22.1-254. Compulsory attendance required; excuses and waivers; alternative education program attendance; exemptions from article.
A. Except as otherwise provided in this article, every parent, guardian, or other person in the Commonwealth having control or charge of any child who will have reached the fifth birthday on or before September 30 of any school year and who has not passed the eighteenth birthday shall, during the period of each year the public schools are in session and for the same number of days and hours per day as the public schools, send such child to a public school or to a private, denominational or parochial school or have such child taught by a tutor or teacher of qualifications prescribed by the Board of Education and approved by the division superintendent or provide for home instruction of such child as described in § 22.1-254.1.
As prescribed in the regulations of the Board of Education, the requirements of this section may also be satisfied by sending a child to an alternative program of study or work/study offered by a public, private, denominational or parochial school or by a public or private degree-granting institution of higher education. Further, in the case of any five-year-old child who is subject to the provisions of this subsection, the requirements of this section may be alternatively satisfied by sending the child to any public educational prekindergarten program, including a Head Start program, or in a private, denominational or parochial educational prekindergarten program.

Description The School of Dentistry is committed to advanced dental education. The residents will receive hands-on experience with diagnostic and therapeutic care of special patient populations in addition to extensive training in the art and science of general dentistry. AEGD residents may be required to participate in off-site clinical experiences outside the city of Richmond, Virginia. Funds will be provided for travel and lodging when required. The program conforms with the Standards for Advanced Specialty Education in General Dentistry and carries a full approval status from the Commission on Dental Accreditation of the American Dental Association. Facilities and Resources The facilities of the School of Dentistry are housed in the Wood Memorial and Lyons Buildings and contain a clinical facilities, research facilities, classrooms, student laboratories, departmental offices, and a computer learning laboratory. The laboratories and classrooms contain closed circuit television receivers. The Tompkins-McCall Library for the Health Sciences is located across the street from the School of Dentistry. This is the largest health science library in Virginia.

Associate Professor, Pediatric Dentistry Description Seminars are held in pediatric dentistry, orthodontic diagnosis and treatment, treatment planning, growth and development, cephalometric analysis, pediatric dentistry literature review and behavior guidance. Formal courses in biostatistics, principles of pediatrics, pediatric advanced life support, head and neck anatomy, neurodevelopmental disabilities, leadership seminars, basic sciences and clinical core courses are required. The students participate in undergraduate clinical teaching and supervision. One month rotations occur in general anesthesia, and two week rotations occur in the pediatric emergency room, pediatric medicine and oral pathology. During the year, rotations in cleft palate and craniofacial anomalies occur. Students completing the program earn a specialty Certificate in Pediatric Dentistry and a Master of Science degree. Students must complete the requirements for the master's degree prior to being awarded the specialty certificate.

EDUCATION Public Schools - In 1846 Virginia added public free schools by local option to its system of numerous private schools supplemented by state aid to "indigent" pupils. The statewide system began in 1870. Sparseness of population, lack of funds, and duplication of effort due to segregation long hampered its development. But the 20th century brought relief, enabling Virginia to consolidate its schools and to greatly improve standards. Federal funds made available in 1964 aided the state in rapidly expanding its system of centres for vocational and technical training. Higher Education State Institutions -The Virginia State Board of Education accredits 17 four-year colleges and universities. What is Cooperative Education Cooperative Education at West Virginia State College is an academic program designed to integrate classroom learning with practical experience. There are many ways in which students can benefit from co-op. The most obvious benefit is academic. Co-op students earn credit for their work experience. The next is financial. Co-op students are able to "reality test" the theories they have learned in class, and this often translates into better classroom performance. The Policy Context
Virginia's Special Education Program Standards define the maximum caseloads special education teachers can carry and the conditions under which students with different disabilities can be instructed together. Virginia's special education delivery system is based on the categorical placement of students with disabilities who receive special education services for 50 percent or more of the day. As of 1992, when this study was initiated, special education class size and class mix standards in the State had not changed since the 1970s. Evidence of the need to evaluate these standards in light of changing practices included: 1) an increase in the number and types of waivers requested by local school divisions; 2) an increase in parent and advocate complaints about approved waivers; and 3) a consensus of key stakeholders that the standards might have become too rigid for determining appropriate programs for individual students.
The Research Questions
The study, conducted by The Virginia Department of Education (VDOE) in conjunction with researchers from the Virginia Polytechnic University and the University of Virginia, gathered information designed to enable the Superintendent of Schools and State Board of Education to determine those areas in which the special education standards are successful or need improvement. The project team examined two primary research questions:

Welcome to Ivanhoe Ivanhoe is a small community located in a beautiful valley near Cripple Creek, which enters the New River in the Blue Ridge Mountains in Southwest Virginia. The Ivanhoe Civic League was organized in 1986 when the people in the community came together to protest the proposed sale of the Industrial Park on New River. In the beginning the league's main purpose was to recruit an industry for Ivanhoe. Now several years later we strive to educate ourselves so we can better nurture and develop the community utilizing our own resources - Ivanhoe citizens. The league contains every aspect of society. The community is made up of Caucasian, African-American, Native American and Hispanics. We are represented by both young and old, as well as rich and poor. We feel we are poor in material wealth, but very rich in cultural enhancements. The growing knowledge and interest in our numerous programs during the past years has seen the majority of the community participating in league functions. Here are some highlights of the league's main programs: Education: The education program consists of community-based Adult Basic Education/General Education Development (ABE/GED), with 46 graduates to date. Also included are college classes, youth tutorials that include college and career guidance, professional development workshops and computer and adult literacy. In 1993 a vocational component rehabilitated an historic structure in Ivanhoe to provide office and education facilities for the Ivanhoe Civic League.

The Board accepted on first review its package of proposed revisions to Virginia's Standards of Quality. If adopted in total, the cost of the Board's proposals to the Commonwealth when fully implemented would be $323 million and the proposals would add over 12,000 staff positions to the existing Standards (10.41 per 1,000 students). The Board adopted its Pupil Transportation Specifications for School Buses. These sections were pulled from the Board's "Regulations Governing Pupil Transportation" in April. This change will permit the Board to revise and update bus specifications more frequently than would be permitted under the process for revising regulations in order to keep up-to-date with changes in bus equipment and technology.
