RCAC Housing Services has three areas of emphasis: agricultural worker housing, Self-Help housing and Community Housing Development Organizations (CHDOs). Additionally, the housing and health division works with special projects involving the combination of housing with businesses, social services, health care and child care. Farm Worker Housing: RCAC provides technical assistance and training to community-based organizations, growers and rural government agencies to create and maintain agricultural worker housing stock in 13 western states, including: Arizona, California, Nevada, Oregon, Utah and Washington. In 1979, RCAC was among the original grantees of the Department of Labor farm worker housing program. Beginning in 1994, RCAC became the conduit for a regional grant which provides direct services and manages 10 subgrants to agencies in Washington, Oregon and California. RCAC provides services to more than 80 organizations that own, manage and develop agricultural worker housing within this geographic region. RCAC has participated in a number of regional and national conferences providing training on agricultural worker housing development, management and financing. Housing Assistance Council, Association of Farm worker Opportunity Programs and RCAC sponsored the conferences.

State Policies and Programs
Utah’s Energy Policy
Governor Mike Leavitt presented his Energy Policy for Utah in 2001. A key part of the policy is the cultivation of “an ethic of conservation and energy efficiency.” Energy policy positions are guided by principles including collaboration, a performance-based system that focuses on results, and the appropriate use of market and economic incentives. Other guiding principles include the support of sustained investments in cost-effective demand-side management, increased use of energy efficient technologies and services in Utah's economy, and the state setting an example for its citizens. The following state, utility, and local policies and programs reflect this interest in energy efficiency.
PowerForward
In response to the electricity crisis in the Western region in 2001, a coalition of stakeholders established PowerForward in order to increase energy efficiency and load management awareness and action. The program provides real-time information alerting consumers to those days during the summer when conservation and load management is necessary to maintain affordable and reliable supplies of electricity. The Utah Energy Office administers the Alert Network for notifying consumers when power demand and prices are high. Television, radio and cable companies broadcast the alerts, giving consumers real-time updates. Businesses also can receive alerts via their email or pager. The alert system is simple—the alert is designated either a “green”, “yellow” or “red” period depending on the urgency of power savings.

The director of the Utah Division of Wildlife Resources, Kevin Conway, read the following statement to the House committee. The statement represents the Division's position on wolves in Utah. House Joint Resolution 12 PDF format As Director of the Division of Wildlife Resources, I appreciate the opportunity to speak in support of H.J.R. 12. This resolution addresses an issue, wolves in Utah, which has been a topic of much discussion for the past few weeks. Although this resolution is relatively short and straightforward, I believe it makes an important statement to the United States Fish and Wildlife Service, the Utah Division of Wildlife Resources and the citizens of Utah. The resolution points out that wolves need to be removed from the Endangered Species List, with management authority being transferred to the State of Utah. Since the capture of a wolf in Morgan County, I have been asked questions such as "is there a place for wolves in Utah" and "are wolves welcome in Utah". In my opinion, the answer to these questions is very dependant upon the legal status of wolves. If wolves remain under the protection of the Endangered Species Act, the range of opinions and emotions relating to them will become more polarized than they presently are. Wolves will always be a controversial species, making management difficult. However, absent the Endangered Species designation, I believe the citizens of Utah have the ability to work together to develop a balanced, management strategy that addresses the concerns of the state's diverse population.

    MERRILL LYNCH AND UTAH HOUSING CORPORATION EMBARK ON MODEL LEASE-TO-OWN HOME OWNERSHIP PROGRAM FOR SINGLE FAMILY HOMES "CROWN" Program Brings Home Ownership Within Reach for Many Salt Lake City Residents The funding was used toward first mortgages on new single-family homes that were built as part of the CROWN program, and then made available for lease and eventual purchase by low-income families that might otherwise not qualify for buying a home. The funding secures additional money to expand UHC's existing CROWN program. The CROWN program seeks to revitalize Salt Lake City and other areas of Utah by enabling the construction of attractive housing, often in disadvantaged urban areas, and engaging residents in long-term neighborhood development. There are currently more than 171 CROWN homes in 25 projects statewide, with UHC anticipating 25 new CROWN homes to be built annually throughout Utah.
