elocating to the U.S. Virgin Islands is many people's favorite fantasy. However if you plan to really do it there are some things you should know before taking the blind leap of faith. Although the U.S. Virgin Islands is an United States Territory and all the citizens are also United States citizens, they cannot vote in Presidential elections. Also there is no voting representative in the U.S. Congress to represent the Territory. Cisterns: We mostly collect our water in cisterns for home use. Some housing located in the town areas are serviced by WAPA who provides desalinated water from their distribution plant. This is usually rationed during times of drought. If you run out of water, you will have to call a water truck to deliver water to your home. This can cost from $190 to $365 dependent upon how much water you order. All homes using cisterns must also have a pump to pump the water into the house. Learning how to prime a pump is something that may come in handy. Virgin Islands Humanities Council Publications Program Based on the belief that an understanding of human history, thought and culture begins with a knowledge of one’s own history and culture, the Virgin Islands Humanities Council has established a publications program that makes available source materials central to an understanding of Virgin Islands history and cultural heritage. Volumes published to date chronicle the history and cultural evolution of the islands, formerly known as the Danish West Indies. Beginning with a transcription of eyewitness accounts of the encounter of the Island Carib inhabitants of St Croix with the Colombian fleet in 1493, many of the publications focus on the Danish colonial period. Translations of historical works and current scholarship aim to broaden understanding of the institution of slavery with an emphasis on the lives and cultural adaptations of the enslaved and freed Africans.

The sad results of the encounter of the Spanish with the indiginous population of the Caribbean Islands is presented objectively and the few accounts of the Tiano Peoples' own words are effectively used to hint at who these early victims of European expansion really were. The use of modern photos and historic illustrations opens up the real lost world where these events unfolded and every illustration adds to and interacts with the text. The result is both a good read and a rigerous scholarly introduction to the foundations of the American experiance. Medical and Behavioral Health Services for the U.S. Virgin Islands Government A Subsidiary of Alternative Behavioral Services, Virgin Islands Behavioral Services (VIBS) in conjunction with the U.S. Virgin Islands Department of Human Services provides on-island services on St. Croix, St. John's and St. Thomas. The programs are designed to improve the effectiveness of treatment by maintaining youth in their culture and in proximity to their community and families, provide early intervention, decrease the number of admissions to inpatient facilities, and develop a pool of trained and experienced mental health professionals in the Virgin Islands. Virgin Islands Behavioral Services (VIBS), in conjunction with the U.S. Virgin Islands Department of Human Services, provides a variety of services to adolescent youth with serious behavior problems. These programs focus on improving the effectiveness of treatment by maintaining youth in their culture and in proximity to their community and families, improving cost effectiveness, providing early intervention, decreasing the number of admissions to inpatient facilities, and developing a pool of trained and experienced mental health professionals in the Virgin Islands. Educational programs are also available on-site. Believing that continuity of care is one of the critical variables ensuring success, VIBS is staffed by cohesive multidisciplinary teams as an integral part to the resident's course of treatment from the time of referral through the aftercare phase. Each resident follows an Individualized Service Plan that includes individual, group, and family therapy, as well as other behavioral interventions.

At the end of October 2002, my friend Carson and I took a last minute trip to the U.S. Virgin Islands. It was beyond beautiful. Point a camera in any direction anywhere for a picture perfect postcard. We stayed at the very pleasant Secret Harbour Resort on St. Thomas.
The island culture is an interesting mix of contradictions and hypocrisy, proud heritage with corrupt politics, religious piety yet libidinious partying and drinking, booming business but rampant poverty.
All in all, a fabulous holiday. Thanks to all the locals who made us feel so welcome. The view from Secret Harbour Resort Ahhhh ... to be a kid again. That was me, once upon a time, building countless sand castles complete with irrigation systems to bring in sea water for the moats. Introduction The U.S. Virgin Islands ( USVI) is an American anomaly: one of those odd little places that seems at once familiar and foreignespecially to Americans. As such, travelers have the best of both worlds: the ease and convenience found in the continental U.S. and the distinctly foreign feel of a Caribbean paradise spiced with West Indian cultural flair. There are three main islands that make up the USVI: St. Thomas, St. John, and St. Croix. Each is no more than 20 minutes from each other by interisland ferries. Along with about 50 islets, they form the easternmost outpost of the United States, just east of Puerto Rico and between the Caribbean Sea and the Atlantic Ocean. Only five are populated-St. John, St. Thomas, St. Croix, Water Island, and Hassle Island. The capital is Charlotte Amalie, located on St. Thomas. The islands are part of a group of islands called the Lesser Antilles. St. Croix is the largest island with 80 square miles (207 sq km) and is home to two historic cities: Christiansted and Frederiksted. It features rolling hills, restored sugar mills, and old plantation homes. The least-inhabited island is St. John, which has 20 square miles (52 sq km) of wooded mountains and reef-protected beaches. St. Thomas, the number one cruise port in the Caribbean, is 36 square miles (58 sq km) and is a bustling port town. The USVI capital, Charlotte Amalie, is located on St. Thomas and is a popular stop for the many cruise ships that frequent the Caribbean.
