Vermont Clean Cities Coalition
SEP Special Project, Vermont, 2003 The Vermont Clean Vehicles Coalition (VCVC) became the 82nd official partner in the U.S. Department of Energy's Clean Cities program in 2001. Since then, the number recorded alternative fuel vehicles (AFVs) has increased from 150 to 413. Great strides are being made to diversify and expand the alternative fueling infrastructure in the state: electric vehicle charging stations are added every year; greater care has been taken to identify and locate propane fueling; and funding has been secured and plans begun for the construction of a fast fill CNG station in Burlington. Plans are also being made for at least one additional fast fill CNG station in the Burlington area. Interest in biodiesel and ethanol grows monthly, and we anticipate public biodiesel and ethanol fueling in the state within the next two years. There is also a strong push to bring full-scale biodiesel production to the state. This grant will provide the funding to operate VCVC, including staff salaries and outreach activities and materials. The VCVC provides Vermont with the organization, motivation, and the staff to direct and sustain its statewide Clean Cities activities, such as:

Burlington, the state's largest city, comes in second in the study's nationwide per-capita ranking of same-sex couples in small cities. "Vermont is a state that has had a long-term attitude of 'live and let live,"' said Burlington Mayor Peter Clavelle. "The word's getting out." The study of gay and lesbian couples, a book called the Gay and Lesbian Atlas, was carried out by the Urban Institute, a nonpartisan research organization in Washington, D.C., that develops population estimates used regularly in academic research. The data was developed from 2000 U.S. Census figures. Author Gary Gates said he hoped it would be used for policymaking. "It makes visible a population that is often not terribly visible, particularly in terms of the pol-icy debate," said Gates, a demographer. "There is little empirical data to inform the debates, and one reason we did this book was to fill this gap."

Profile:
Founded in 1791, the University of Vermont (UVM) is a comprehensive research university enrolling 7,400 undergraduate students and 1,500 graduate students. UVM has a varied student body, with half of the students from out-of-state and about 200 international students. More than half of the undergraduates live on campus. Students enjoy a high level of contact with their professors. The faculty is well-qualified, with 87 percent holding the highest degree in their field. The university has extensive indoor and outdoor recreational facilities, a multi-purpose student center, a music recital hall, and a theater. Locale: The University of Vermont campus is in Burlington, the state's largest city.     USA July 1999 EXECUTIVE SUMMARY Act 60, the Educational Opportunity Act of 1997, may have forever changed the nature of property taxation in Vermont. With the institution of the statewide education property tax, over 50 percent of the property tax will be state-imposed rather than locally imposed. This change requires commensurate changes in the State’s administrative and regulatory oversight of the property tax. The State’s obligation for ensuring that the property tax is apportioned among the cities and towns fairly is now equal to the city and town’s obligation to assess fairly and consistently all property owners. This new obligation requires not just tinkering with existing procedures and systems, but major rethinking and redetermination of how equalization among the cities and towns is conducted. Local government revenues and taxes in Vermont from all sources, on either a per-capita or income basis, are less than the national average. However, Vermont local governments have historically made much greater use of the property tax as a source of funding local governments than local governments in the rest of the nation. Data from 1994 (the latest available) indicates that per-capita property taxes in Vermont were 5.8 percent above the national average and 17.5 percent above the national average as a percentage of income. The message is clear: the property tax is a most important source of funding government in Vermont. Act 60 may change the tax mix somewhat, but the property tax will remain critical to the funding of both education and local governments generally.

    Tax Equalization - Vermont Fails to Meet Minimal Standards: See also: (10/14/99) Vermont scrapped the troublesome state property tax and adopted a state income tax in 1931 (details on that here ). With the introduction of Act 60 in 1997, however, property taxes have once again become the largest single state tax source in Vermont. It also turns out that Vermont's reliance on property taxes as a revenue source is far and away above the national average. According to the most recently published national statistics , property taxes in Vermont are 42.6 percent above the national average on a per-capita basis, and 55.5 percent above on an income basis. Vermont also uses the property tax to redistribute wealth to a far greater extent than any other state in the union. In view of this heavy dependence on the property tax, the state certainly has a legal obligation to ensure that property taxes are fairly and consistently apportioned. Vermont would also seem to have a vital interest in maintaining a system that can withstand legal challenges in court. But in reality, it appears the majority in the legislature cut a few corners in the rush to enact Act 60. APPENDIX PART THREE: THE VERMONT MODEL AND CASE REVIEWS In an effort to strengthen our existing communities, avoid sprawl and maintain our rural landscape, the State of Vermont has adopted a number of policies designed to encourage communities to reinvest in existing town centers or, when appropriate, to develop new town centers according to traditional land use patterns. Many communities have invested significant time and resources into planning for growth and revitalization. It is no surprise then when citizens and local officials resist efforts to relocate an anchor tenant, like the post office, outside of the town center or to endorse an inappropriate design. There are many good examples of post office projects in Vermont that are in historic buildings or in new buildings that are compatible with the architecture of Vermont towns. However these projects have only been accomplished because of strong community involvement and many communities feel that postal officials often have to be forced to cooperate.

    Colorado and Vermont, like rural and suburban areas from Wisconsin to Texas and New Jersey to Oregon, have seen a boom in heroin use, particularly among the young, over the last five years, catching communities unprepared for the scourge. The impact of heroin addiction was brought home to Vermonters when police linked the death of a teenage girl in a New York City brothel to what they said was a prostitution ring running from Burlington, Vt., to the Bronx. Police said Vermont girls got hooked on heroin that was introduced to the area by dealers from New York and then were lured into prostitution with promises of money and drugs. It's a pattern that has been observed all across the country.
