CURRICULUM AND INSTRUCTION
Health Education
The Utah State Board of Education requires instruction in health education by grade levels (3-6, 7-8, and 9-12) in Administrative Rule
As part of the rule, the state board also established the Health Education Core (1997-1999), a set of standards for students in grades K-12. The Health Education Core also includes a suggested curriculum for schools to follow should they wish to do so.
While students are expected to learn and know the health standards, the state does not require them to pass a statewide exam covering health education topics at any point in grades K-12.
HIV, STD, and Pregnancy Prevention Education State Code (2002) requires the Utah State Board of Education to establish curriculum requirements that include instruction in the prevention of communicable diseases in grades 8-12. The state's Health Education Core provides further detail on suggested grades and topics: in grades 3-12 students are to receive instruction in the prevention of communicable diseases, including HIV; in grades 7-12 students should additionally receive instruction in other sexually transmitted diseases and pregnancy prevention.

Utah Group Works to Keep Guns Out of Schools
Email
Print Subscribe Most Emailed The group Safe Havens for Learning plans to aggressively lobby the Utah state legislature for a clarification of a state law that pertains to concealed weapons, the Salt Lake Tribune reported Sept. 3.
In the winter of 2002, state lawmakers passed a measure that allows legal gun permit holders to carry concealed weapons on school grounds. However, a recent court ruling upheld a weapons ban at the University of Utah.
Gun-control advocates said the ruling should also apply to K-12 schools. "If a state judge says the university is free to pursue its no-gun policy, public schools ought to as well," said Marla Kennedy, executive director of Utahns Against Gun Violence.
Senate Majority Leader Mike Waddoups (R-Taylorsville), who sponsored the concealed-weapons bill, plans to introduce legislation that would override the gun ban on college campuses. He also wants to appeal the court ruling in the University of Utah's case.
"If schools promise to make their buildings more secure, I'll help them get legislation banning concealed weapons through. But that's not their priority," said Waddoups.

electronically delivered learning or e-learning A growing body of evidence supports the conclusion that when e-learning is deployed with identical attention to the enabling details that characterize high quality face-to-face instruction, it can effectively complement, enhance, and expand educational options available for K-12 students. In cases where e-learning is appropriately deployed, educators can generally anticipate student academic performance that is at least equivalent to traditional classroom instruction (Cavanaugh, 2001). Online Courses and Virtual High Schools Internet use in K-12 schools and postsecondary institutions is having a profound impact on the evolution of computer use and the curricular integration of new learning technologies (Valdez et al., 2000). For example:
  • Dr. William J. Bennett, U.S. Secretary of Education during the Reagan administration, has gone from criticizing the use of technology in schools to creating his own highly publicized nationwide cyberschool, now open for Grades K-2.
With such broad support and demand, it is not surprising that virtual schools are springing up across the country. (See “

Gun-control advocates say a recent court ruling upholding the University of Utah's campus weapons ban may also apply to K-12 schools, paving the way to reverse legislation approved last winter that allows lawfully concealed weapons onto school grounds.
Calling the pro-gun Legislature's firearm regulations "inconsistent" and "politically driven," members of a group known as Safe Havens for Learning intend to push a bill this coming session to clarify once and for all state law as it applies to concealed weapons.
"If a state judge says the U. is free to pursue its no-gun policy, public schools ought to as well," said Marla Kennedy, executive director of Utahns Against Gun Violence.
Kennedy has yet to nail down a bill sponsor, and school districts appear loathe to join the fight. But she says the U. ruling, coupled with public opinion polls showing that more than 70 percent of Utahns oppose guns in schools, will force lawmakers' hands.

Utah Becomes Third U.S. State to Implement Statewide GIS for Education
State Will Use ESRI Software All Across Its K-12 Curriculum
Redlands, CaliforniaThe state of Utah has selected ESRI, the world leader in geographic information system (GIS) technology, to supply a comprehensive statewide K-12 software license. The license will allow the state to use GIS software with every instructional computer in all of Utah's K-12 schools . Specifically, Utah has licensed ArcView for Windows as well as Macintosh, ArcView Image Analysis extension for Windows (from ERDAS/Leica Geosystems), and the ArcAtlas data set. The data layers in ArcAtlas provide information on political boundaries, population density, natural landscapes, transportation networks, elevation zones, bioclimatic soils, earthquakes and faults, vegetation, and precipitation. "This is much bigger than just technology education," said Melvin Robinson, technology education specialist at the Utah State Office of Education (USOE). "GIS as a research tool is something that should be used by all curricular areas across the whole gamut of education." The contract makes Utah the third U.S. state to implement GIS for use in all of its schools. Montana announced its statewide instructional license in November 2000, followed by South Dakota in July 2002.
