The Committee to Protect Journalists (CPJ) is deeply concerned about a recent government decree instructing police to confiscate and destroy publications that do not have official approval.
An announcement of the decree, signed by the Vice Minister of Culture and Information Nguyen Khac Hai, appeared in newspapers in Vietnam on January 8, according to CPJ sources. The new decree establishes formal nationwide regulations tightening restrictions over prohibited publications, including those that express dissenting political viewpoints.
According to The Associated Press, a government official named several publications that were targeted for confiscation, including the memoirs of Lt. Gen. Tran Do, Vietnam's most famous dissident, Tran Do's three-part memoirs include his thoughts on the future of the country, as well as an analysis of the 9th Party Congress, held in April 2001. Police confiscated 15 photocopies of Part 3 from Tran Do last June. Part 2 was published overseas last year and has been widely distributed on the black market in Vietnam.

Hanoi Uprising June 1908 "Abortive" uprising led to French execution of thirteen rebels and hundreds of arrests.

HANOI, Aug 28 (AFP) - A Vietnamese government delegation will travel to the United States next week for a study tour on HIV prevention among drug addicts, the US embassy said Thursday. The 12-strong delegation, which will be led by Deputy Health Minister Pham Manh Hung, also includes top officials from the public security, justice and labour ministries. The group will review public health policies and HIV prevention and treatment activities for drug users during their September 3-14 visit, which is being sponsored by the US Centers for Disease Control and Prevention (CDC). The delegates will visit New York City and Atlanta, where the CDC is headquartered, the embassy said in a statement. The United Nations, Western governments and international aid organizations are trying to persuade Vietnam to abandon its "social evils" approach to intravenous drug users. "Social evils" is the term used by the government to describe a wide group of illegal activities including those of drug addicts and prostitutes, a hardline stance blamed for hindering efforts to contain the spread of HIV/AIDS in the Southeast Asian nation. Many international health experts, however, believe the real number of HIV carriers could be as high as 300,000.

Vietnam Government Delegation to Head to US for HIV/Drugs Study Tour Agence France Presse (08.28.03) - Friday, August 29, 2003 A Vietnamese government delegation will travel to the United States Sept. 3-14 to study HIV prevention among drug addicts, according to the US embassy. The 12-person delegation will be led by Deputy Health Minister Pham Manh Hung and includes officials from the public security, justice and labor ministries. CDC is sponsoring the trip, which will take delegates to New York City and Atlanta, where CDC is headquartered. The UN, Western governments and aid organizations are trying to persuade Vietnam to abandon its "social evils" approach to intravenous drug users. Vietnam takes a hardline stance against "social evils" such as drug abuse and prostitution, a position that hinders its efforts to contain the spread of HIV/AIDS. Between 70,000 and 300,000 Vietnamese have HIV. Rather than send narcotics abusers to detention or detoxification camps, experts champion harm- reduction policies involving information campaigns and needle exchanges, an approach the government has begun tentatively to explore.

Vietnam Government In 1975, communist government of the North Vietnam took over the political power from the South Vietnamese government and established the Socialist Republic of Vietnam. Ho Chi Minh ranked the chairman of the Vietnamese Communist Party and at the same time, the President of the socialist state. Nowadays, most of rulers in the government are still the high-ranking officials from the party members and from the military who have been in their position for decades without young repository for the future political career. The government ruled by the gerontocracy is then worth observing for the prospective political situation within the country. Regarding to the foreign relations, after its self-restraint policy with non-communist countries in Europe, and especially the former enemy like the United States, was attenuated, Vietnam conducted diplomatic rehabilitations with other non-communist countries worldwide. In November 1995, the US President Bill Clinton confirmed the normalized US-Vietnamese relations by inaugurating the US embassy in Vietnam. The same year, Vietnam became a member of Association of Southeast Asian Nations (ASEAN) after being boycotted from adhesion.

Click here to buy this medal/ribbon Description: A Gold color medal, 1 3/8 inches in width, consisting of a wreath superimposed by two crossed scimitars saltirewise and a Maltese cross. In the center of the Maltese cross a disc with an outline of the country of Vietnam between two palm sprigs joined at the bottom and a scroll overall inscribed "QUOC-GIA LAO-TUONG" (Reward of the State). Ribbon: The ribbon is 1 3/8 inches wide and consists of the following stripes: 3/8 inch Old Glory Red 67156; center 5/8 inch Golden Yellow 67104 with 16 strands of Old Glory Red; and 3/8 inch Old Glory Red. Criteria: a. U.S. Military units were individually cited for award of the Republic of Vietnam (RVN) Gallantry Cross; however, the Vietnamese Government issued the award to all units subordinate to Military Assistance Command (MACV) during the period 8 February 1962 and 28 March 1973 and to U.S. Army Vietnam and its subordinate units for the period 20 July 1965 to 28 March 1973. This permits all personnel who served in Vietnam to wear the RVN Gallantry Cross unit citation.

      Swelling disposable incomes, a discernible shift in taste and a company shake-up has left Vietnam's leading wine producer licking its lips in anticipation of an expected sales boom. Since it first began specializing in making wine in 1993, the Hanoi-based Thang Long Co has seen its profits rise from around US$200,000 to a respectable US$1.3 million last year from revenue of US$4.25 million. Ngan Pham-bang, the company's general director, expects profit margins to rise exponentially after its equitization or semi-privatization which began in 2000 but was only completed mid-way through last year.

Nguyen Sinh Cung is born in Central Vietnam. This son of a teacher and medicine man would grow up to be the leader of the revolt against the French. He took up the name Ho Chi Minh (translated roughly "Bringer of Light") and became a legend among his people as a leader and fighter. The French Government sets up leadership with Vietnamese representatives under their control. This puppet government will change hands many times over the next decades. After traveling in Europe and Asia for decades and becoming influenced by the Communist doctrine of Marx and Lenin, Ho Chi Minh returns to Vietnam to form the Vietminh, or Vietnam Independance League (later to become the Viet Cong, V.C., or "The Cong" as they were known to American soldiers). Ho is held in reverence by his followers who called him simply "Uncle Ho". War begins between French forces and Vietminh. Januaruy 14, Ho Chi Minh declares that the area under his leadership, the Democratic Republic of Vietnam, is the only legal government. His government, now seen as "North Vietnam," is recognized by the Soviet Union and China. The United States and Britain continue to recognize the puppet government in "South Vietnam." The lines for international involvement in the conflicts of Vietnam are drawn. On June 26, President Harry Truman grants $15 million in military aid to the French.
