Rural Library Compensation, The Vermont Initiative

The first librarian job I applied for in Vermont was part-time, and advertised as paying $12/hour. They were hoping to get someone with a Master's Degree but were prepared to be reasonable. This was in 2002. When I asked the Trustees if there would be any money available for professional development, I could see that I was talking myself right out of a job. The library closest to me in Vermont pays $8/hour and is open 16 hours a week. It's a lovely library, but I can't afford to work there. The state of Vermont is a rural state, one with a staunch commitment to libraries as a public good. It has almost 200 public libraries, employing just under 300 people as librarians and library workers. In 2002, forty-five of these employees had their MLS. Vermont’s libraries cost roughly $12 million to operate in 2001, 99% of which was provided by local sources. In many cases, library staff's salaries are the first or second largest expense of running a rural public library. Salary increases in these situations do not just involve asking for a larger share of the budgetary pie, but requesting and justifying a raise in the town's tax rate, or cutting of other town services. In a survey of rural librarians done by Rural Libraries journal in 2000, librarians were asked, "Why have librarians historically been underpaid? The number one reason given was “The community lacks funds” followed closely by “The public does not value librarians.”

FOCUSING ON STUDENT NEEDS
LINKAGES WITH UNIVERSITIES
Some community colleges have improved linkages with nearby universities for both the benefit of student transfer and faculty and staff development. A long-term professional development collaboration between Cuyahoga Community College and Kent State University has resulted in 70 staff members taking KSU courses, with 25 admitted to doctoral programs (Anglin, 1992).
SPECIFIC FACULTY NEEDS
In Fall 1991, thirteen Fullerton College faculty began a program to enhance teaching excellence in evening classes. These faculty attended workshops on adult learners, learning styles, classroom assessment techniques, and interactive teaching techniques. The following Spring, they applied these techniques to their evening classes. Students were surveyed at the beginning, middle, and end of the semester to assess program effectiveness while the faculty continued crucial monthly meetings to share ideas (Kelly, 1992).

He has been a TV and radio commentator, and on the national boards of Computer Professionals for Social Responsibility (CPSR) and the Consortium for School Networking (CoSN). His articles have appeared in numerous national magazines and his book, Civilizing Cyberspace: Policy, Power, and the Information Superhighway, was published in 1996 by Addison Wesley. Steve has been honored with awards from MassCUE, the Mass Software Council, the Mass Telecommunications Council, the Governor's Office, and the Mass Taxpayers Association. Biography for: Dr. Judith A. Ramaley
Assistant Director
Directorate for Education and Human Resources
Dr. Judith A. Ramaley (pronounced Rah may’ lee) is the Assistant Director for the Education and Human Resources (EHR) Directorate at the National Science Foundation. The EHR Directorate is responsible for the health and continued vitality of the Nation’s science, mathematics, engineering, and technology education and for providing leadership in the effort to improve education in these fields. The Directorate manages an annual budget of over $800 million. Prior to joining NSF, Dr. Ramaley was president of the University of Vermont (UVM) from July 1, 1997 to June 30, 2001. Before coming to UVM, she was President and professor of biology at Portland State University in Portland, Oregon for seven years. Dr. Ramaley has a special interest in higher-education reform. She has played a significant role in designing regional alliances to promote educational cooperation, including the new Vermont Public Education Partnership that brings together K-12, the Vermont State Colleges, and UVM, into an alliance to promote K-20 partnerships. She also has contributed to a national exploration of the changing nature of work and the workforce and of the role of higher education in the school-to-work agenda. She also plays a national role in the exploration of civic responsibility and the role of higher education in promoting good citizenship. Dr. Ramaley received her bachelor’s degree from Swarthmore College in 1963 and conducted her graduate studies at the University of California, Los Angeles, where she earned a doctorate in 1966. She served for two years as a post-doctorate fellow at Indiana University, she was an American Council on Education fellow at the University of Nebraska Medical Center at Omaha, where she served as associate dean for research and development. The next year, she joined the University of Nebraska’s central administration as assistant vice president for academic affairs. In 1982, Ramaley became the chief academic officer at the State University of New York (SUNY) at Albany. She also served as executive vice president for academic affairs for two years and as acting president for one semester at SUNY-Albany. Ramaley was the executive vice chancellor at the University of Kansas from 1987 to 1990.
