Utah Passes State CIPA Bill BreakingNews > News Utah has become the first state to pass a state filtering bill modeled on the federal Children's Internet Protection Act (CIPA). While HB 341 initially said that no state funds "shall" be provided to a library that does not filter, it was amended to say that state funds "may" not be provided to such a library. However, the State Library Division was unable to say if that meant libraries might be exempt. The bill, which originally was aimed at all computers, was amended, at the request of librarians, to encompass "publicly accessible computers," thus exempting staff computers. Mark Rose, chair of the Utah Library Association's Legislative Committee, noted that, in one county, staff computers are managed by one network and public access computers by another.

Utah and National Public Library News
For quite a long time, the Utah State Library Division has provided the Utah and National Public Library News . There was an RSS feed that, shortly after I subscribed, ceased updating. I wrote a few emails and was redirected to various people. When Peter Scott posted to the above link today, I decided to check in on the page. Not expecting much, I clicked on the XML button and discovered an updated feed. Hmmm...turns out that not only is there a new operational feed , but the underpinning of this feed is a Movable Type blog ! I like seeing this blog because it suggests that there is an actual person behind their aggregated library news, rather than the automated impression that the Utah Library Division page gives. Now a glimpse into my mindset - To find that blog, I simply removed the index.rdf part of the RSS URL. It occurs to me now that perhaps I wasn't meant to discover that MT blog, but I can't help being a curious surfer who toys with URLs and such; it's part of the weblog discovery gig. So I take it a step further. The URL for that blog is http://kelsorat.com/weblogs/libnews/ and immediately I wonder what other weblogs are sitting in that "weblogs" directory. Jackpot ! A whole slew of blogs that appear to eminate in one way or another from the Utah Library Division or other governmental agencies. Check out
