http://www.utch.org/handbk04.htm
Is home schooling legal? Each state has its own set of laws governing home education. Some are more restrictive and some less. However, because of political activism in the home school community, it is now possible for most people to educate their children at home with a minimum amount of interference from the government. This has not always been so and it may not continue forever. We strongly recommend that home educators belong to the Home School Legal Defense Association (HSLDA). For $100 per year HSLDA provides legal insurance. They will represent you in court if your right to home school is ever challenged, or if you have a problem with a government agency because of your home schooling.
Parental Qualifications and Testing Requirements
While some states place restrictions on who may teach, Utah is not one of them. Almost anyone can teach his or her children at home. According to an opinion issued by the Utah State Attorney General on October 2, 1986 (No. 86-001), based upon Utah law, a local school board can "probably" consider the basic educative ability of the teacher when issuing a home school exemption. In practice, this has not been an issue.
Testing is also not required in the state of Utah. The timing and frequency of any testing is left totally to the discretion of the parents/teachers. While it is not required, we recommend that parents periodically use testing as a means of assessing student progress. Testing is a good tool for helping parents change and/or adapt curriculum to better meet a child's needs. Common testing instruments include the Stanford Achievement Test (SAT), California Achievement Test (CAT), and the Iowa Basic Skills Assessment.

Tribune Staff, Wire Services
The state Attorney General's Office says the Utah Constitution contains no right to academic freedom for the state's public colleges and universities.
That means, assistant Attorney General Brent Burnett argued in a brief filed with the Utah Supreme Court, that the University of Utah cannot continue to defy the will of the Legislature and ban guns from its campus.
"Utah's Constitution does not contain a . . . right of academic freedom and tenure," Burnett said in a brief filed Monday with the court.
The issue of guns on campus blew up in 2002 when the University of Utah filed a lawsuit seeking to uphold the school's nearly 30-year-old gun ban in the face of state law that appeared to limit schools' ability to prohibit legally concealed weapons.
Based on state law at the time, 3rd District Judge Robert Hilder ruled in August the firearms ban was legal. The state appealed to the Utah Supreme Court. In the meantime, the Legislature passed a law in an attempt to clarify that only it has power to control guns on school campuses.

Dixie State College History
By Dan Watson
Dixie State College of Utah emerged from the desire for learning of the Mormon pioneers who lived in the remote isolation of Utah's Dixie, a plain on the Virgin River in the heat of the Mohave Desert. The people supported modest schools early, but permanent roots for secondary and post secondary education were planted only after the colony had survived 50 years. The early LDS ward schools gave way to a public school in 1901 when the handsome Woodward School was constructed on the town square. It included two years of high school. In 1908 church leaders from St. George and Salt Lake City undertook plans for an academy like those in other Mormon communities. The Salt Lake authorities agreed to allocate $20,000 if the members of the St. George LDS Stake would raise $35,000 to build a college structure. The sacrifices of the people to build and equip the building have become legendary. That spirit of community contribution still serves as the inspiration to sustain the present institution. This story testifies that the College came about from the community's desire for learning and that drive is still fundamental. On September 19, 1911, the College opened while the carpenters were still completing the building. Initially it was called the St. George Stake Academy (and later nicknamed Dixie Academy), but in 1916 the name became Dixie Normal College, in 1923, Dixie Junior College, in 1970 Dixie College, and in 2000, Dixie State College of Utah. Its initial 42 students partook of a curriculum which included Algebra, Domestic Art, Domestic Science, Economics, English, Geometry, Ancient and Modern History, Physiography, Physiology, Physics, Theology and Music.

HEADLINES September 23, 2002 Utah School District Keeps Homeschooler Out of College The Jordan School District in Utah has hit a new low in the long running conflict between public schools and homeschoolers. The district has effectively prevented a seventeen-year-old homeschool student from attending the local community college. HSLDA attorney Scott Somerville promptly wrote Jordan School District and Salt Lake Community College a letter which detailed the specific high school requirements for graduation that are listed on Jordan's Annual Application for Home School . In its application, Jordan School District indicates that three units of language arts are required. Matthew has completed eight. Jordan requires two units of mathematics. Matthew has completed ten. Jordan requires two units of science, three units of social studies, and one and a half units of arts. Matthew has completed six, six, and three units respectively. The high school requirements for graduation from Jordan School District are twenty-four units total. Matthew has completed fifty units so far. Despite this, Jordan refuses to budge.
