LONG TITLE
General Description:

This bill modifies the State System of Public Education Code by amending educator
licensing and license renewal provisions.
Highlighted Provisions:
This bill: . provides that completion of the Passport to Teaching certification from the American Board for Certification of Teacher Excellence satisfies the requirements for a level 1 license; . provides that completion of the Master Teacher certification from the American Board for Certification of Teaching Excellence satisfies the requirements for a level 3 license; and . provides that completion of either the Passport to Teaching certification or the Master Teacher certification satisfies all license points or other professional activities required for renewal of a level 1, 2, or 3 license. Monies Appropriated in this Bill: None Other Special Clauses: None Utah Code Sections Affected: AMENDS: , as last amended by Chapter 315, Laws of Utah 2003 , as last amended by Chapter 315, Laws of Utah 2003 Be it enacted by the Legislature of the state of Utah: Section 1.

All of the programs in teacher education at UM are fully accredited and lead to teacher certification in the State of Maryland , which is reciprocal in most other states. A sour economy has wreaked havoc on public schools' budgets in recent years, but state education officials say it also has brought an unexpected boon of teachers they hope will stay when the job market improves.
School districts seem to welcome the new talent pool made available to them last year, when the state Board of Education relaxed the requirements for getting a state teacher's license without going through a formal teacher-education degree program.
"Statewide, there are more than 750 vacancies a year, and so we've got to be creative about where people are coming from and what they're doing," said Martin Bates, Granite School District's assistant to the superintendent for policy and legal services.
The Alternative Route to Licensure (ARL) program is one answer, he said. His district has been the most aggressive in recruiting mid-career professionals into the classroom with the help of a federal grant that helps pay tuition for additional classes they might need.

Certification Virtually every state or province requires that prospective teachers hold a Bachelor of Arts or a Bachelor of Science degree and a teaching certificate. To qualify for the certificate the student must complete a number of state-prescribed professional studies in education.
STATE OF MICHIGAN
The State of Michigan charges a substantial fee (approximately $125.00) to issue a Provisional certificate. Information on this is provided during directed teaching.
The Teacher Education program at Calvin College matches or exceeds the requirements for a Michigan Provisional certificate. Because Calvin College is accredited by the National Council for Accreditation in Teacher Education, graduates can more easily obtain certification in other states.
However, many states are presently changing their certification requirements. For example, the states marked with an asterisk (*) now require a course in teaching the exceptional child. If you are an elementary teacher and if one of these states is your home state, or if you are quite certain you may teach in one of these states, you should consider taking a course in the exceptional child.
A number of states, such as California, require a master's degree or its equivalent for regular teacher certification. All states require some sort of validation after a teacher completes a college program.

One year ago the Utah State Office of Education, the Utah Education Association, and the Utah Academy of Teachers jointly formed a Utah National Boards Council (UNBC) to promote the NBPT movement in Utah. Southern Utah University is the only higher education institution represented on the Utah National Board Council. Dr. Deborah Hill, assistant professor of teacher education at SUU, and Dr. Bruce Barker, dean of the College of Education , both serve on the Council. Hill has been an instrumental liaison to the USOE and to the Legislature on the benefits of National Board Teacher Certification. Hill, along with and Dr. Judy Higbee, also an SUU assistant professor of teacher education, attended a full week of National Board facilitator training last August in Las Vegas and each have offered assistance to area teachers making application for National Board Certification.
