SAELP is the centerpiece of the Wallace Foundation's national LEADERS Count initiative, a five-year, $150 million commitment to place quality leadership at the core of school reform. The objectives of LEADERS Count are to attract and place a broader pool of able candidates for school leadership, to strengthen the abilities of principals and superintendents to improve learning, and to create conditions that allow principals and superintendents to perform as effective leaders.

    About the
    Healthy Schools Network
      The Healthy Schools Network was founded in 1992 by NASBE President Patricia Hamner of the West Virginia State Board of Education. Her vision was to facilitate discussions among state board members and state education agency staff, state health agency staff, and other committed individuals to promote high-quality, well-coordinated school health programs. She also hoped to facilitate networking across states so that exemplary policies and programs could more easily spread.
      With funding support from the Centers for Disease Control and Prevention (CDC), the Healthy Schools Network meets once or twice a year to:
      • discuss and analyze children, youth and school health issues, and how these impact student achievement;
      • exchange ideas and experiences on how various states address school health issues and interagency collaboration;
      • receive technical assistance and training from NASBE and NSBA staff and other experts in the field;
      • identify individual state team priorities and action plans for addressing school health issues; and
      • review and make recommendations on draft publications that address school health and HIV prevention issues.

    Higher Education Programs - Deputy Assistant Secretary Wilbert Bryant
    Since December 5, 2001, Wilbert Bryant has served as Deputy Assistant Secretary for Higher Education Programs. On May 21, 2003, Bryant was also appointed Counselor to the Secretary for the White House Initiative on Historically Black Colleges and Universities (HBCUs). In this role, Bryant serves as the designated federal official advising the Secretary of Education on strengthening our nation's HBCUs and on advancing the opportunities for HBCUs to fully participate in federally supported programs. A native of Goulds, Florida, Deputy Assistant Secretary Bryant earned a Bachelors of Science in Mathematics from Florida Agricultural and Mechanical University and it was his years at this university that would instill in him a lifelong interest in education. Upon receipt of his undergraduate degree, he was commissioned a second lieutenant in the United States Army. Bryant went on to earn a Master of Education from Howard University and was honored with the opportunity to attend the Defense Department's highest-level military service school, The National War College. A Vietnam veteran and highly decorated officer, Bryant served in the Regular Army nearly 28 years, retiring in 1990 after a distinguished career with the rank of Colonel.

This endeavor is another in a long line of cynical public relations initiatives by the tobacco industry to gain “innocence by association” with credible organizations such as yours. While its purpose is to appear reformed and responsible, the tobacco industry uses these relationships to avoid fundamental changes in its unethical marketing and manufacturing practices. We strongly urge you to reject any funding or other type of relationship with the tobacco industry.

    The Pesticide Control Board was created to promulgate pesticide regulations in the Commonwealth. Twelve members are appointed by the governor.     The council was established by the General Assembly to provide a mechanism for financing agricultural research, education and services. Funding comes from assessments levied on certain agricultural supplies used by farmers. Fifteen members of the council are appointed by the governor.
