Gay and lesbian students were among those vying for positions in the JAG (Judge Advocate General) Corps, the military's legal team that aggressively prosecutes gays and lesbians in the military, in controversial interviews conducted on the Vermont Law School (VLS) campus this past February. The Association of American Law Schools (AALS), of which Vermont Law School is a member, has a policy prohibiting member schools from hosting recruiters for employers that discriminate. This prohibition would clearly extend to the US military, a known discriminator against gays and lesbians. According to current interpretations of a federal law known as the Solomon Amendment, though, schools that bar access to recruiters for the US military may be denied defense funding, Perkins Loans, and work-study funding. A host of undergraduate and law schools around the country, including law schools in Oregon and Connecticut, have lost their federal funding for non-compliance with the Solomon Amendment. The students of Vermont Law School currently benefit from roughly $400,000 of this federal financial aid each year, and a number of them feel dependent on its continuation. On November 6, 1997 the school's administration convened a public forum, attended by professors and members of the Alliance, a coalition of glbt and supporters in the VLS community, to consider the options available to the school in addressing any potential requests for access by military recruiters. The JAG Corps had not made the trip to South Royalton to conduct interviews at VLS since the AALS policy was enacted in 1990, but the military, with its well-known "don't ask don't tell" policy regarding homosexuality, and the law school, with an anti-discrimination policy in place since 1986, were on a likely collision course.

Quietly tucked away in the Vermont hills, the only private military college in the country has been educating and training current and future members of the Indonesian army. During homecoming week at Norwich University, parents strolled the bucolic campus, crimson leaves glistening in the bright fall sunshine. A world away, that same hue ran in the streets of East Timor.
The Norwich program, which includes both undergraduate and graduate military training, was arranged in 1997 by high-ranking Indonesian military officers suspected of committing crimes against humanity in East Timor. One general was head of Indonesia's repressive intelligence apparatus; the other gave the shoot-to-kill order in a 1989 massacre and has publicly supported the creation of civilian militias in Indonesia.
In 1997, 12 Indonesian undergraduates and 10 graduate students entered Norwich. They were selected "by the Indonesian Embassy in Washington" and paid for "with funds wired by order of the military attaché," says Thomas Greene, director of public relations at Norwich. The Indonesians presented a list of students; Norwich accepted all of them. At least 11 of them listed the same billing address: the headquarters of Kopassus, Indonesia's notorious special forces.
Ostensibly civilians, the undergrads who enrolled in the 4-year, ROTC-linked "corps of cadets" program are obligated to serve six years in the Indonesian military after graduation. Most of the Indonesian graduate students-active-duty officers in the Indonesian army, with ranks from first lieutenant to major-graduated last spring with master's degrees in military science and diplomacy and returned home. At least four went to East Timor.

Sharon Shea-Keneally, principal of Mount Anthony Union High School in Bennington, Vermont, was shocked when she received a letter in May from military recruiters demanding a list of all her students, including names, addresses, and phone numbers. The school invites recruiters to participate in career days and job fairs, but like most school districts, it keeps student information strictly confidential. "We don't give out a list of names of our kids to anybody," says Shea-Keneally, "not to colleges, churches, employers nobody." But when Shea-Keneally insisted on an explanation, she was in for an even bigger surprise: The recruiters cited the No Child Left Behind Act, President Bush's sweeping new education law passed earlier this year. There, buried deep within the law's 670 pages, is a provision requiring public secondary schools to provide military recruiters not only with access to facilities, but also with contact information for every student or face a cutoff of all federal aid.

NO. 118. AN ACT RELATING TO HIGH SCHOOL DIPLOMAS FOR WORLD WAR II VETERANS. (H.708) It is hereby enacted by the General Assembly of the State of Vermont: Sec. 1. FINDINGS The General Assembly finds: This act is intended to honor veterans of World War II who never completed their secondary education. The awarding of high school diplomas to World War II veterans does not diminish, in any manner, the extraordinary sacrifices which the veterans of more recent military conflicts have made on our nation’s behalf. This act can serve as a model for future legislatures to honor the veterans of more recent military conflicts when a suitable span of time has passed between the conflict’s conclusion and the adoption of authorizing legislation. On December 7, 1941, planes of the Japanese Air Force attacked the U.S. Naval Base at Pearl Harbor, Hawaii, marking the first time a foreign military force had attacked American territory since the War of 1812. In response to this attack, the United States declared war against Japan, and, soon thereafter, the Axis Powers. As a result of these declarations of war, the nation’s youth of that era, who have since been lauded as the greatest generation of Americans, was mobilized, and served our country valiantly with pride and distinction.

    Russian School Home
    Recognized as one of the best Russian language programs in the world, the Middlebury College Russian School has been offering language and culture instruction in Russian in an intensive immersion setting for almost 60 years. Each June, highly motivated graduate and undergraduate students arrive at Middlebury from all over North America and abroad to immerse themselves in Russian language and culture. The student body is diverse, coming from small colleges, large universities, and from a wide range of positions in the arts, journalism, government, military, business, and non-profit organizations. The faculty, most of whom are native speakers, are experienced teachers of Russian as a foreign language. They live in the dorms, eat with the students, and are always available. The small classes at the Russian School are challenging and exciting; students apply what they learn. Whether preparing and performing a short skit, engaging in a role play or simulation, making oral presentations or a report on Russian TV news, students use Russian actively in class.
