Vermont Governor Considers Rejecting Federal Funds
As requirements for the federal education law start to kick in, Vermont governor Howard Dean is asking whether the cost of compliance is greater than the $53.7 million in federal money affected by the No Child Left Behind Act that the state receives. That includes about $21.4 million in Title I funds. If it is, Vermont may be better off rejecting the money and retaining its own assessment procedures, Dean told Education World. Included: A description of why Dean proposes turning down certain federal aid. Saying that the cost of retooling state education assessments to meet federal education requirements could exceed the state's federal education allocation and expressing concern about stipulations in the federal law, Vermont governor Howard Dean is considering rejecting federal aid rather than complying with the requirements. Vermont currently receives about $53.7 million in federal aid including $21.4 million in Title I money plus other federal grants and assistance that will be affected by the No Child Left Behind Act.

The Nation’s Oldest Private Military College Founded by Captain Alden Partridge in 1819 as the American Literary, Scientific and Military Academy at Norwich, Vermont, Norwich University was relocated to Northfield, Vermont in 1866. Partridge’s innovative curriculum combined military, practical, scientific and liberal instruction. Guided by his educational principles, Norwich University pioneered in offering civil engineering, physical education and experiential learning and was one of the first institutions to offer instruction in agriculture, modern languages and political-economy. 21) Vermont Developmental Reading (VT-DRA): The Vermont DRA is a standards-based reading assessment administered individually to each second-grade student. Each student reads a short book and retells the story in his or her own words. Using uniform methods and guidelines, teachers score the student's oral reading for accuracy and the retelling for comprehension. Students must show real understanding of the text, not simply pronounce the words. As books become more difficult, visuals such as illustrations and type size vary along with vocabulary and text complexity The Vermont DRA was adapted from the original Developmental Reading Assessment published by Celebration Press. Extensive modification of the assessment, for statewide assessment purposes, was undertaken by the Vermont Department of Education, the University of Vermont and the Northeast and Islands Regional Lab at Brown University. The School Report shows the number of students with valid assessments and the percent of students scoring in the highest two performance levels - achieved the standard and achieved the standard with honors.

AmeriCorps Programs In the News... AmeriCorps Helps Vermont Veterans
Vermont Governor Jim Douglas with the AmeriCorps members at the Office of Veterans Affairs Montpelier, Vt.Forty-thousand Vermont veterans have been quietly helped over the last month by a group of young adults from across the nation. These veterans have had the information found on their military discharge recorded into a database at the Vermont Office of Veterans Affairs by a ten member AmeriCorps team. This will ensure these veterans can verify their military service and apply for the benefits they earned. The office maintains paper copies of discharge records. Knowing that these records are vulnerable to catastrophic damage, such as fire or flood, as well as the ravages of time, the staff has been working over the past four years to enter the information on these discharges into a computer database. It's been a slow process, and with the help of a volunteer they've recorded just under 15,000 records in that time. "AmeriCorps has done something we could never do on our own," said Clayton Clark, Veteran Services Coordinator at the office. "The team spent 2,000 work hours on this project in four weeks. With our other responsibilities and small staff, it would take more than 10 years to do this work."

The Senior Military Colleges of America International Student Enrollment Program National Defense Authorization Act of FY2000 (PL 106-65) Subtitle E, Section 541 International students interested in pursuing a college education for the purpose of becoming a commissioned officer in their nation's Armed Forces, are now eligible to pursue their goals through the International Student Enrollment Program authorized by the Congress of The United States. September 29, 2003 A week before school started this year, I noticed a small advertisement in my local newspaper. It was from my school district, and buried in the ad's fine print was an announcement that the local high school would be sending the names and phone numbers for all juniors and seniors to U.S. military recruiters. This is more than a back-door assault on student privacy. It may have life-or-death consequences for unwitting kids who are contacted by recruiters. This student information give-away was mandated in a little-known provision of the No Child Left Behind Act, President Bush's sweeping education law. The law went into effect in 2002, but many schools only became aware of the obscure military recruiting provision in the last year. Schools risk losing all federal aid if they fail to provide military recruiters full access to their students; the aid is contingent on complying with federal law. This recruiting access provision is different from draft registration. Military conscription ended in 1973, but starting in 1980, 18-year-old males have been required to register for possible military call-up.

Financing College Without Joining the Military
Despite what the military's ad campaigns imply, enlisting in the armed forces is not the only source of college money. It's not even a good one. If you put in the necessary time, energy, and dedication, you can find a way to pay for school. You can also receive financial aid in the form of the thousands of grants, scholarships, and loans offered each year to prospective students by federal and state governments, by public and private foundations. You can make use of the many alternative ways to get to a degree, from community college extension classes to Americorps. You can put the pieces together in any number of ways and end up with a degree that will move you toward the future you want. Over $6.6 billion of financial aid available from the private sector goes unused every year, mainly because students don't know how to find it. Spending time in the library looking through scholarship directories might seem boring or tough, but consider the military alternative: getting up at 6 a.m. to scrub floors, marching for miles, getting your face pushed in the mud at boot camp. Carefully applying for grant money may be difficult and time-consuming- but not as difficult as being ordered to kill or as time-consuming as eight years of military service.
