    BASIC INFO. GEOGRAPHY GOVERNMENT ... VIETNAM In Vietnam, governmental policy is largely the prerogative of the communist leadership, with policy being set by the Politburo and its five-man Standing Board, which oversees day-to-day policy implementation. The most important political institution in Vietnam is the Vietnamese Communist Party (formerly the Vietnam Worker's Party) headed by Secretary General Le Kha Phieu. The large and unwieldy Party Congress, which gathers every five years, last met in 1996. The Central Committee membership, which is elected from this group, represents less than 10% of the national congress and usually meets twice a year. The Party's popular support appears to be diminishing throughout Vietnam as the rate of new membership has decreased since the 1980s.     Vietnamese authorities have ruled that all government desktop computers must run open source operating systems by 2005. According to a report in siliconvalley.com , officials said the move is being carried out in an attempt to curb the rampant levels of software piracy in the country. By "trying step by step to eliminate Microsoft'', said an official quoted in the report, the government hopes to popularise open-source alternatives and so reduce the average citizen's demand for illegal copies of commercial software. Vietnam needs to reduce the levels of software piracy to meet requirements of a free trade deal signed two years ago with the US and to join the World Trade Organization by 2005. As part of the move to popularise software such as the Linux operating system and open-source office applications, all PCs made and sold in Vietnam will come with such software already installed. Schools will also be equipped with PCs running open source operating systems and applications, said the report.

Confucianism was the state ideology, and the emperor ruled with the assistance of mandarins—scholars trained in Confucian principles. That system was essentially discarded during the period of French colonial rule, although the Vietnamese emperor was still permitted a figurehead authority from his imperial palace in Hue. After the division of the country in 1954, the North established a Soviet-style Communist regime, while the government in the South created a parliamentary system patterned after those in the West. Neither became a practicing democracy. The Communist system of the North was extended to the entire country after reunification in 1976. Modern Vietnam has a unitary system of government with a strong central government, and exclusive power resides with the Vietnamese Communist Party, the sole legal party in the state.

Many of the new requirements - which went into effect in March and were publicized this week by Vietnamese media - involve Internet cafes where many Vietnamese access the Web. Personal identification information must now be presented before logging on and will be stored for 30 days on computer servers, and all Internet activity will be tracked, according to the An Ninh The Gioi (World's Security) newspaper, the mouthpiece of the Ministry of Public Security. "IDs or passports are now required at Internet cafes just like at boarding gates for flights," Nguyen Minh Vinh, a police officer who helped write the new policy, was quoted Wednesday by the paper as saying. Decision No. 71 also requires Internet cafe owners to document the time each user spends online and to update software to keep users from bypassing firewalls, the paper said. Those who fail to comply could be fined up to 50 million dong (US$3,200) or face prosecution, according to the Official Gazette where the decision was first published. The decision also prohibits using the Internet to disseminate "state secrets" and calls for measures to be taken to stop acts that "infringe upon national security or social order and safety," according to the Gazette.

It is supported by (and is a part of) the Vietnamese Fatherland Front.
