GENERAL INTRODUCTION
Vietnamese is spoken mainly along the coastal plains, river deltas, and adjacent highlands of the eastern portion of the Indo-Chinese Peninsula. The 59 million people who speak Vietnamese (Grimes 1992) live mainly in Vietnam and the adjacent countries of Southeast Asia. Vietnamese is the official language of Vietnam. As a result of economic and cultural development, particularly in the north, Vietnamese is also widely used as a second language by many of the mountain-dwelling ethnic minorities and in neighboring countries like Laos, Cambodia, and Thailand where a significant Vietnamese population exists.
A significant number of Vietnamese speakers lives overseas, notably in the United States (600,000) France (10,000), and to a lesser extent in Canada, Australia, Senegal, and Cote d'Ivoire (Grimes 1992).
LINGUISTIC AFFILIATION
Vietnamese is one of approximately 150 languages belonging to the Austro Asiatic family of languages. The question of the classification of Vietnamese is still being debated (Earle 1975). The Austro-Asiatic family itself is a sub-group of the contested Austric phylum (Ruhlen 1991).

    Introduction
    The Vietnamese language is a hybrid of Mon-Khmer, Thai and Chinese elements with many of its basic words derived from the monotonic Mon-Khmer languages. Throughout Vietnamese history and up to the present, the Vietnamese grew up speaking the dialect of the region in which they were born. There are three main dialects northern, central and southern, which correspond to three main regions of Vietnam. They differ mainly in pronunciation and in the use of some specific phrases.  The Northern and Southern pronunciation are considered as official pronunciation of the Vietnamese language.

I have attempted to compile here some of my notes written as I struggle to learn Vietnamese. They are only a PHONETIC representation of what the phrase or word sounds like TO ME and I cannot guarantee that it sounds the same to everyone. The actual written Vietnamese word, with the special characters, is way beyond me at this point. Even at that, what I write here might be pronounced differently by different readers. So beware. WARNING: Vietnamese is a highly tonal, inflected language. With just the right (or wrong) rising or lowering of the vocal tone and emphasis, a word can drastically alter it's meaning. And with such an alteration, the entire context of a statement can shift from a polite greeting to a crude statement about someone's genitals! This is not an exaggeration. Therefore, be forewarned that things are not always as easy as they appear. And, don't forget - I DO NOT know how to speak Vietnamese.... Otherwise I wouldn't have needed to write these notes for myself. I present them here only as some sort of quick reference aid for the totally lost traveler who find themselves in need of such, as I often do. So far, my western-devil tongue has been forgiven for most of its transgressions as I use this phonetic approach to blundering through a new language. Also, I apologize for any embarrassment or insult I might cause to those who "really know" the language. Like I say, this is just the way

    Abstract
    This document provides information to the Internet community on the currently used conventions for encoding Vietnamese characters into 7-bit US ASCII and in an 8-bit form. These conventions are widely used by the overseas Vietnamese who are on the Internet and are active in USENET. This document only provides information and specifies no level of standard.
    Introduction
    In this paper we describe two conventions for representing Vietnamese characters. VISCII (pronounced "visky") is an 8-bit character encoding that is similar to that used with ISO-8859. VIQR (pronounced "vicker") is a mnemonic encoding of Vietnamese characters into US ASCII for use on 7-bit systems. There is substantial existing online freely distributable software that implements these conventions for UNIX and personal computers. These encodings enable Vietnamese-language users to take full advantage of powerful tools already developed for the English-speaking world, eliminating unnecessary reinvention. This paper describes these conventions in part so that MIME-compliant software might also support the Vietnamese language.
