Overview
The potential annual energy savings at Hill AFB are estimated between $250,000 and $350,000 for task orders 1 and 2. Implementation of an initiative to replace faulty steam traps throughout the Base will result in annual savings of about $1 million. There may be six or more additional task orders under this contract, worth a total of $1 million in potential energy savings. Actions taken under the first task order are already accruing savings; in the first six months after electrical improvements were made in 25 buildings, use of electricity fell 25 percent in those facilities.
Background
There was a need to reduce energy and water use at Hill Air Force Base, which is subjected to extreme temperatures during summer and winter in its desert location north of Salt Lake City. Projects to improve the energy efficiency of lighting and HVAC systems are expected to generate significant savings for the Base over the life of the energy savings performance contract. The Base has some unique features that are suited to other efficiency projects, including industrial operations at its Air Logistics Center and a steam distribution system that could be improved. Water conservation and other projects are expected to generate additional energy savings at Hill AFB.

Intergovernmental Review (SPOC List)
It is estimated that in 2004 the Federal Government will outlay $400 billion in grants to State and local governments. Executive Order 12372, "Intergovernmental Review of Federal Programs," was issued with the desire to foster the intergovernmental partnership and strengthen federalism by relying on State and local processes for the coordination and review of proposed Federal financial assistance and direct Federal development. The Order allows each State to designate an entity to perform this function. Below is the official list of those entities. University of Utah and the Medical College of Georgia Will Participate in AAMC-CSC Management Program
Washington, D.C., November 9, 1999 Two additional medical schoolsthe University of Utah School of Medicine and the Medical College of Georgia (MCG)have entered into agreement with the Computer Sciences Corporation (NYSE:CSC) to design and implement strategies to improve financial performance and productivity at their institutions as part of the AAMC-CSC Mission-Based Management Program (MBM). The Association of American Medical Colleges (AAMC) developed the program in partnership with CSC to assist medical schools in the financial management of their resources through better understanding of medical school faculty productivity and the creation of more open dialogue among the institutional leadership. As part of the program, AAMC sponsors "expert panels" and "user-groups" to assist medical schools in their mission-based management efforts. Expert panels discuss and report on measures to assess faculty productivity and contributions to the education, research and care missions of each institution. User-group meetings allow participants an opportunity to share lessons learned, identify best management practices and discuss individual experiences and implementation processes. In addition to Utah and MCG, the University of Texas Medical School at Galveston is continuing its engagement to design an MBM system for the medical school and other health profession schools. Also, the University of Kentucky School of Medicine and MCP Hahnemann School of Medicine in Philadelphia are taking advantage of the CSC consulting services to address their particular needs. Specifically, MCP Hahnemann is designing a faculty compensation program based on mission-based management principles and Kentucky has engaged CSC to assist in the planning and organization of a faculty leadership retreat.

Jerry Trapnell is Dean of the College of Business and Public Affairs at Clemson University. He assumed this position July 1, 1993. Prior to becoming Dean, he served as director and professor of the Clemson University School of Accountancy. He earned his Ph.D. from the University of Georgia in 1977, his B.S. and M.S. from Clemson University in 1968 and 1970, respectively. He joined the Clemson accounting program in 1986 after serving on the faculty of the department of accounting at Louisiana State University-Baton Rouge for 10 years. Prior to coming to Clemson, he was also associate dean for undergraduate studies in the College of Business at LSU. A CPA in Louisiana, he serves or has served on committees and boards of directors of the American Institute of Certified Public Accountants, Accounting Programs Leadership Group of the American Accounting Association, Federation of Schools of Accountancy, Institute of Management Accountants, AACSB, and the South Carolina Association of CPAs (SCACPA). Specific AACSB service includes current membership on the Board of Directors, numerous roles on peer-review teams, the Accounting Accreditation Committee, including a year as chair, Re-accreditation Process Task Force, Accreditation Transition Task Force, and the Dues and Fees Task Force. He currently serves as president of the Southern Business Administration Association.

MANAGEMENT CONTROL PROGRAM
Accomplishments for Fiscal Year 1997
During fiscal year 1997, the BLM corrected the Trans-Alaska Pipeline System material weakness. The Bureau was also successful in completing scheduled FY 1997 corrective actions on the remaining two material weaknesses: inadequate range monitoring, and oil and gas production accountability. Through BLM's Management Control Review Program, three new material weaknesses were identified: the administration and oversight of the BLM Nevada land exchange appraisal process, needed upgrades for the Wild Horse and Burro Adoption Program Data Base, and administration and oversight of the Wild Horse and Burro Herd Management Program. The results of management control reviews conducted during FY 1997 indicate that BLM's systems of management, administrative, and financial controls provide reasonable assurance that the objectives of the Federal Managers' Financial Integrity Act have been achieved.
Redesigning the Evaluation Process
A new approach to conducting evaluations has been developed by the Bureau. It is based on the concept that preventing problems is better than detecting them after the fact. Two interlocking components are involved: local self-assessment and national validation. An Implementation Team made up of both field office and headquarters members has embarked on the Phase 2 goal of building efficiency, effectiveness, and accountability into all of the Bureau's processes.

    SECTION II - Annual Report A. Objectives 2. Develop in-depth follow up training in specific resource areas, to meet needs identified by program participants. 3. Evaluate the program in terms of adoption of management concepts and resource sustainability following implementation of the WIRE process by selected cooperators. B. Abstract Over the past year, five courses were offered by the Montana WIRE Teams, 1 course by the Utah Team, and 3 courses offered by the Wyoming Team. Indicative of the growing demand for WIRE programs in the Western region, a course was requested/offered in Swift Current, Saskatchewan; as well as one in Idaho Falls, Idaho. In addition to the offerings of the integrated management course, follow up courses on financial management and marketing and risk management were also offered in Wyoming. Standardized Performance Analysis (SPA) and other educational programs were also provided for those looking to intensify the management of their operations. In depth training on property transfer, goal setting, and other programs were offered to graduates of Montana courses. The Montana WIRE team also held an instructor training session, training an additional 11 faculty members. This brings the total number of WIRE instructors in Montana to 24.

    Cooperative Fire Programs Fact Sheet January 2002 Introduction In Utah, state and county governments share responsibility for wildland fire management on 15,000,000 acres of state and private forest, range and watershed lands. Interagency cooperation and coordination between the state, local, and federal government are the basis of Utah's fire management program. The Cooperative Fire Programs (State Fire Assistance, Volunteer Assistance and Federal Excess Personal Property) provide technical and financial assistance in prevention, pre-suppression, and suppression activities to local government and rural fire departments. Fire prevention efforts are provided at both the state and local levels using all forms of media and personal contacts. Pre-suppression is a combined effort to organize, train and equip local fire service and reduce hazards through fuel modification and defensible space in and around developments and improvements. Fire suppression aid generally involves providing management assistance and extended attack resources. Goals Develop cooperative partnerships with organizations that share common goals through formalizing current and future relationships by written agreement.
