Public schools As Different As region's Towns
The region's 23 towns vary dramatically in size and type. So do the schools they have created to serve their youth. Cental Vermont's elementary schools are mostly small rural facilities serving a single town. Most high schools are larger and serve multi-town districts.
Town elementary schools generally have 100 to 300 students. Most high schools have 400 to 900 students. A kindergarten through sixth grade curriculum is the most common elementary school structure, but there are others as well. Spending rose despite a decline of almost 2 percent in the number of students in the state. As a result, per student spending rose by 19.7%. These large increases in spending on both a total and per student basis, were the result of three factors. First, Act 60 lowered education property tax rates in many Vermont towns in its first year or two. The lower property tax price of education made spending on schools cheaper for taxpayers. As a result, voters could more easily vote higher school budgets. Second, Act 60’s complexity made it difficult for people to understand how their school spending decisions would translate into their individual tax bills, especially due to the income sensitivity provisions of the Act. Publicity and assurance from the Act’s promoters that higher school spending would not translate into higher tax bills for a majority of voters made it easier for voters to approve higher school budgets. Third, since Act 60 was passed, Vermont has enjoyed an unprecedented period of economic growth which has translated into significant and sustained income gains for voters and record levels in consumer confidence. This also made it easier for voters to approve higher spending levels for schools.

The Wiring Rural Vermont Toolkit is a comprehensive planning telecommunications planning tool developed by the Vermont Council on Rural Development's Telecommunications Committee.     STATE GOVERNMENT'S ROLES IN TELECOMMUNICATIONS

    GOVnet is a wide-area data network operated by the State of Vermont. A separate statewide communications system for the State of Vermont is operated by the Vermont Department of Public Safety. The Telecommunications Division of the General Services Department supplies the voice telecommunications needs of Vermont State Government.
    The state operates a wide-area network, called "GOVnet," which serves all state government agencies and departments, plus approximately 300 K-12 public schools and over 115 public libraries. GOVnet is among the largest customers for data network and Internet services in the state. All services offered through the network are purchased from providers through state bidding procedures, and all special contracts are filed for approval by the Public Service Board.. GOVnet was designed and implemented with the participation and unanimous approval of the Information Systems Advisory Council made up of information technology staff from across state government which provides policy, managerial, and financial oversight of the network to meet the two-fold challenge of improving access while reducing costs. Strategic direction for GOVnet focuses on a decentralized, open-systems service oriented model featuring inter-operability (any-to-any communications) and cost-competitive solutions. Network services include Internet access, statewide e-mail and support for the operations of all state government computer systems.

    EXECUTIVE SUMMARY Independent schools have been a part of Vermont since the 1700s, predating the appearance of public schools in the state. In fact, New England itself is the home of the country’s first independent academy, Boston Latin School, founded in 1635. Respect for the independent academy, commitment to education, and Vermont’s unique tuition town voucher system have led to a diverse educational landscape for over 100 years. Yet despite the contributions independent schools make to the state and the fact that thousands of students are educated in them every year, myths about them persist. Some people think of them as elitist institutions only available to the advantaged. Others view them as outside the community, institutions set apart, which don’t contribute in the same way as public schools do to community life or democracy in general.

    STATE NEWS... H 716: TO APPROPRIATIONS, THEN HOUSE FLOOR The school choice bill, H. 716, has been voted out of the House Ways and Means Committee without the tax credit provision. Now merely a public school open enrollment program, it makes its way to House Appropriations and then to the floor for a vote, which some House insiders expect could happen by the end of the week. While the stripping of the tax credit provision is disappointing, the bill still represents a significant step forward for parental freedoms. To quote the Burlington Free Press' Sunday editorial:

    Health Education
    Education Statute Title 16, Part 2, Chapter 23, Subchapter 1, Section 906 requires "Physical education and comprehensive health education including the effects of tobacco, alcoholic drinks, and drugs on the human system and on society;" however grades, levels, or amount of instruction time are not specified. Education Statute Title 16, Part 1, Chapter 1, Subchapter 7, Section 131 (1987) defines a comprehensive health education program as "a systematic and extensive elementary and secondary educational program designed to provide a variety of learning experiences based upon knowledge of the human organism as it functions within its environment;" but again this statute does not specify grades, levels, or amounts of instruction. Health education is not a coursework requirement for high school graduation.
    Vermont's Frameworks for Standards and Learning Opportunities
    (2000), which includes healthy choices, were approved by the State Board of Education. The state does not require schools to follow a specific curriculum.
