doctors willing to provide abortions: 86 percent of US counties do not have a single abortion provider, 1/3 of women of reproductive age live in these counties. In the last six years, Congress voted 120 times on reproductive issues, choice lost all but 22 of those times. Using NARAL's state ranking system, which analyzes the laws related to abortion, the overall grade for the country was a D+. Using this same system, Virginia scored an F. This is a disturbing trend. Many doctors currently providing abortion services are nearing retirement age, but doctors emerging from medical schools and residency programs are not being trained in the procedure. Only 12 percent of US Ob/Gyn residency programs require routine training in first trimester abortions. Most medical students and residents are trained in hospitals, where only 7 percent of all abortions are performed. Abortion is more than a political controversy; it is a critical public health issue and medical procedure and must be included as a standard part of medical education. As members of Medical Students for Choice (MSFC), we are working to change these statistics. Our group is dedicated to ensuring that the next generation of physicians will be able to provide women with the full range of reproductive health services, including access to safe abortion care.

    VEA-PAC and A-PACE Recommend Delegates Moran
    for Re-Election to the Virginia House of Delegates Alexandria
    - The Virginia Education Association Political Action Committee (VEA-PAC) voted to concur with the local recommendation of the Alexandria - Political Action Committee for Education (A-PACE) to recommend Delegate Brian Moran for re-election to the Virginia House of Delegates. Completion of a questionnaire was required of Delegate Moran to be considered for recommendation. An interview was not required as Delegate Moran has previously been recommended and has a voting record of 80% or better. Both VEA-PAC and A-PACE believe that Delegate Moran will work to bring brighter futures to Virginia's children by supporting quality teachers, quality programs and quality funding. VEA-PAC is the political arm of the Virginia Education Association (VEA) and it is funded by voluntary contributions of VEA members. These contributions are separate from VEA dues.

    EDUCATIONAL FACILITIES Question: Shall Chapters 827 and 859, Acts of the General Assembly of 2002, authorizing the issuance of general obligation bonds of the Commonwealth of Virginia in the maximum amount of $900,488,645 pursuant to Article X, Section 9(b) of the Constitution of Virginia for capital projects for educational facilities, take effect? EXPLANATION On April 18, 2002, the Governor signed into law Senate Bill No. 31/House Bill No. 99, the Commonwealth of Virginia Educational Facilities Bond Act of 2002 (or "the Act"). Virginia law requires a majority of voters in a statewide referendum to vote in favor of the Act before it can become effective. The purpose of the Act is to allow the Commonwealth to sell bonds to raise funds to pay for capital projects at state-supported colleges, universities, museums and other educational facilities. The Constitution of Virginia in Section 9(b) of Article X provides that the General Assembly may authorize the creation of debt to pay for capital projects. If this Act is approved, the Commonwealth may issue Commonwealth of Virginia General Obligation Bonds and sell the bonds to raise funds to pay for specific capital projects. The capital projects contemplated in the Act have an estimated useful life of more than twenty-five years and
