Published online 17/10/00 Trying to define art within the complex contexts of Vanuatu society and kastom
A straightforward word for 'art' can hardly be found amongst the 113 indigenous languages of Vanuatu. The 'European' concept of 'art' is much too simple for the country's numerous profound cultures, as is the 'European' concept of an 'art' piece unlinked to deep ritual experience and spiritual meaning. Thousands of objects of ritual and material culture from Vanuatu are held in museums worldwide, but many such pieces are still being produced in their home islands today for the same ancient ritual purposes. More than most Pacific islanders, Ni-Vanuatu have, in general, managed to retain a strong sense of their traditional cultural identities, and the struggle for independence in the 1970s (leading to Independence from Britain and France in 1980) was really fueled by the desire to retain their languages and cultures and to reclaim alienated land. Although Christianity is widely spread throughout the 83 inhabited islands, it has done relatively little to displace traditional beliefs in the spirit world, some isolated areas refusing to convert to Christianity at all and many areas combining traditional ritual and Christianity in a sophisticated and successful way to enhance relevance and meaning for all. Unfortunately many early white missionaries (and even some of the newer 'fundamentalist' churches today) have tried to destroy Ni-Vanuatu traditional artistic expression along with the traditional cultures, but the culturally vibrant nation of today shows that in most of the country these short-sighted attempts have been futile.

VANUATU CULTURAL RESEARCH POLICY 1. Definitions "Kastom" : traditional political, social, religious and economic structures, and their associated practices, systems of knowledge and material items. "Local community" : the group(s) of people that are the subject of the research effort and/or live in the area in which research is being undertaken. "Ni-Vanuatu" : a citizen of the Republic of Vanuatu as defined by the Constitution of the Republic of Vanuatu. "Products of research" : publications (including reports, theses, books, manuscripts, academic articles, sound recordings, film and video, computer databases), field notes, illustrations, photographs, film and video, sound recordings, collected material artefacts, specimens. "Cultural research" : any endeavour, by means of critical investigation and study of a subject, to discover new or collate old facts or hypotheses on a cultural subject; the latter being defined as any ethnographic or anthropological study, including basic data collection, studies of or incorporating traditional knowledge or classification systems (eg. studies of the medicinal properties of plants, land and marine tenure systems), documentary films, archaeology, linguistics and ethno-historical accounts. This excludes any research undertaken by ni-Vanuatu, by Government officers in the execution of their duty or at the request of the Government of the Republic of Vanuatu. "Tabu" : a subject to which access is restricted to any degree. Such subjects can include places, names, knowledge, oral traditions, objects and practices.

Daily life for the ni-Vanuatu is ruled by 'kastom' or custom, sometimes associated with magic. Much of the tradition is secret, and passed down through the generations through the initiated men.
Traditional life is an ongoing cycle of ritual, with every stage of an individual's life celebrated, from birth, initiation, marriage and death.
Male initiation is very important and every man goes through several grades of initiation to reach true manhood, with tests and celebrations at each stage. Songs and dances are integral to this cycle of life celebration and are performed according to ancestral rules and traditions. Celebrations feature elaborate costumes, large masks, tree carvings and even stone carvings. Some areas have special dance grounds, with special places for preparation of animals for the feasting.
In traditional ways, pigs are a measure of wealth and their curved tusks are highly prized and used in celebrations and as recompense for breaking tribal custom and laws. Artwork is for both practical and traditional use. Women weave baskets of different sizes and shapes and mats for everyday living, but also weave special, finely woven mats for weddings and other functions. The mats are distinctive in the Pacific because they are long, narrow and dyed different colours. Men's sculpture includes making the ceremonial masks and carving the tree fern, wood and stone figures associated with initiation. These vary from island to island, and even within the larger islands.

