KEEP MEDIA RESOURCES A PRIORITY

2001 GENERAL SESSION
STATE OF UTAH
Sponsor: A. Lamont Tyler
This concurrent resolution of the Legislature and the Governor urges every elementary
school in the state to have a full-time certified library media specialist. The resolution urges
that increased funding for library specialists and collection development be provided and
encourages local school boards to meet minimum standards for media center facilities and
programs.
Be it resolved by the Legislature of the state of Utah, the Governor concurring therein: WHEREAS, research in more than 60 educational and library studies has shown that school library media programs and certified library media specialists have a significant impact on student achievement; WHEREAS, research studies have shown that students achieve higher scores on reading and comprehension tests when they have access to adequate print resources, media technology, and certified personnel;

Definitions.
A. "Board" means the Utah State Board of Education. B. "USOE" means the Utah State Office of Education. C. "Library books" means trade books that support the school curriculum and books for recreational reading interests. This definition does not include textbooks or books used solely for classroom instruction. D. "School library media collections" means those collections of resources, in a variety of formats and delivery systems, used for information and support of reading skills instruction and practice. Such collections shall be managed and housed in the individual school library media center or are acquired by library media personnel for electronic access. Authority and Purpose.

In addition to forming a statewide legislative library network, the library groups agree to assist the State Library Division, tell the library story, cooperate and collaborate with libraries statewide and to use valuable library resources and staff. The Utah Legislature wrapped up the 2004 legislative session with some challenges for Utah libraries. State Library Division general fund base budgets were approved and allocated as submitted for 2005.
State Library Division / Public Libraries Legislation This year Utah lawmakers passed 419 bills, among them, House Bill 341. HB 341 makes Utah the first state to pass a filtering bill modeled on the federal Children's Internet Protection Act (CIPA). Passage of the bill signed by Governor Olene Walker on March 18, 2004 requires no state funds be provided to libraries that do not filter the Internet on library computers used by the public, specific-ally children. As with CIPA, Internet-accessible comput-ers for minors must block child pornography, obscenity and "harmful to minors" materials, while those for adults must block child pornography and obscenity. HB 341 allows the technology protection measure to be disabled by library staff at the request of an adult patron to enable access for research or other lawful purposes. The bill passed the House 69 – 2 and the Senate 23 – 2. It contains no funding for implementation and becomes law on May 3, 2004. Funding sources to cover the cost of filtering are yet to be determined. The cost could be high and affect existing programs. As of April 1, 2004, Utah has less than five public libraries that are not filtering Internet access computers.

    PROVO Some things about Brigham Young University basketball star Rafael Araujo are hard to miss: his determined rebounds, his monster dunks, his crowd-pleasing blocks and, well, his tattoos.
    But the colorful designs that dominate the dominating center's arms are missing from a picture of him on Page 13 of the school's media guide. Duff Tittle, BYU associate athletic director for communications, acknowledged this week that the large photo of Araujo had been altered, along with others.
    "We have touched up photos for years as far as removing tattoos, covering up bellybuttons, just things like that," Tittle says.

    The Springville Museum of Art's outreach program, the StateWide Art Partnership, with the State Board of Education request that all schools adhere to the following policy for managing their art collections. Throughout America few states have more art in their schools than Utah. Since the mid-1920's public and private schools in Utah have been actively collecting art. Alice Merrill Horne of Salt Lake and Mae Huntington of Springville have led the way in building art collections in the schools throughout the state. In the Utah County schools, Lars Eggertsen, Ray L. Done, Orson D. Campbell, Samuel H. Jepperson, Bessie E. Gourley, Celia Van Cott, Principal Thornton, Floyd Breinholt among others have spurred the collecting effort. Jane Vance and Lorna Teeter at Farrer have been shining examples of how to maintain large art collections. The mission of having art collections in the schools throughout Utah reflects John Hafen's injunction that art "could refine the minds of the youth and build character in all people." It was felt that original works of art by competent artists could inspire students to a greater appreciation of beauty and the creative process. This mission for art has never had greater application than in today's coarsening society. Sadly, the good intentions of the schools were not translated into effective educational and artistic use of art collections in their keeping. Works became mere decoration, lost in the shuffle, forgotten and cast aside. We have seen a great idea go awry. Now is the time for a comprehensive evaluation of art collections in Utah's schools.

    A new school in the he Jordan District in Utah has voted to equip the facility with Macs only, according to MacUsingEducators . "The principal did present her new staff with a choice [...] her staff overwhelmingly wanted Macs in their classrooms." Every teacher in that school will be receiving an iBook as the school opens. "They told [the principal] they didn't want all of the problems associated with PCs." The school will also be ordering a mobile iBook lab as soon as further funding is received.
