The Vermont School Report is an annual report developed by the Vermont Department of Education and is continuously updated as new information becomes available throughout the year.
  • The Average Class Size indicator is no longer included in the Vermont School Report because a change in reporting precludes cross-year comparisons. In FY04, DOE stopped collecting data on itinerant teachers making it impossible to separate classroom teachers from itinerant as necessary for calculating the average class size. Please refer to the Student Teacher ratio for a comparable indicator that remains unaffected by the change in reporting requirements.
  • 2002-2003 SAT and 2002-2001 AP data by school are not reported on the Vermont School Report.

NEW IDENTITY THEFT LAWS WILL PROVIDE ASSISTANCE TO VICTIMS AND LAW ENFORCEMENT
On June 7th, 2004, Attorney General William H. Sorrell and Senators Dick Sears (Bennington) and John Bloomer (Rutland) announced at a press conference in Manchester today that a bill to protect consumers from identity theft has been passed by the Legislature. Governor Jim Douglas is expected to sign the bill into law tomorrow. The bill creates a new crime of identity theft, and provides new tools to assist victims. “Identity theft is a big problem getting bigger both here in Vermont and nationally. The financial losses to victims, both individuals and businesses, are staggering,” said Attorney General Sorrell. Identity theft occurs when a thief takes over a consumer’s entire identity by stealing critical private information (such as SSN, driver’s license number, address, credit card number or bank account number) so that the thief can use the stolen information to obtain illegal loans or credit lines to buy goods or services under the stolen name. Usually the identity thief changes the consumer’s mailing address on new or old accounts to hide his or her illegal activities.

Abstract
Act 60 is the controversial law that defines how we pay for public schools in Vermont. There has been a great deal written about Act 60 and education finance in general, but most of what has been written is far from objective in tone. As a school board member, I wanted access to an unbiased account of how Act 60 works and why it was enacted. Although I found pieces of the story in various places, I didn't find an integrated synthesis of the literature on this important topic, so I decided to undertake the task myself in a semester-long independent study project at Vermont College. My goals for this study were to acquire a thorough understanding of Act 60, to develop respect for the concerns of its opponents and proponents, and to write a document that could help others understand Act 60. The three essays in this portfolio concern the history of education finance in Vermont, a detailed analysis of Act 60, and a comparative review of modern education finance solutions in other states.

It does not reflect whether students were in attendance or absent on that day. Enrollment is only a "snapshot" of the population at a given point in time. There are other measures of student population that are used in different calculations.

    Vermont’s spending on elementary and secondary education stood at $7,200 per student in the 1996-97 school year. That is the most recent year for which comprehensive data are available from the recently released U.S. Department of Education’s Digest of Education Statistics. That level of spending, which does not include capital or debt service costs, ranked Vermont eleventh highest in the nation. The highest spending state was New Jersey, at $10,200. The lowest was Utah at $4,050 and the national average was $6,400. That Vermont spending level represents the last year of pre-Act 60 education finance. What’s happened since then? The U.S. DOE reports the following trends for Vermont:

    Moreover, Act 60 mandates are very likely to force reductions in educational quality by underfunding Vermont education and by seizing a disproportionate share of local educational resources in numerous cities and towns across the state. Some say it will not happen, and we hope they are correct. To many, however, it seems inevitable that dozens of Vermont cities and towns will have to find ways to cut their school budgets. Many current centers of educational excellence will see their budgets slashed so deeply that it’s difficult to imagine how they will cope. There is a clear risk that education will be 'dumbed down' across the state; many art, music, band, chorus, drama, sports, advanced placement programs, foreign language classes, and after-school programs are threatened; in some towns class sizes will have to increase, and some good educators will loose their jobs. Perhaps this will not happen, but according to recent research, there has never been an increase in any measure of educational quality consequent to increased centralization of educational finance (Fischel, 1997).