Anthropologist, Director of the Vanuatu Cultural Centre
© R. Regenvanu After studying development, anthropology and archaeology in Australia, Ralph Regenvanu was appointed curator at the National Museum of Vanuatu before becoming Director of the Vanuatu Cultural Centre. He is Secretary of the Executive Council of the Pacific Islands Museum Association (PIMA). He has represented his country at several international conferences where he attended as a member of the indigenous community of Vanuatu. Since 1988, he has worked with UNESCO as a delegate of the Pacific and as a member of the Vanuatu National Commission for UNESCO.

Vanuatu has a very rich and diverse cultural tradition which can be seen through dance, ceremonies, artifacts and architecture. Many traditions are still maintained and are incorporated into everyday life in the Islands. Within Vanuatu's Cultural Series, this se-tenant strip of stamps shows a range of masks from different islands in Vanuatu from Epi northwards. The southern group of islands do not use masks and tend to use face and body paint instead. Masks are used for several reasons, in dance, grade taking ceremonies or secret societies as part of the strong traditional structure within Vanuatu. The variety of masks is enormous in terms of design and materials which can be wood, plant fibres, moulded clay and even cobwebs. The masks can take the form of the human face or spirits and sometimes have animals, fish or bird forms as part of the design and vary from covering the face to the whole body like a cloak as part of the overall costume. The less ritually important masks can be re-used, but others are destroyed after the ceremony to retain the spirituality of the occasion. The masks shown in this issue can be seen at the Cultural Centre in Port Vila. The Fijians still retain many of their traditional customs, one of the most important being the "Yaqona" ceremony as seen in the $3.00 stamp. This formal ceremony precedes any event of importance and is a mark of great honour and respect to the recipient. The brew has slight narcotic properties and is made from the pounded root of "Piper Methysticum" mixed with water. In other Pacific countries Yaqona is known as Kava.

History The island group of which Vanuatu is a part has been settled since 500BC. Up to and beyond the 13th century AD it was at the heart of the empire of Tonga. During the 19th century the islands making up Vanuatu, were settled by British and French missionaries, planters and traders. The UK and France eventually agreed on a condominium over the two islands. After the Second World War, a complex power struggle began between the islanders and the interests over the future political and economic course of the islands. The constitutional position was settled in 1977 at a conference in Paris between British, French and New Hebridean representatives at which it was agreed that the islands should become fully independent within three years.

'Ni-Vanuatu': a citizen of the Republic of Vanuatu as defined by the Constitution. 'Products of research': publications (including reports, theses, books, manuscripts, academic articles, sound recordings, film and video, computer databases), field notes, illustrations, photographs, film and video, sound recordings, collected material artefacts, specimens. 'Cultural research': any endeavour, by means of critical investigation and study of a subject, to discover new or collate old facts or hypotheses on cultural subject; the latter being defined as any ethnographic or anthropological study, including basic data collection, studies of or incorporating traditional knowledge or classification systems (eg. studies of the medicinal properties of plants, land and marine tenure systems), documentary films, archaeology, linguistics and ethno-historical accounts. This excludes any research undertaken by ni-Vanuatu, by Government officers in the execution of their duty or at the request of the Government of the Republic of Vanuatu. 'Tabu': a subject to which access is restricted to any degree. Such subjects can include places, names, knowledge, oral traditions, objects and practices.

The mysterious John Frum movement has existed peacefully on an island in the South Pacific for decades; but a violent feud has now broken out between its followers and a new Christian movement.
Sitting beneath a tattered Stars and Stripes flag hanging limply from a bamboo pole, Jack Yahlu recalls the bloody jungle battle which shattered the peace of this little known corner of the South Pacific. "They wanted to kill us and we wanted to kill them," 27-year-old Yahlu told me. "We used slingshots, axes, bows and arrows. Many people were cut with knives." The fight he is referring to happened last month on Tanna, an island of about 20,000 people in the archipelago of Vanuatu. The John Frum cult... believed he would drive out their colonial masters and re-establish their traditional ways
The confrontation was between the members of a long-established cargo cult called the John Frum movement, and a breakaway faction which wants to move with the times and embrace Christianity.
