    Teaching in Vermont: An Inventory of Policies and Practices
    7. CONCLUSION This study represents one of the most comprehensive analysis of teacher policy and practice in Vermont, and the data here can help to provide some clarity as state policymakers continue to discuss issues that affect teachers. However, more questions about teaching in Vermont classrooms may have been raised than have been answered. As Vermont implements new policies for teacher preparation program approval, relicensure, and student standards and assessments, several questions need to be discussed by both policymakers and those in the education community. The most pressing of these questions involves the collection and reporting of data that pertain to teaching quality. Data Gathering and Policy Evaluation Data systems across the country reflect a licensure orientation from an earlier era. Despite state efforts to establish performance-based preparation and licensure systems, states gather only information on their licenses, endorsements and other demographic information, the same data that has been gathered for decades. This information however, is of little use to policymakers and practitioners who are attempting to better understand teacher qualifications-based on previous course work, professional development activities, evaluations and other measures of performance-to teach specific courses.

The software will integrate all agency departments resulting in reduced paperwork and filing, and will provide caregiver up-to-date information at the patients home. Using home telemonitors patients will be able to monitor their own vital signs. Efficient use of an electronic charting system will improve patient medical and social outcomes for all 150 patients and their families which will reduce hospitalizations through closer daily monitoring of patient indicators. New Hampshire, Vermont, Rhode Island collaborate on testing
May 4, 2004 LEBANON, N.H. Vermont, New Hampshire and Rhode Island are collaborating on an expanded school standardized testing program to comply with federal education legislation. ADVERTISEMENT The states have formed the New England Compact Assessment Program to save money and use a "common assessment system" to measure student achievement, said H.W. "Bud" Meyers, Vermont's deputy commissioner for standards and assessment. The goal is to determine whether schools are making "adequate yearly progress" under the federal No Child Left Behind law. It requires that such progress be based on student performance on tests in reading or language arts and math. The states will give "pilot" tests to students in the fall. The actual program will begin in October 2005 and it will consist of reading and math tests in grades three through eight and writing tests in grades five and eight. The tri-state program will be more cost-effective than if the states continued to operate independently, officials said.
