    Virginia Regulatory Orders The Virginia State Corporation Commission increased the fuel rate from 1.31 cents per kilowatthour to 1.463 cents per kilowatthour for AEP-Virginia effective January 1, 2003. The Virginia Electric Utility Restructuring Act allows the SCC to increase rates for fuel costs even during the rate cap period. The State Corporation Commission (SCC) issued the average price to compare The SCC issued orders Virginia Energy Choice web site provides information about the new competitive energy supply market in Virginia. The SCC issued an order regarding customer minimum stay periods (the time a customer must remain with the incumbent utility upon returning from competitive supplier service). When returning to capped rate or default service after receiving service from a competitive service provider, customers with an annual peak demand of 500 kW or greater will be required to remain with the default supplier a minimum of 12 months. And, several studies show that people prefer living along a trail than an abandoned corridor. Typically, lawful trail users serve as eyes and ears for the community. Trail advocates should be sure to address security concerns beginning in the planning stages and continuing through the development of a trail's management plan.     [See History of NURE HSSR Program for a summary of the entire program.] GJBX-105(82) SRL sent 248 sediment samples from Tennessee to an unnamed contract laboratory for "Supplemental Analyses." Supplemental analytical determinations for up to 23 elements were reported for 247 of these samples in the Illinois, Indiana, Kentucky, Tennessee, and Ohio Data Report [ GJBX-105(82) ]. The digital data file accompanying this report includes Supplemental Analyses records for 125 of the sediment samples from Tennessee within the Johnson City quadrangle. GJBX-105(82) SRL sent several Tennessee and Kentucky sediment samples to the Oak Ridge Gaseous Diffusion Plant (ORGDP) for analysis of uranium and 31 additional elements. ORGDP released the analytical data for 435 samples in the Corbin, Johnson City, and Nashville Quadrangles GJBX-75(82) Data Report. This report includes does not include any sediment samples from the Johnson City quadrangle. The site coding information for this data set was summarized in the

    The Alexandria City Council recently approved a new Bike Plan for the city. The 50 page plan lays out a bikeway route system of 85 miles and proposes 21 new bicycle facility projects. Various other bicycle initiatives are included along with bicycle transportation policy and design principles. The Bike Plan was prepared by the city's Bicycle Study Group created in 1992 by citizen volunteers to support bicycling in Alexandria. In July, the Group was awarded the city's Park and Recreation Commission 1998 Award for Service to the Community. On May 16, 1998, the Alexandria City Council approved an amendment to add the Bicycle Transportation and Multi-use Trail Master Plan to the Transportation Chapter of the City's 1992 Master Plan. The route system approved in the plan adds 30 miles of bikeways in the city for a total of 85 miles, 69 miles on streets and 16 miles of multi-use trails. Routes also have been removed from sidewalks and other old routes have been replaced with safer, more convenient routes. Of the 21 proposed construction projects, 9 are for new off-street multi-use trails, 8 are associated with planned highway and street improvements, and 4 are in major private developments.
