A Voter's Guide to Zoning and Planning VCEF is in the process of developing a new resource for environmental activists who are seeking to learn more about how their local government oversees zoning and land use planning. The "PeopleCanPlan" internet-based tutorial is an user-friendly, interactive resource that provides background on local land use planning processes, describes the areas of responsibility for the various board and commissions that oversee planning, offers suggestions on how to effectively lobby these groups, and contains a listing of positions on these boards that citizens could fill. Meet Vermont Education Commissioner Richard Cate
Richard Cate became education commissioner on November 4, 2003. A native Vermonter, Richard graduated from Montpelier High School before attending University of Vermont, where he earned a bachelor of science degree in civil engineering. He later earned a master of public administration degree from Rockefeller College at the University of Albany. Richard has nearly completed a doctorate in public administration with a public finance concentration from Rockefeller College.
Prior to becoming commissioner, Richard served as executive deputy commissioner and chief operating officer of the New York State Department of Education, managing a budget of more than $19 billion and a staff of more than 3,100 employees. Previous to that, he served as that department’s chief financial officer.
Richard has extensive experience in Vermont education and civil service. Among his positions in the state, he was executive director of the Vermont Superintendents Association for seven years. As manager of the City of Barre, he administered the municipal budget, acted as a liaison to state agencies and the Legislature, and negotiated with several labor boards.

Libby Sternberg, executive director: VTBetterEd@aol.com STATE BOARD OF EDUCATION APPROVES OF SCHOOL CHOICE – AGAIN On Tuesday, January 20, the State Board of Education once again voted nearly unanimously to approve public school choice. The Board had voted the previous week to approve a pro-school choice resolution but a procedural error forced a revote on the 20th after the Board took public comment. Around 30 people showed up at the Board meeting to testify. The overwhelming majority – more than 20 – were there in support of school choice. Testifiers ranged from advocates (John McClaughry of the Ethan Allen Institute and Libby Sternberg, editor of this newsletter) to ordinary parents and taxpayers.

SAELP is the centerpiece of the Wallace Foundation's national LEADERS Count initiative, a five-year, $150 million commitment to place quality leadership at the core of school reform.     NARROWED TO THREE CANDIDATES
    Montpelier, VT - The field of candidates to become Vermont's next commissioner of education has been winnowed to three finalists, according to the National Association of State Boards of Education (NASBE), which is facilitating the nationwide search on behalf of the Vermont State Board of Education.
    "In the State Board of Education's search to find the best individual to lead Vermont in providing a quality education for all of our children, we have chosen three excellent finalists," said Diane Mueller, chairwoman of the State Board.
    Governor Douglas said he is pleased with the work of the State Board and its willingness to include his office early in the selection process. "The level of collaboration in this process speaks to the importance of finding the best possible candidate to lead the education department. The Board has done an excellent job narrowing the field to these finalists," he said.
    "The three individuals were selected from national pool of candidates," said NASBE Executive Director Brenda Welburn. "Each is a highly-qualified educator with the knowledge and experience to manage the state's public education system."
