VSBA is a nonprofit membership organization for the purpose of improving education for all children in Vermont by:
  • supporting school boards to function effectively, use resources wisely, and develop strategic plans;
  • advocating on the local, state and national levels to create effective policy and legislation;
  • facilitating communication where common ground can be reached on the needs, goals and continuous improvement of education. VSBA is governed by a Board of Directors including six officers elected at the annual meeting (President, First Vice President, Second Vice President, Treasurer, and two Members-at-Large)and a regionally elected president and vice president from each of the eight VSBA regions (only one vote from each region). The VSBA office has a three-member staff to assist districts with our services, locate or provide information, or refer to other appropriate organizations as needed. Member boards vote each year at the VSBA annual meeting on legislative positions concerning statewide issues in education. Membership There are five categories of membership in the Vermont School Boards Association:

Meaningful Student Involvement in Education Decision-Making These roles for students are often addressed as democratic practices. In this area, students partner with educators to make decisions about curricula, calendar year planning, building design, and many more issues. They join boards of education at all levels, including local, district, and state boards. Education agencies engage students as staff in their programs and engage students in grant making, school assessment, and other areas. In a growing number of local schools, educators are allowing students to take a governing role in enforcing discipline policies, and using them to educate students. Students are also participating in establishing and enforcing codes of conduct, and making decisions about teacher and administrator hiring and firing. They promised to begin "by seeking input from the Vermont community, including education, business and legislative partners, to listen to their ideas and expectations for the next commissioner." The Board then invited the public to help the State Board select Vermont's next Education Commissioner by answering four questions ( you can still send your responses go here ).     What We Said The public has responded. We cannot see the e-mail sent to the consultants in the search process (the National Association of State Boards of Education; NASBE), but there have been dozens of letters to the editor in the local papers all asking for change.

    B efore you can talk about professional standards for para-educators, you've got to confront some troubling double standards.
    In too many places, paras work intimately with special education students-reinforcing instruction, attending to personal needs such as feeding, or managing an entire class-but receive little or no formal training or professional supervision. By contrast, their teacher colleagues are held to a whole battery of standards and "accountability" measures.
    Even in progressive Vermont, a state that pioneered inclusive education and now ranks among jurisdictions with the fewest number of separate special ed classes, state law has long ignored the very existence of paraeductors. All the Green Mountain State has ever required of paras is a minimum age of 18 and a high school diploma.

    • May 1998 : Act 138 enacted. Three technical education pilots were authorized through competitive bid process to focus on reform easures related to governance, funding and access.
    • July 1998 : Lake Champlain Workforce Investment Board (division of the Chamber and GBIC) on behalf of the two local host school boards (Burlington Board of School Commissioners and Essex Union #46 High School District Board) applied for a pilot grant from the Vermont Department of Education. Grant concept developed by Richard Flies, Former Director of the Essex Technical Center and Marcia Baker, Former Director of the Burlington Technical Center to consolidate both technical centers, offer sequential and integrated secondary academic/technical curriculum organized by career academies, and create new funding and governance mechanisms. Unanimous support for application from both local host school boards (Burlington and Essex) and the Lake Champlain Regional Chamber of Commerce’s Workforce Investment Board.

    2004 Position Statement: Education Costs
    The goal for funding Vermont’s educational system should be to provide a high quality and cost-effective education for our students. In order to achieve this goal, we need solid leadership, good vision, rigorous standards, discipline and accountability at both the state and school district levels.
    Providing an excellent educational opportunity for each of our Vermont children is one of the most important investments we can make for the future of Vermont. However, the cost of education has increased significantly in recent years. Between fiscal year 1992 and fiscal year 2002, the revenues (from all sources) to fund public education jumped from $672.9 million to $1.052 billion. According to U.S. Census data for fiscal year 2001 (which is the latest year available), Vermont ranked 8th in the nation for per pupil spending, 2nd in the nation for school spending in relation to personal income and 1st in the nation for school administration spending per pupil. In addition, according to the U.S. Department of Education, Vermont had the lowest pupil teacher ratio in the nation in fiscal year 2001.
    Although we want excellent educational outcomes for Vermont students, we also have to pay attention to education costs. Projected education spending increases of 4.50% in fiscal year 2004 and 4.75% in fiscal years 2005 and 2006 are not sustainable. Act 68, passed by the legislature in 2003, revised Vermont’s education funding system to provide some new revenue sources. However, by fiscal year 2006, education spending is projected to outpace revenues by $15 million. We therefore need to act now to restrain the growth in education costs.
