In its more than twenty-five years of existence, the Center for Research on Vermont has established itself as the clearinghouse for Vermont-related research. As an interdisciplinary network of scholars, the Center serves a number of constituencies, including state government, public schools, institutions of higher education, museums, and cultural and social agencies, and the general public. The Center's Research-in-Progress Seminar Series and refereed publications program offer a continuing forum for scholarly discourse on Vermont. In addition, the Center provides reference services on Vermont research to its members, educators in a variety of settings, students, government representatives, the media, and the public. In Spring 1997 the University of Vermont approved Vermont Studies as an interdisciplinary minor in the College of Arts and Sciences. The Center for Research on Vermont coordinates this program in cooperation with other departments that offer Vermont-related courses. The minor is available to students in the College of Arts and Sciences and to students in other colleges that accept Vermont Studies as a cross-college minor.

INTRODUCTION
From "A Nation at Risk" to "No Child Left Behind", efforts to improve K-12 education have increasingly recognized that improvement requires reform of a host of interconnected systems that make up education as we know it. "School reform" still means many things to many people, but there is widespread agreement that it must be more than just "tinkering around the edges."
PROJECTS
All of our projects share in common a clear focus on applied research and technical assistance that reflects equity and diversity issues within schools. Projects relating to this topic are listed here. For a state-by-state listing of projects, see Where We Work
Breaking Ranks Study [detail]
The LAB will conduct a study that systematically investigates how the implementation of the Breaking Ranks framework supports effective high school reform and improved teaching and learning in urban low-performing schools. Through this study, the conditions and strategies necessary for achieving and sustaining positive change and improvement in low-performing schools will be documented, and resultant effects on student learning and achievement for diverse student populations will be documented. This research activity will be conducted by staff of the LAB and Center for Resource Management (CRM) in partnership with the National Association of Secondary School Principals (NASSP), the NASSP state affiliates in this region, the Providence, RI school district, the Yonkers, NY school district, and the Malden, MA school district.

Welcome to the Vermont School Report!
The Vermont School Report is an annual report developed by the Vermont Department of Education. Indicators about Vermont's Public Schools are displayed in seven sections: 1. General Information 5. Financial Resources 2. Program Information 6. Financial Expenditures 3. Staff Information 7. Student Performance 4. Community Social Indicators The Vermont School Report was updated today (September 19, 2002) with school assessment information and other data. An additional update will occur in October that will include new information for at least the following indicators: school principal and superintendent names, attendance rates, retention rates, class size, town income, SAT, and AP. Also available is the "Complete Vermont Report" which shows state averages and totals for up to four years of data. Updating the Vermont School Report is a continuous process as new information becomes available throughout the year. Certain indicators that are not in the current School Report will be added as soon as they become available. For more information on the School Report, please check out our FAQ Page The Vermont School Report also reflects the partnership between the Department of Education, and the Agency of Human Services and its Community Profiles (see link below). US State Government Aid The Free Application for Federal Student Aid (FAFSA) is used to apply for most state loan, grant and scholarship programs, in addition to the federal loans and grants. When you submit the FAFSA to the US Department of Education, they forward the information on the form to the state student assistance agency. Each state has a different FAFSA submission deadline. If you submit your FAFSA by March 1, you will be in time for all state deadlines, other than Michigan. If you miss the deadline, you will be ineligible to receive state aid for the entire academic year. Procedures for applying for state prepaid tuition programs and the national guard differ from state to state. The amount of information provided on the state web sites varies from state to states. Some states provide comprehensive information about residency requirements, loan, grant, scholarship and prepaid tuition programs and other state aid programs. Others provide minimal information. Research shows that public investments in education and development are more than seven times greater during the school-aged years ($5,410 per child) than during the early learning years ($740 per child). The years between birth and age 5 are the most important for a child's brain growth and development. During this period children are adjusting and becoming more familiar with the world around them. The actual growth of the brain occurs at this time and a foundation for learning has begun. It is during this time that a child's education and quality of care has the most impact.

"Representatives of the six U.S. regional accrediting bodies have finalized a set of recommendations for building and evaluating online-education programs. But the recommendations won't become accreditation standards, says Charles M. Cook, the director of the New England Association of Schools and Colleges' Commission on Institutions of Higher Education. 'We've always considered them testimonials, not a new set of standards,' he says. 'It's always been the local regions' option of how to adopt them.'"
