Environmental Education Directory The Environmental Education Resources Directory is a guide to environmental information and educational resources in Virginia. More than 300 educational resources are listed. Though this directory is designed to be used mainly by educators, it also is useful to the general public. A variety of organizations were asked to contribute information about materials and programs available to Virginians about the Commonwealth's resources. These entries reflect their responses but do not represent all the environmental education resources that are available. Because this material comes from a broad range of sources, the value of the information is up to the judgment of individual users. Readers are encouraged to explore the diversity of references and opinions, and as they discover new resources, send them to DEQ for inclusion in the directory.

    The West Virginia Legislature was established by the West Virginia Constitution as the lawmaking branch of state government.
    Our Legislature is comprised of 100 delegates and 34 senators, each elected to represent the voice of their constituents. These legislators meet in formal session for 60 days each year. During session, the city of Charleston becomes a mecca for people and groups promoting ideas they believe should become law. Bills which affect you, and affect every citizen of the state, are researched, drafted, discussed, changed, debated and voted upon during these 60 days. In essence, the future of the state of West Virginia is charted by these 134 individuals.
    This surge of activity, the incoming tide of information and the increased numbers of citizens participation in the lawmaking process necessitate the hiring of additional staff to assist lawmakers in their public service.
    If you want to help shape West Virginia's future, here's your chance to work one-on-one with state leaders. Internships with the Legislature provide a transitional step from the academic world to the work world.

    University of Virginia, USA Preface: Rationale for Building an Educational Source Forge The underpinnings of computer science were developed in university research centers. University researchers often shared and exchanged code as a way of learning new programming techniques. During that era, the majority of software was what might be termed "open source" today. As software development became a for-profit commercial enterprise, the code was treated as a business asset. Commercial firms reasoned that their competitors at other firms might gain an advantage if they were allowed to see the underlying source code. Until 1992, commercial code was almost always treated as a proprietary asset. Two seminal events altered this perspective. Tim Berners-Lee developed the World Wide Web through the efforts of volunteer programmers around the world collaborating via the Internet. At about the same time, a student in Finland, Linus Torvalds, collaborated with volunteer programmers around the world to develop an open source version of Unix now known as Linux. The Linux operating system and the World Wide Web itself are examples of "open source" software.

    Steven L. "Speed" Fullmer, Ed. D., age 48, died of cancer August 21, 1998. He was the founder of the award-winning Untangling the Web . As a Research Assistant Professor in the International Center for Disability Information at West Virginia University, he published scholarly research articles and book chapters. He was a world-class guitar musician. He is missed by his many friends and colleagues.

Under pressure from the NAACP and minority student groups, the UVA administration bowed to political pressure from minority special interests and publicly re-affirmed the school's commitment to racially divisive admissions standards which give preference to minority applicants. "Ryan Coleman-Ferebee, vice president of the NAACP's U.Va. chapter, was in the room when Ackerly read the statement. "We're definitely pleased," he said.     By Staff Pro-family school advocates scored a major victory in Virginia when the state Attorney General, Jerry Kilgore (R), ruled November 8 that Fairfax Country, a Washington suburb, cannot add "sexual orientation" to its school code. Meanwhile, in nearby Maryland, the Montgomery County Board of Education voted to remove restrictions on what teachers can tell their students about homosexuality, and approved use of a video for 10th-grade health classes that shows students how to use condoms. Culmination of Fairfax Battle The effort to add a homosexuality component to the northern Virginia county's school nondiscrimination code touched off an intense debate. Family groups, led by Concerned Women for America’s Culture and Family Institute, launched a grassroots campaign to stop the proposed change. As pressure mounted, the Fairfax County School Board delayed a vote and sought an official opinion from the attorney general on whether it was legal for a board to pass a "sexual orientation" policy. Kilgore cited Virginia’s Dillon Rule, which bars localities from exercising powers not granted to them by state law. The Dillon Rule earlier had been invoked to strike down a "domestic partners" law in Alexandria.

    The Authority is also authorized under the Educational Facilities Authority Act of 1972, to use the proceeds of its bonds and notes to finance educational projects through loans to private, nonprofit institutions of higher education within the Commonwealth. Under this program, the VCBA serves as a conduit borrower for the private institution. This arrangement allows these institutions the benefits of issuing at tax-exempt rates. Such bonds are payable solely from loan repayments made by the respective institution and are in no way secured by the Commonwealth or the Authority. Bonds through this program are issued at the request of the private institution on an irregular basis. Bond ratings are dependent on the underlying rating of the institution.
