    Model School Crisis Management Plan
    Virginia's schools are responsible for the safety of more than one million students. While safety is always a priority, this responsibility takes on added urgency during times when the commonwealth and nation are threatened by terrorism. The Virginia Department of Education offers the Model School Crisis Management Plan for use by local educators and law enforcement officers in developing or refining school division-level and building-level crisis plans. The Model School Crisis Management Plan includes model policies, procedures, and forms that can be adopted or modified to meet local needs and accommodate existing resources. The pdf version of the Model School Crisis Management Plan may be viewed and printed using Adobe Acrobat. If you do not have Adobe's Acrobat Reader you may download it here. The Model Plan has been updated in response to House Bill 46 and House Bill 886 enacted by the 2002 General Assembly. Two new sections have been provided as addendums to the original plan:

    Davis v. County School Board of Prince Edward County
    Five cases from Delaware, Kansas, Washington, D.C., South Carolina and Virginia were appealed to the United States Supreme Court when none of the cases was successful in the lower courts. The Supreme Court combined these cases into a single case which eventually became Brown v. Board of Education . The following summarizes the Virginia case.
    Overview
    One hundred and seventeen African-American high school students chose to strike rather than attend all-black Moton High, which was in need of physical repair. The students initially wanted a new building with indoor plumbing to replace the old school. Strike leader, Barbara Johns, enlisted the assistance of NAACP attorneys. As a result a suit was filed in 1951 on behalf of the students. The U.S. District Court ordered equal facilities be provided for the black students but "denied the plaintiffs admission to the white schools during the equalization program." Attorneys for the NAACP filed an appeal with the U.S. Supreme Court.
    Discussion
    In the Commonwealth of Virginia, the only way an African American could receive a high school diploma in the early twentieth century was by attending a private academy. Private high schools were operated by Catholics, Methodists, Episcopalians, and Presbyterians in Virginia. The public schools for blacks were elementary schools (grades 1-8) operated by county school boards. The fact that school boards were county affiliated rather than city or town affiliated might have something to do with the relatively rural population of most school districts.

    James Madison University Board of Visitors James Madison University is a comprehensive university which is part of the statewide system of public higher education of the Commonwealth of Virginia. The governing body of James Madison University is the board of visitors, which by statute is responsible for overseeing the effective government of the university. History In its earliest years, James Madison University (then named the State Normal and Industrial School for Women at Harrisonburg) was governed by its own board of trustees. The name of the institution was changed to the Normal School for Women at Harrisonburg in 1914 and governance of the institution was shifted to a state agency, the Virginia Normal School Board. The institution became the State Teachers College at Harrisonburg in 1924 and governance was transferred to the State Board of Education. The institution remained under the State Board of Education until 1964 when the Virginia General Assembly established independent boards of visitors for each of the state's former teachers colleges. Composition of the Board Members of the board of visitors are appointed by the governor. The first board of visitors for JMU (then Madison College) had 11 members. By action of the Virginia General Assembly, the size of the JMU board was expanded to 15 members in 1989.

    BERSOFF NAMED RECTOR AT VCU RICHMOND, Va. - Dr. Edward H. Bersoff, a Northern Virginia entrepreneur and business consultant, today was elected rector of the Virginia Commonwealth University Board of Visitors by his fellow trustees, succeeding Dr. W. Baxter Perkinson, Jr. "It is exciting to take this leadership position at a time when a lot of things are getting started, most notably the development of the Monroe Campus and a new university strategic plan," Bersoff said. "I'm looking forward to supporting the initiatives of this great and growing national doctoral university." Bersoff was appointed to the board in 2002 by Gov. Mark Warner. He also serves as chair of the Finance, Investment and Property Committee of the Board of Visitors. Bersoff, 61, is the founder and chairman of Greenwich Associates, a business advisory firm in McLean. He also was the founding CEO of a public technology company that he sold in 2001. He serves as a corporate director of three publicly traded companies, and has served on the boards of several other corporations, associations and non-profit organizations such as the Virginia Economic Development Partnership, Virginia's Center for Innovative Technology, the Greater Washington Board of Trade, and the Fairfax County Chamber of Commerce. He currently is chairman of the Inova Health Care Services Board.
