Deputy Prime Minister Nguyen Tan Dung told Vietnam's parliament Tuesday that such weaknesses have allowed opposition forces to revive what he called their hostile activities. Vietnam has placed most of the blame on last month's protests on foreign forces. Thousands of ethnic minority Christian Montagnards protested during the Christian holiday of Easter. Human rights groups say the protesters were demanding religious and land rights. But the groups say Vietnamese authorities violently cracked down on the protests, and charge that at least eight people were killed and dozens arrested. Vietnam has said only two people were killed in the protests. Vietnam tightened security in the Central Highlands region after forces crushed an uprising by Montagnard villagers several years ago.
