    The purpose of general education requirements is to provide a fund of common knowledge and essential skills for the educated citizen. All students, regardless of their majors, should be required to study such basic subjects as English, a foreign language, history, philosophy, mathematics, and science. These subjects form a basis for what educated Americans should know. They are the essential ingredients for an informed and thoughtful life. Studies, however, point to a staggering deficit in what undergraduates really know, and what colleges expect them to know. In 1989, the National Endowment for the Humanities and the Gallup Organization conducted a survey on what college seniors knew. One-fourth of undergraduates surveyed could not locate Columbus' discovery in the correct half-century, and more than 44 percent did not know when the Civil War took place. Roughly 25 percent thought that Karl Marx's statement"from each according to his ability, to each according to his need . . . "was from the U.S. Constitution. The majority could not identify the major works of Plato, Dante, Milton, Jane Austen, and Dostoevsky. This paucity of undergraduate knowledge led to the 1989 report, 50 Hours: A Core Curriculum for College Students, wherein the NEH makes recommendations for a model general education program. The report noted that college educators throughout the 1980s spoke of increasing fragmentation of undergraduate curricula, and a need for more structure and coherence.

    VHDA AND THE BAPTIST GENERAL CONVENTION OF VIRGINIA LAUNCH PARTNERSHIP TO INCREASE HOMEOWNERSHIP OPPORTUNITIES IN THE AFRICAN-AMERICAN COMMUNITY
    Through African-American Churches in the Richmond Area

    The goal of The Genesis Project is to increase homeownership opportunities and wealth creation for African Americans. One of the best ways to increase personal wealth is through homeownership. Specifically, The Genesis Project will provide homeownership training and education through African-American churches in the Richmond area. The Genesis Project is one of two minority outreach initiatives VHDA is piloting in the Richmond and Hampton Roads areas in 2003.
    VHDA and the Department of Housing and Community Development conducted a statewide housing needs assessment last year. The study confirmed trends identified in the most recent U.S. Census study that despite the growth in African-American homeownership rates, a gap persists between African Americans and the general population. VHDA selected Richmond as one of the two pilot markets because the homeownership rate among African Americans in the greater Richmond area is 52 percent, which is 24 percent below the homeownership rate of 76 percent for white non-Hispanics in this same area. Additionally, other studies show that despite significant income gains, African Americans have not closed the gap as rapidly as other populations in the area of wealth creation. Homeownership is an essential component of household wealth.

    The West Virginia Board of Education is established in the West Virginia Constitution. The Board is vested with general supervision of the state's 834 elementary and secondary schools. Its 11 members include nine citizens appointed by the governor and two non-voting ex-officio members the State Superintendent of Schools and the Chancellor of the West Virginia Higher Education Policy Commission. The State Superintendent is a constitutional officer who serves at the will and pleasure of the board. Board members serve overlapping terms of nine years, and no more than five citizen members may belong to the same political party. The board meets monthly to determine the educational policies of the elementary and secondary schools and to establish the rules that carry into effect state law regarding education. The State Board of Education also has general control, supervision and management of the business and educational affairs of the West Virginia Schools for the Deaf and Blind.     CHARLESTON, W.Va. - The West Virginia Board of Education recognized U.S. Air Force General Robert “Doc” Foglesong for the example he has set for students across the state.
    “I am so proud of General Foglesong,” said State Board President Howard Persinger. “It was a true honor to have the opportunity to spend some time with such a distinguished West Virginian. His is a true example of what a dedicated student can achieve.”
    The four-star general visited the Board of Education during a special orientation session on June 5, 2003.
    General Foglesong is a native of Williamson, West Virginia. He has kept his call sign “Mingo 1” throughout his military career. He attended Mingo County schools and credits the public school system for laying the foundation for all he has accomplished. He also points to his mother, a retired schoolteacher, for nurturing his love of education.
    “The West Virginia education system gave me the software for my professional development,” said Foglesong.
    The General will take over as head of U.S. Air Forces in Europe later this month. His new position is one of the major military commands around the world.

    Native American Communities in West Virginia
    (as originally published in 1999) In West Virginia, the contemporary Native American population can best be described as a statewide community, consisting of a far-reaching network of individuals with Native American ancestry. There are approximately 3000 Native Americans in West Virginia. The community includes individuals from at least 43 different bloodlines and tribal associations. These are descendants from the regional Native Americans, including Cherokee and Shawnee, and individuals who more recently relocated to West Virginia from throughout North America. Many people in West Virginia have Native American blood, but do not have a historical tribal association, and many individuals have mixed blood, that is, ancestry of different tribes as well as different races in addition to Native American. The contemporary community reflects those who are finding new pride in their native heritage, and Native Americans who are newcomers to this area and who represent the pan-Indian community. The Native American community has struggled with oppression, imposed disruption, and insecurity since the arrival of European settlers in West Virginia. Individuals were being shipped away to Oklahoma reservations as late as the 1950s. As recently as 1964, it was illegal for a Native American to own property in West Virginia. In spite of these hardships, vestiges of communities survived and their heritage is re-emerging with renewed pride.

The review was conducted by faculty and students associated with the Virginia Citizenship Institute at George Mason University and was supported by a grant from the Celebration of Learning fund. Project personnel included Scott Keeter, professor and chair of the department of public and international affairs, Julie M. Coleman, research associate with the Virginia Citizenship Institute, and Greg Werkheiser, executive director of the Virginia Citizenship Institute. Methodology Data for this study were gathered from multiple sources. Student affairs personnel at 40 public and private four-year institutions were contacted by e-mail, as were political science department chairs at approximately 30 of these institutions. Substantive input was received from 15 schools. Web sites and college catalogs were also searched to provide information about mission statements and general education requirements, and to locate service learning and citizenship programs. In addition, we were familiar with programs at several of the institutions and these are reflected here as well.
