The National Assembly
Despite its many formal duties, the National Assembly exists mainly as a legislative arm of the VCP's Political Bureau. It converts Political Bureau resolutions into laws and decrees and mobilizes popular support for them. In this role, the National Assembly is led by the Council of Ministers acting through the Council of State and a variable number of special-purpose committees. Actual debate on legislation does not occur. Instead, a bill originates in the Council of Ministers, which registers the bill and assigns a key party member to present it on the floor. Before presentation, the member will have received detailed instructions from the party caucus in the assembly, which has held study sessions regarding the proposed legislation. Once the legislation is presented, members vote according to party guidelines. A general national election to choose National Assembly delegates is held every five years. The first election following the reunification of the North and South was held in April 1976 and the voters selected 492 members, of which 243 represented the South and 249 the North. In 1987 the Eighth National Assembly numbered 496 members. Because successful candidates were chosen in advance, the electoral process was not genuine. No one could run for office unless approved by the party, and in many cases the local body of the party simply appointed the candidates. Nevertheless, every citizen had a duty to vote, and, although the balloting was secret, the electorate, through electoral study sessions, received directives from the party concerning who should be elected. The elections in 1987, however, were comparatively open by Vietnamese standards. It was evident that the party was tolerating a wider choice in candidates and more debate.

January 13, 2004 COUNTRY DESCRIPTION: Vietnam is a poor but developing agrarian country controlled by a Communist government. Tourist facilities are not well established, but are improving in certain areas, especially in Hanoi and Ho Chi Minh City and several beach and mountain resorts. ENTRY/EXIT REQUIREMENTS: U.S. passports are valid for travel in Vietnam. Visas are required and should be obtained from a Vietnamese Embassy or Consulate before traveling to Vietnam. Visas may be issued for multiple entries, but are usually valid for only one entry. If you plan to travel in Asia and return to Vietnam, a multiple entry visa is required. Visas are generally valid for one month, but increasing numbers of travelers have been successful, after their arrival in Vietnam, in having their visas renewed for up to three months. Entry into and exit from Vietnam is sometimes restricted to a specific port of entry. In cases of lost/stolen passports, travelers must obtain both a replacement passport and a replacement visa. Normal procedures require two (2) weeks for a replacement passport and an additional three (3) working days for a replacement visa. In life and death situations, emergency passports (of limited validity) can be issued same-day; however, the U.S. Embassy cannot expedite replacement Vietnamese visas.

History: For many years, Vietnam formed part of the French colony of Indochina, along with Cambodia and Laos. With Vichy French agreement, in 1941, the Japanese occupied Vietnam during their World War II sweep through South East Asia. The resistance to the Japanese was led by the Indochinese Communist Party, formed by Ho Chi Minh in 1930, and its armed wing, the Viet Minh. Following the Japanese defeat in 1945, the Communists proclaimed the Democratic Republic of Vietnam. In 1946, France sent a large expeditionary force to re-establish their control. After 8 years of fierce fighting, the struggle ended in the defeat of the French garrison at Dien Bien Phu (1954). Vietnamese troops finally withdrew from Cambodia in September 1989. Freed of this burden, Vietnam was able to concentrate on rebuilding its own economy, having introduced a home-grown version of perestroika , known as doi moi . Nonetheless, the Vietnamese economy suffered from the withdrawal of aid and subsidised goods from the former USSR and from Eastern Europe, as well as the continuing US-organised trade boycott instituted after the US withdrawal. In 1991, changes among the Communist Party top leadership indicated that the party was determined to pursue a reformist economic programme while keeping many senior military men in key positions.

1. Introduction
Outsider view The legal infrastructure of Vietnam is involved in a process of modernising and adapting to the environment of a market oriented economy. The reform of the system of public administration is part of this process. The aspect which adds to the Vietnamese situation its special character is the fact that this modernisation and adaptation of the public administration to a market oriented economy is taking place under the po0liticval and organisational principle of democratic centralism. This fact adds very interesting aspects to the development process to a modern level of democratisation and good governance.
Very often a straightforward comparison is made between the structure of democracy and good governance in western countries and the actual circumstances in developing countries. In case of a country with a different political (and perhaps more important even: a different historical) background another yardstick should be used. This article offers in introduction to the present situation of regional and local government in Vietnam. This introduction is limited to the structure as it emerges from the legislation. As a foreigner who is not living in Vietnam I must limit myself to the description and interpretation of what can be found in today's legislation.

Vietnamese people are smaller, on average, than other East Asians The Vietnamese Government has launched a new initiative to make its population taller.
The $40m programme, which is designed to promote better nutrition and healthy living, will be introduced to schools across the country. "We are still much shorter than other Asian countries like China and especially Japan," said Dung Nghiep Chi, the man behind the scheme. "We are now working on a programme of nutrition and physical exercise, to boost the height and weight of young Vietnamese people," he told the BBC's World Today programme. I want to be 10cm taller. Independence was declared after World War II, but the French continued to rule until 1954 when they were defeated by Communist forces under Ho Chi MINH, who took control of the North. US economic and military aid to South Vietnam grew through the 1960s in an attempt to bolster the government, but US armed forces were withdrawn following a cease-fire agreement in 1973. Two years later, North Vietnamese forces overran the South. Economic reconstruction of the reunited country has proven difficult as aging Communist Party leaders have only grudgingly initiated reforms necessary for a free market.
