What is LSTA?
LSTA required each state to develop its own Five-Year Plan for allocating funding to libraries. A new LSTA Advisory Council worked to draft this plan, set priorities for unding statewide services to libraries and also established the guidelines, funding categories, match requirements, eligibility criteria, application process for a Competitive Grants Program.
Since 1997 Congress has appropriated funding to support the LSTA programs in all states. For the past two years Utah has received approximately 1.2 million dollars annually. Half of this money is expended on statewide services to libraries (statewide planning, evaluation, continuing education and other library development activities; database licensing to support PIONEER: Utah's Online Electronic Library; resource-sharing incentive grants to fund inter-library loan transactions; and support for the Utah Regional Library for the Blind and Physically Handicapped). The other $600,000 is used to fund the Competitive Grants Program.

ABOUT SOUTHLAND Southland Elementary is located in Riverton City about 20 miles south of Salt Lake City. The school is in a rural setting with boundaries including the town of Bluffdale and extending to the Utah County line. The Southland community strongly supports education and parents are highly involved with the school. Southland teachers are dedicated to see that their students have ample opportunity to develop academically, socially and emotionally. A variety of programs are in place to help students build self-esteem.

The Pursuit of Excellence (3) and The American High School Today, (4) which demanded excellence in all aspects of the educational endeavor. At this point, federal funds were made available for the purchase of the school library as a resource center, and not merely a depository. By the late 1950s, schools began to focus on learning rather than teaching, and on curriculum methods that permitted a broader instructional role for the school librarian.
A further examination of the literature provides a more realistic set of activities. The majority of librarians in the early fifties had their role officially defined by Fargo in her classic textbook, The Library in the School.

Possible Action Plan for Implementing the Utah State PTA Resolution on Attention Deficit Disorders 1. Work on a plan to support the in-service of parents and educators about AD/HD
  • Get a copy of the 1991 United States Department of Education Policy Memorandum into the hands of all educators and parents. See that your school has a copy of the "Utah State Office of Education Attention Deficit Disorder Guide" (available from Department of Student at Risk). Be aware that the Utah State Office of Education has prepared in-service training materials on Attention Deficit Disorders to be used by school districts in training their teachers to understand and work with students who have AD/HD. Meet with district and school administrators about the above listed materials. Ask them what their plan is for implementing training for teachers and parents to help students with AD/HD have successful educational outcomes. Point out the recommendations from the federal government and the State Office of Education that all educators are required to have training (not just an awareness of) about the disability AD/HD. (See the Policy Memorandum and page 45 of the Utah State Attention Deficit Disorder Guide—#7 and 8 of Table 5—Recommendations and Conclusions). Invite CH.A.D.D. and/or the State Office of Education to present a workshop on AD/HD for Region, Council or Local PTA groups or combined parent and educator groups.

Improving Literacy Through School Libraries

This new program is designed to improve the literacy skills and academic achievement of students by providing them with access to up-to-date school library materials; technologically advanced school library media centers; and professionally certified school library media specialists.
The Improving Literacy Through School Libraries (LSL) program promotes comprehensive local strategies to improve student achievement by improving school library services and resources. The LSL program is one component of the Department's commitment to dramatically improve student achievement by focusing available resources, including those of school library media centers, to ensure that no child is left behind. School library media centers have an important role to contribute to the success of local improvement plans especially in the literacy area by increasing collaboration between instructional and school library media center staff, providing additional instructional materials and resources, and extending hours of operation during non-school hours.
This program provides competitive one-year grants to districts in which 20 percent of the students are from families with incomes below the poverty line.

Discussion of the Issues:
ULC Research Projects: 1997-98
KULC, in cooperation with Salt Lake Community College, Utah Valley State College, and the University of Utah, conducted two studies this past year to determine reasons why telecourse students are having difficulties, if any, with their distance learning program. Specifically:
Case Study #1: Study of Factors Causing Students to Withdraw from KULC Telecourses.
The purpose of this study was to determine why telecourse students those who completed three or more weeks of a telecourse chose to withdraw prior to the final date for withdrawing from classes. Students were drawn from the rosters of 20 telecourses offered by the three participating institutions during Fall term 1997. Total enrollments from the three schools for that term equaled 991; 133 students were identified as individuals who had dropped the classes thus becoming part of the group to be interviewed. The primary reasons for withdrawing were lack of time (e.g., not enough time, personal and/or family conflicts, work conflicts), perceived quality or value of the course (e.g., class wasn’t what I expected, course work was too difficult, poor instructor, syllabus problems), performance (e.g., not doing well/getting poor grades, course work was too difficult), and cost (e.g., can’t afford to stay enrolled).

Amid growing criticism, the tour intends to shore up support for the USA Patriot Act, which violates at least three constitutional ammendments. Meanwhile, the expansion of police powers continues under Sen. Orrin Hatch's recently drafted Victory Act. One of the bill's aims is to re-define most drug offenses as narcoterrorism. Ashcroft's visit and proposed legal changes are bringing opposition from across the political spectrum here in Utah as well. A local call to action states, "These fascists seem to think that we Americans are cowardly and that we will allow them to steal our freedoms because they are afraid of terrorists." Benjamin Franklin once said, '"Those who would give up essential liberty, to purchase a little temporary safety, deserve neither.'" On Monday August 25th, as Ashcroft was speaking to law enforcement at a hotel in downtown SLC, protesters gathered outside. For several hours, over 150 people occupied both sides of Main Street near the entrance of the hotel, and many marched around the block.
