Overview
Utah has a history of legislative support for technology-advancing initiatives. As a result it has a sophisticated public-private network that is expanding daily. There are also plans to institute telecommuting for some state workers. The 1994 legislative session created the Information Technology Commission, a 19-member commission that reviews the state's technology expenditures, objectives, and funding.
Legislation
1995 Utah SB 82 made Utah the first state to pass legislation establishing protocol for the use of digital signatures to electronically file court documents. Until then the need for signature verification blocked courts from accepting legal documents filed by computer and modem. Similar legislation is being considered in California, Florida, Oregon, and Washington. The technology for secure, forgery-resistant digitized signatures appears sufficiently developed that its use is likely to become common nationwide within the next two years. 1995 Utah HB 364 enacted the Utah Telecommunications Reform Act

  • LIFT YOUR CAP: While we've barely finished a quarter of 2003, this state has already wrapped up its legislative action, with good news for charter fans. On the last day of the session, lawmakers approved a bill that will modestly raise the charter school cap and will also provide $1.5 million for a revolving facilities loan fund. The bill raises the number of charters that the state board can approve from 16 to 24 in 2003-04 with an additional eight in each subsequent year. CER Newswire March 11, 2003
    FRONT AND CENTER: Utah's Center City School was one of only eleven schools nationwide selected to be the first project schools in the First Amendment Schools initiative. This multi-year reform effort, sponsored by the Association for Supervision and Curriculum Development and the First Amendment Center, is designed to transform how schools model and teach the rights and responsibilities of the First Amendment, and help students become active and engaged citizens. Six More Dynix Customers Select Horizon Sunrise

PROVO, Utah - July 8, 2002 - epixtech has signed contracts with six Dynix customers that will join the nearly 175 Dynix libraries that have migrated to Horizon Sunrise. These Dynix customers migrating to Horizon Sunrise include Burlington Public Library (IA), Capital Region Board of Cooperative Educational Services (Latham, NY), Colby-Sawyer College (New London, NH), Evanston/Skokie School District #65 (Skokie, IL), Ft. Lewis Library System (WA), and Sioux City Community Schools (IA).
According to Director Kay Weiss, Burlington Public Library , a Dynix user since 1991, chose Horizon Sunrise to offer staff the familiarity of a Windows-based application. "We were seeking continuous improvement and recognized as well the need to give our patrons the same functionality they find on the Web," she said. In a town of 40,000, the library has 18,000 cardholders, a collection of 105,000 items, and an annual circulation of 366,500.
The Library Automation Department of the Capital Region Board of Cooperative Educational Services in New York State maintains a public access catalog for a consortium of eleven school districts comprised of forty-seven K–12 schools. The catalog gives the districts’ 40,000 students access to more than 687,000 items. A Dynix customer since 1994, the consortium wanted to offer students the graphical interface of Web technology. With campuses in Ogden and Salt Lake City, the Utah Schools for the Deaf and the Blind is the Educational Resource Center for children who are deaf, blind, or deafblind. The library provides services and a variety of materials to more than 950 students throughout Utah. Director of the Educational Resource Center Lorri Quigley and Librarians Mary Jo White and Janet Spilker provide information about deaf and blind children to parents, universities, and the general public. Their network reaches even further, as they are part of an organization of State Resource Centers of the U.S. Librarian Mary Jo White finds that Athena presents a user-friendly screen to her patrons. The large buttons and tabs are easier for the visually impaired children to see. The schools are also experimenting with speech synthesizers and other ways to make the computer even more accessible to their students.
