NO. 125. AN ACT RELATING TO TOXIC MATERIALS AND INDOOR AIR QUALITY IN VERMONT PUBLIC SCHOOLS. (H.192) It is hereby enacted by the General Assembly of the State of Vermont: Sec. 1. LEGISLATIVE FINDINGS, PURPOSE AND GOALS (a) The General Assembly finds that: (1) There is significant evidence that hazardous chemical exposure and poor indoor air quality can negatively affect human health and productivity. (2) Problems related to hazardous chemical exposure ranging from complaints of minor illness to death are documented in medical, institutional and governmental studies. (3) Children are particularly susceptible to adverse health effects from hazardous chemical exposure and poor indoor air quality, as their bodies are undergoing rapid growth and development, their immune systems are not fully functional and they are likely to be in contact with materials not encountered by adults. (4) A school environment, in which hazardous exposures are reduced and an adequate supply of fresh or filtered air is provided reduces viruses and allergens, increases the likelihood that school students and staff will be more alert and productive and may reduce risk of litigation. (5) Problems involving potentially hazardous chemical exposure and poor indoor air quality are associated with increased use of manufactured construction materials, energy conservation measures which have sealed school buildings more tightly, inadequate air exchange which fails to eliminate pollutants from inside school buildings, and moisture problems that cause biological growth inside school buildings.

Who is Dictating Vermont's School Choice Policy?

School choice will be an important issue next spring when the House Education Committee considers S.203, the bill passed by the Senate last April that offers almost no school choice and threatens to further limit choice in tuitioning towns. We should all pay attention to this, and be aware of the role played by the Vermont NEA. (12/99) The Act 60 "technical corrections" bill passed on March 2nd, 1998 included language that resolutely lauded the benefits of school choice. The relevant section of Act 71 ( Sec. 121 ) noted that:
    "Approximately one-third of the school districts in Vermont, because they do not maintain a school at either the elementary or secondary level, or both, offer parents the ability to choose the school their children will attend at public expense…" "Despite relatively low use of choice in most districts with interdistrict choice programs, the benefits extend well beyond those students who select schools in other districts. The fact that students and their parents were offered the choice of schools and selected the school in their district of residence is an important statement of support for the schools selected and invests parents in the schools their children attend."
This bill went on to direct the general assembly to establish a system of statewide public school choice for Vermont children in grades 9 through 12 beginning in school year 2001-2002. The State Board of Education was directed to come up with a school choice plan and a timetable by January 15, 1999.

Quietly tucked away in the Vermont hills, the only private military college in the country has been educating and training current and future members of the Indonesian army. During homecoming week at Norwich University, parents strolled the bucolic campus, crimson leaves glistening in the bright fall sunshine. A world away, that same hue ran in the streets of East Timor.
The Norwich program, which includes both undergraduate and graduate military training, was arranged in 1997 by high-ranking Indonesian military officers suspected of committing crimes against humanity in East Timor. One general was head of Indonesia's repressive intelligence apparatus; the other gave the shoot-to-kill order in a 1989 massacre and has publicly supported the creation of civilian militias in Indonesia.
In 1997, 12 Indonesian undergraduates and 10 graduate students entered Norwich. They were selected "by the Indonesian Embassy in Washington" and paid for "with funds wired by order of the military attaché," says Thomas Greene, director of public relations at Norwich. The Indonesians presented a list of students; Norwich accepted all of them. At least 11 of them listed the same billing address: the headquarters of Kopassus, Indonesia's notorious special forces.
Ostensibly civilians, the undergrads who enrolled in the 4-year, ROTC-linked "corps of cadets" program are obligated to serve six years in the Indonesian military after graduation. Most of the Indonesian graduate students-active-duty officers in the Indonesian army, with ranks from first lieutenant to major-graduated last spring with master's degrees in military science and diplomacy and returned home. At least four went to East Timor.

Summary of Section V Between FY98 and FY01, education pending by state and local governments in Vermont rose by 17.3 percent and now stands at $845 million. Spending rose despite a decline of almost 2 percent in the number of students in the state. As a result, per student spending rose by 19.7%. These large increases in spending on both a total and per student basis, were the result of three factors. First, Act 60 lowered education property tax rates in many Vermont towns in its first year or two. The lower property tax price of education made spending on schools cheaper for taxpayers. As a result, voters could more easily vote higher school budgets. Second, Act 60’s complexity made it difficult for people to understand how their school spending decisions would translate into their individual tax bills, especially due to the income sensitivity provisions of the Act. Publicity and assurance from the Act’s promoters that higher school spending would not translate into higher tax bills for a majority of voters made it easier for voters to approve higher school budgets. Third, since Act 60 was passed, Vermont has enjoyed an unprecedented period of economic growth which has translated into significant and sustained income gains for voters and record levels in consumer confidence. This also made it easier for voters to approve higher spending levels for schools.
