President (1993-) Eddie N. Moore, Jr., assumed his position as the 12 th president of Virginia State University in 1993, bringing to the University a wealth of administrative and fiscal management experience gained both in the public and private sectors. He served from 1990-1993 as treasurer of the Commonwealth of Virginia. Moore began his career in the private sector in 1971 with Gulf Oil Corporation. During his 14-year tenure with Gulf Oil, he rose through the ranks to direct major components of the corporation's accounting and budgeting functions. He entered the public sector in 1985 as the Commonwealth of Virginia's assistant controller for accounting and reporting. In 1988, he was selected to serve concurrently as the University controller for the College of William and Mary and as treasurer of its Endowment Association. In 1990, Gov. Lawrence Douglas Wilder appointed Moore state treasurer. As state treasurer, he served as head of the Department of the Treasury and on 15 state boards and authorities with oversight for more than $20 billion of the Commonwealth's assets. Moore, as a key player on the state's financial management team, was integrally involved in the work that earned Virginia recognition as the best fiscally managed state in the nation by

TIMELINE: 1950 - 1959
Elizabeth becomes chair of the Arlington School Board. Ed Campbell runs for U.S. Congress hoping to represent the 10th district in Northern VA. To win the Democratic primary, Ed positions himself as a reformer outside the influence of Virginia's powerful and conservative Democratic political "machine" led by U.S. Senator Harry F. Byrd. Ed loses the final election–by 322 votes. His opponent, Joel Broyhill, goes on to serve 22 years in Congress. At the time, there were no provisions for recounts in Virginia congressional races. Some say Ed's loss is due to lack of support from the state's Democratic machine and the overwhelming Republican wave that swept across the nation following Dwight Eisenhower's election as president. Although the loss was a crushing blow at the time, Ed will later say he felt he had been able to do more for Virginia as a lawyer than a member of Congress. Elizabeth is re-elected to the Arlington County School Board. The FCC designates UHF channel 26 for educational television in Washington, D.C., one of 242 TV channels reserved nationwide for non-commercial educational use.

Also available as PDF This paper is part of a series of nutrition policy profiles prepared by Prevention Institute for the Center for Health Improvement (CHI). Background The proliferation of competitive foods has raised concern among public health officials, parents, teachers, and others since many of these foods can undermine children's diets and health. National studies have found that 78 percent of high schools, 65 percent of middle schools, and 31 percent of elementary schools offered foods a la carte. A la carte items are foods sold individually by school food service during meal times rather than as part of a complete National School Lunch Program meal. A recent California study found that in 71 percent of surveyed school districts, a la carte items accounted for up to 70 percent of all food sales at schools, with popular items including fast foods such as pizza, cookies, and chips. Unlike the National School Lunch Program, these foods are not required to meet any nutritional standards. The high presence of fast foods as a la carte items is a concern, as they tend to be of limited nutritional value and contain high levels of fat, salt, and sugar.

The Lee County School System is located in the heart of North Carolina in a community with a population of 47,014. Its location places it just hours from the beautiful beaches and mountains of the Tar Heel State. It is within easy commuting distance of Research Triangle Park, one of the states most rapidly growing communities and such major educational institutions as the University of North Carolina at Chapel Hill, Duke University and North Carolina State University. At the present time, 9,026 students are served in 12 schools, kindergarten through twelfth grade, with seven elementary schools, two middle schools, one high school, one special school which serves exceptional students, and an alternative school. All Lee County Schools are accredited by the Southern Association of Colleges and Schools and by the North Carolina State Department of Public Instruction. Youth Museum Makes a Difference - December 2000
*The December 2000 highlights focus on the winners of the 2000 National Award for Museum Service.
The Youth Museum of Southern West Virginia is situated in the rugged mountains of Beckley in an area that is rural, poor, and isolated. The Youth Museum serves children from eleven rural counties with a total population of 300,000. The Youth Museum works closely with regional school boards, local businesses, and other area agencies to ensure that culture, art, and a sense of history and identity are part of the growth and development of the children of southern West Virginia. The Museum's programs use education, art, and creativity as significant resources for preventing failure and providing positive opportunities for at-risk youth:
For such a small state, West Virginia has produced an extraordinary number of talented writers. Conversely, according to a U.S. Department of Education study, 17 percent of West Virginia adults have significant difficulty with literacy tasks related to everyday life and work. A goal of the Youth Museum is to make West Virginians aware of their rich heritage of native authors while increasing their literacy skills. In partnership with county and state reading specialists, librarians, teachers, writers, students and a West Virginia scholar, the Youth Museum developed Page After Page , an exhibition focusing on West Virginian authors of children's literature. Authors sent copies of their works and poignant letters on what being a West Virginia writer meant to them. So far

West Virginia Board of Education Takes a Strong Stance on Students Health Posted: May 17th, 2004
Charleston, W.Va. – The West Virginia Board of Education approved recommendations to improve student health during its monthly Board meeting.
The recommendations include:
1. Nutritious, low-fat and appealing foods and beverages, such as fruits and fruit juices, vegetables, dairy products, and whole-grain items, should be available wherever and whenever food is sold or otherwise offered at school.
2. Policies should require any school that sells soft drinks to also sell and make equally accessible water and fruit beverages, and recommend that milk also be available.
3. Times when foods are made available to students should be limited. Except for food and meals provided by school nutrition programs, state policies should be strengthened to prohibit the sale of all other foods and beverages from the beginning of the school day until after the last lunch period.
5. Exclusive soft drink contracts that include incentives tied to sales quotas or consumption levels should be discouraged or prohibited. County school systems are responsible for contracts.
6. County boards of education should establish policies or procedures to determine boundaries and restrictions to ensure that commercial advertising for foods and other items marketed to students is consistent with identified educational goals. Such policies should be evaluated for education effectiveness by the school or county on an ongoing basis.

EDUCATION: STANDARDS OF QUALITY - GENERAL POWERS AND DUTIES OF SCHOOL BOARDS. Local school board must abide by legislative mandate to allow transfer of credits earned in private school or through home instruction toward award of high school diploma, subject to conditions prescribed by Board of Education. Local school board may not impose requirements inconsistent with standards of accreditation promulgated by Board. The Honorable Joe T. May Member, House of Delegates December 4, 1997 You ask whether there is any statutory requirement for a local public school district to award high school credit to a student transferring to a public school from a private or home school for academic work completed in such school. Section 22.1­253.13:4(C) of the Code of Virginia provides, in part: Each local school board shall award diplomas to all secondary school students, including students who transfer from nonpublic schools or from home instruction , who earn the units of credit prescribed by the Board of Education, pass the prescribed literacy tests, and meet such other requirements as may be prescribed by the local school board and approved by the Board of Education.
