Located in the heart of Chelsea village on VT Route 110, the Chelsea Public library shares a red-brick building with the town hall. Alden Speare, born in town, was a resident of Newton, Massachusetts when he helped pay for the Romanesque Revival building in the mid-1890s. Successful in Boston's oil and starch business, Speare responded to a fund-drive appeal sent in 1892 to former residents of Chelsea in the wake of a fire that wiped out the library. He offered $5,000 for a library if residents would match the amount to build a town hall that would house the library. The voters agreed and when the building was dedicated on October 25, 1894, Speare's actual expense was $6,650. Several decades before the building was erected, a group called the Chelsea Literary Friends was established. Later, in 1841, 21 men and one woman bought shares to start the Chelsea library Association, using books from the earlier library and buying new ones. Locations included the Union store block, Amos Hatch's harness shop, and from 1869 to 1888, the Dana Mansion. The Ladies' library appeared on the scene in 1865 and offered lighter, more popular reading material, including fiction, essays and modern literature. This collection, first housed in the Aaron Davis home, was later moved to the Hira Bixby studio.

Vermont Library Asks for Community Input
VALISblog links to a Brattleboro Reformer story, "Libraries Eye New Identity." The article describes a meeting planned for Brattleboro residents so that the county commission can get a better sense of what services the community expects from the library and, in turn, so library advocates can make people aware of the value of libraries. This meeting sounds like a way that commons advocates might work in communities to address some of the pressures on commons institutions. From the Reformer's description, local library advocates are faced with budget cuts and the loss of regional libraries on one hand, and with increased usage and changing expectations about what libraries should provide on the other. It appears that the regional commission, who organized the meeting, have in mind both learning what the community wants from the library and showing the community why it is important to support the library. These goals are very close to what I had in mind in yesterday's post on bookstores and libraries when I suggested commons advocates need to hear what users understand about commons institutions in order to promote those institutions within their communities.

MONTPELIER, Vt. During a recent check of the shelves at the Vermont Department of Libraries in Montpelier, hundreds of items, including Civil War books and pamphlets, were discovered missing. Among the Civil War items were regimental histories from Massachusetts, Pennsylvania and several other states, personal narratives, and general histories, nearly all published between 1860 and 1920. Dyer's Compendium and Miller's Photographic History of the Civil War were taken, as well as adjutant general and battlefield commission reports from several states. Librarian Paul Donovan said he was mystified by the motive. "All items had some combination of bookplate, department stamp, accession number, embossing or perforation. None were manuscripts, and none were related to Vermont, as far as we know." Also missing were items related to Colonial times, the Indian Wars, the Revolution and the Spanish-American War. Increased security measures which had been planned before the books were missed will be implemented. Anyone with any information should contact the Montpelier Police Department at (802) 223-3445.

Opposition to USA Patriot Act Is Growing November 14, 2002 By Chris Finan, ABFFE President
There were no booksellers or librarians singing "Happy Birthday" when the USA Patriot Act celebrated its first anniversary on October 26. Concern about the potential chilling effect on free speech of some of the provisions of the law has grown sharply over the last 12 months.
A year ago, we were all reeling from the shock of the World Trade Center attack. The American Booksellers Foundation for Free Expression (ABFFE) was hit particularly hard because our office on Fulton Street is a few blocks from where the World Trade Center stood. While none of us was hurt, we were unable to return to Fulton Street for over a month. In the meantime, we worked from my home in Brooklyn where we attempted to do what we could to save Banned Books Week, which was in danger of being forgotten entirely.
Of course, we were aware that the Bush administration had introduced legislation giving the government expanded authority to fight terrorism. We heard that its title was an acronym "Uniting and Strengthening America by Providing Appropriate Tools Required to Intercept and Obstruct Terrorism." But we didn't know what it contained until it was too late to protest.
Not too many people in Congress knew much about it either. It was a long and complex bill. Nevertheless, the Senate approved it without hearings and without a "markup" session, where changes are normally considered. There were some changes at a markup in the House, but the administration refused to accept them and accused House members of jeopardizing national security. The House leadership endorsed virtually the same bill that had passed the Senate. In the end, only one Senator, Russell Feingold of Wisconsin, and 66 members of the House voted against the Patriot Act. The bill became law in just six weeks, nearly record time.
