Vietnam: Government Weakness Partly to Blame for Protests Vietnam says government weaknesses and shortcomings are partly to blame for last month's massive protests in the country's Central Highlands. Deputy Prime Minister Nguyen Tan Dung told Vietnam's parliament Tuesday that such weaknesses have allowed opposition forces to revive what he called their hostile activities. Vietnam has placed most of the blame on last month's protests on foreign forces. Thousands of ethnic minority Christian Montagnards protested during the Christian holiday of Easter. Human rights groups say the protesters were demanding religious and land rights. But the groups say Vietnamese authorities violently cracked down on the protests, and charge that at least eight people were killed and dozens arrested. Vietnam has said only two people were killed in the protests. Vietnam tightened security in the Central Highlands region after forces crushed an uprising by Montagnard villagers several years ago. Last year, the Associated Press reports exposed that U.S soldiers massacred Korean civilians during the Korean War and the most documented of these killing happen in Nogunri. It is well known that Korean soldiers participated in Vietnam war from 1963 to 1973. Recently, a Korean newspaper exposed that Korean soldiers had massacred innocent vietnamese civilians. The Asian Human Rights Commission supports the initiative of the Peace Committee of Korean House for International Solidarity (KHIS] in this appeal to seek justice for victims of war crimes.

Protests the Violation of Press Freedom in Vietnam
In early July 1999, the retired general-turned-dissident Tran Do officially applied for the permit to start the first independent newspaper in the Socialist Republic of Vietnam. His application was promptly rejected by the communist government, who controls all publishing facilities and all forms of public information distribution in Vietnam. Various international organizations have voiced their strong protests to Hanoi's decision, based on the numerous international covenants on human and civil rights the government of Vietnam has signed. However, the Ministry of Culture and Information of Vietnam Government refused to let the public see General Do's newspaper. This refusal constitutes a violation of the right to press freedom, as guaranteed by the United Nations International Covenant on Civil and Political Rights which Vietnam had ratified.

This database has been established to assist researchers interested in investigating the U.S. Government documents pertaining to U.S. military personnel listed as unaccounted for as of December 1991. The title of this collection is "Correlated and Uncorrelated Information Relating to Missing Americans in Southeast Asia." The documents are declassified by the Defense POW/Missing Personnel Office ( DPMO ) and released to the Federal Research Division, Library of Congress, for public access. Researchers using this database can identify documents of interest by using search terms such as last names, country names, service branches, keywords, and statements such as "downed over Laos." Once identified, copies of desired documents may be obtained in three ways:  1. Researchers wishing to use this microfilm collection may come to the Library of Congress Microform and Machine Readables Collection Reading Room, located in the Thomas Jefferson Building, First Floor, Room LJ-139B.
