Vermont Governor Considers Rejecting Federal Funds
As requirements for the federal education law start to kick in, Vermont governor Howard Dean is asking whether the cost of compliance is greater than the $53.7 million in federal money affected by the No Child Left Behind Act that the state receives. That includes about $21.4 million in Title I funds. If it is, Vermont may be better off rejecting the money and retaining its own assessment procedures, Dean told Education World. Included: A description of why Dean proposes turning down certain federal aid. Saying that the cost of retooling state education assessments to meet federal education requirements could exceed the state's federal education allocation and expressing concern about stipulations in the federal law, Vermont governor Howard Dean is considering rejecting federal aid rather than complying with the requirements. Vermont currently receives about $53.7 million in federal aid including $21.4 million in Title I money plus other federal grants and assistance that will be affected by the No Child Left Behind Act.

  • The Vermont School-to-Work Initiative (STW) was developed from the beginning as a system for ALL students. All planning documents and funding templates for the initiative are developed to be inclusive of ALL students. Disability representation, preferably by a person with a disability, is required in partnerships. All professional development activities sponsored with STW money have to relate the primary topic to the inclusion of ALL students, including students with disabilities. Annual plan development and progress review have to address the inclusion of students with disabilities. For example, one indicator requires that all transition plans for students with disabilities include appropriate STW opportunities. STW has been aligned with the revised School Quality Standards and the Vermont Framework of Standards and Learning Opportunities.

SCHOOLS
St. Johnsbury Academy, a private school founded by the Fairbanks family in 1842, serves as the high school for the Town. The school provides college preparation and vocational training to local students, as well as a large number of boarding students from around the world. For the first thirty years the Fairbanks family met all expenses incurred for real estate, buildings, equipment, and annual arrears. In 1872, Thaddeus Fairbanks erected new and commodious brick buildings with new furnishings and equipment. He was also instrumental in securing from the Fairbanks Company an endowment of $100,000 for the institution. The Academy's quasi-public nature is sometimes a troublesome issue. In 1994, a federal judge ruled that the school had to open its doors to a sixteen year old boy with severe cerebral palsy even though the administrators claimed they operate a private school not covered by state and federal laws protecting the rights of students with disabilities. (Burlington Free Press, 8/27/94, B1) St. Johnsbury has several public elementary schools, pre-school through fifth grade, as well as a middle school for grades six through eight.
