Health Education
Education Statute Title 16, Part 2, Chapter 23, Subchapter 1, Section 906 requires "Physical education and comprehensive health education including the effects of tobacco, alcoholic drinks, and drugs on the human system and on society;" however grades, levels, or amount of instruction time are not specified. Education Statute Title 16, Part 1, Chapter 1, Subchapter 7, Section 131 (1987) defines a comprehensive health education program as "a systematic and extensive elementary and secondary educational program designed to provide a variety of learning experiences based upon knowledge of the human organism as it functions within its environment;" but again this statute does not specify grades, levels, or amounts of instruction. Health education is not a coursework requirement for high school graduation.
Vermont's Frameworks for Standards and Learning Opportunities
(2000), which includes healthy choices, were approved by the State Board of Education. The state does not require schools to follow a specific curriculum.

I am Angelo Dorta, an elementary classroom teacher for 22 years and the full-time President of Vermont-NEA for the past 3 1/2 years. For the record, Vermont-NEA is both a labor and professional association which represents over 9,000 public school teachers and support staff. We are a state affiliate of the 2.3 million-member National Education Association.
I am here today on behalf of our general membership, executive officers, and Board of Directors to accept the report of the Vermont Advisory Committee to the United States Commission on Civil Rights with both sadness and commitment: sadness that the report presents evidence of the existence of racial harassment in Vermont schools and what the Committee report terms "a culture of insensitivity" to racial injustice in our communities and schools; and also renewed personal and organizational commitment to help provide leadership in the crucial struggle to eliminate all forms of bias, intolerance, and discrimination from our Vermont towns and schools. None of us must rest until the poison of racism is drained from our public schools and communities.

Key #1 Raise the professional qualifications required to obtain a teaching license Discussion One important way to assure teacher competence is to establish clear and substantial entry level professional qualifications. To enter the teaching profession, whether directly from college or from another profession, individuals logically should be expected to possess sufficiently high levels of expertise in their content area as well as in the areas of pedagogy and child development and psychology. While teachers themselves typically bear the brunt of criticism for "bad apples" in the classrooms, they often are not given a role either in determining how teachers are prepared for the content and pedagogical demands of their profession or in teacher hiring and evaluation. We sometimes confront an attitude that "anyone can teach." We do not believe just anyone can teach. Most would scoff at an experienced paralegal who presumes competence to manage litigation. So, too, with the seasoned EMT who suggests filling in for a physician for a year or two. Yet, we regularly listen straight-faced to suggestions that those skilled in "the private sector" ought to be afforded an easy transition from the board room to the classroom. The quality of instruction we seek cannot be attained by lowering licensing requirements. Recommendations a.     [April 16, 2004] Vermont Schools, Libraries, Nonprofits Reap Harvest of Books From the Verizon Season's Readings Program SOUTH BURLINGTON, Vt., April 16 /PRNewswire/ Schools, libraries and nonprofit organizations in Vermont are reaping the results of a month-long drive by Verizon employees who collected 489 new and gently used books. The harvest of books is the result of Season's Readings, Verizon's third annual national book drive and reading campaign conducted at company sites in December.

    Employees donated 192 books to H.O. Wheeler School in the Old North End of Burlington enough so each student received a new book. The remaining books were donated to Burlington's Fletcher Free Library holiday book drive where they were redistributed to local agencies including COTS, King Street Youth Center, Sara Holbrook Center and the VNA Family Room.
    Employees and their families in Vermont also pledged 7,650 minutes (128 hours) to read to their children or others at local literacy centers, libraries, schools and other organizations throughout the coming year. Since the program began, the company's employees nationwide have collected and donated about 767,000 books and pledged more than 110,000 hours of reading time, including more than 578,000 books and about 43,000 hours during the recent campaign.
    "Year after year, our employee participation in Season's Readings continues to be outstanding," said Pamela Porell, vice president for Verizon Vermont. "Their efforts reflect our commitment to be this country's literacy champion. The books our employees have collected and their pledges to read to children will make a real and lasting impact."

    Jeffrey Lee Amestoy of Waterbury, Washington County, was born in Rutland, Vermont on July 24, 1946. He was educated in elementary schools in Rutland Vermont; Staples High School, Westport, Connecticut; Hobart College, Geneva, New York (B.A., 1968); Hastings Law School, University of California, San Francisco (J.D., 1972); John F. Kennedy School of Government, Harvard University, Cambridge, Massachusetts (M.P.A., 1982). He has served the State of Vermont as Counsel to the Governor's Commission on the Administration of Justice, 1974-76; Assistant Attorney General, 1977-78; chief prosecutor, Attorney General's Medicaid Fraud Division, 1978-81; Commissioner of Labor and Industry, 1982-84, and has served as Attorney General for the State of Vermont from 1985-1997. He served in the United States Army Reserve, 1968-74. Appointed Chief Justice of the Vermont Supreme Court, January 31, 1997.
